POLICY ON ISSUING NO -FEE PERMITS FOR ELECTRIC VEHICLE
SUPPLY EQUIPMENT TO RESIDENTIAL UNITS
One of the primary causes of house fires is an overloaded/deficient electrical system.
In order to ensure that a residence has sufficient electric supply to safely support the addition of electric vehicle
supply equipment (EVSE), and that Southern California Edison (SCE) is aware of the additional load that will
be placed on their distribution system, the City of Hermosa Beach has adopted the following policies:
APPLICANT must provide us with a written, signed, "Full Load Calculation", prepared by a licensed
electrician that demonstrates that the existing electric service panel is adequate to support the proposed
additional load demand of the EVSE, OR, submit an application for a service panel upgrade, supported by the
electricians Load Calculation. NOTE: The fee for the electric upgrade, if needed, will not be waived.
APPLICANT must demonstrate that they have confirmed with SCE that they are aware and approve of the
installation. Contact Tom Yolas at (310) 783-9311.
ALL EVSE must be connected to a "dedicated circuit" i.e. no other appliances, lights or outlets shall be
attached to the electric circuit that supplies the EVSE.
APPLICANT must have the EVSE installed inside a garage, if there is a garage on the property, and
demonstrate that the garage has sufficient space to park the number of vehicles for which it was designed. If
there is no garage, staff will conduct a site visit to determine the best location for the device.
THE ELECTRICIAN should be on site for the Building Department inspection. The "dead front" cover(s) for
the electric service panel(s) should be removed for inspection of the interior of the panel(s). The electrician
must provide manufacturers specifications and demonstrate that the installation meets those specifications. The
Inspector will require corrections for any electric deficiencies observed during the inspection.
APPLICANTS: To qualify for the no -fee permit, provide documentation that the vehicle is zero emission and
will be garaged at the premises that is being upgraded. Hybrids do not quality for the no fee permit. See website:

information, with the make/model (and engine number if necessary).
OTHER INCENTIVES: The City of Hermosa Beach is offering other incentives such as no -fee parking and
charging for a limited time. You must always comply with parking zone time limits.
