PUBLIC PARTICIPATION: Although the City Council values your comments, the Brown
Act generally prohibits the Council from taking action on any matter not listed on the
posted agenda as a business item.
1. ORAL AND WRITTEN COMMUNICATIONS: If you wish to provide public comment,
please fill out a speaker card to ensure names of speakers are correctly recorded in the
minutes and where appropriate, to provide contact information for staff follow-up. This
is the time for members of the public to address the City Council on any items within the
Council's jurisdiction not on this agenda, on items on this agenda as to which public
comment will not be taken (Miscellaneous Items and Reports – City Council and Other

City's Liability Claims Administrator.
Claimant: Brittany Pugh (sister and survivor of Brianna La'shay Pugh)
Date of Loss: October 23, 2019
Date Filed: April 2, 2020
Allegation: Claimant states her sister, Brianna La'Shay Pugh, was operating her vehicle
near the intersection of Pacific Coast Highway and Artesia Boulevard in the City of
Hermosa Beach. As she was driving through the intersection, she collided with another
vehicle. The collision caused Brianna's vehicle to crash into a utility pole, resulting in her
death. The claimant contends the City of Hermosa Beach negligently, carelessly, and
recklessly maintained, designed, owned, supervised and inspected the premises by
creating a trap at the intersection for unwary motorists and failed to provide adequate
warnings about the condition of the intersection. Claimant also contends that the utility
pole on the City's property was dangerous in its position and construction.

RENEWAL OF GENERAL SERVICES AGREEMENT BETWEEN
THE CITY OF HERMOSA BEACH AND LOS ANGELES COUNTY

Recommended Action:
Staff recommends that the City Council adopt the attached resolution authorizing the Mayor to
execute the attached multi-year General Services Agreement between the City of Hermosa Beach
and Los Angeles County.
Background:
The City of Hermosa Beach has been party to an ongoing General Services Agreement (GSA)with
Los Angeles County to provide miscellaneous and sundry services to the City on an as-needed and
ongoing basis.The current agreement with the County is scheduled to expire on June 30,2020.To
maintain the ability to add or augment services in the future with the County and its various
departments,the City must renew the existing standard agreement for a five-year period,
commencing on July 1, 2020 through June 30, 2025.
The County of Los Angeles offers many services to public agencies,and General Services
Agreements are therefore executed with cities within the County for the provision of these services.
The GSA is general in nature and simply authorizes the County to provide services requested by a
City.Services provided under the GSA consist of as-needed time-limited services such as predatory
animal control,prosecution of city ordinances,direct assessment collection,and a variety of public
works services.Ongoing services,such as law enforcement and public health code enforcement,are
provided by the responsible County departments through separate Specific Service Agreements
(SSAs).Any SSAs between Hermosa Beach and the County of Los Angeles are not affected by
renewal of this GSA.
The County requests that the City Council adopt the draft City Resolution (Attachment 1)and
authorize the Mayor to execute a renewal of the City’s multi-year General Services Agreement (
Attachment 2).Language in these documents has not changed from previous years.Upon renewal,
the Agreement shall run for a period ending on June 30,2025.At the option of the City Council of the
City,with the consent of the Board of Supervisors of the County,the Agreement shall be renewable

thereafter for an additional period of not to exceed five (5) years.
General Plan Consistency:
This report and associated recommendations have been evaluated for their consistency with the
City’s General Plan. Relevant Policies are listed below:
Governance
1.6 Long-term considerations.Prioritize decisions that provide long-term community benefit and
discourage decisions that provide short-term community benefit but reduce long-term opportunities.
4.3 Collaboration with adjacent jurisdictions.Maintain strong collaborative relationships with
adjacent jurisdictions and work together on projects of mutual interest and concern.
Fiscal Impact:
Services provided by this contract are used as needed and are paid for via the respective
departmental budget(s).

ADOPTION OF THE 2020-21 APPROPRIATIONS LIMIT

Recommended Action:
Staff recommends that the City Council adopt Resolution 20-xxxx setting the 2020-21 appropriations
limit.
Background:
On November of 1979,Article XIII B of the California State Constitution was added by the voters
through Proposition 4.This Article established limits,using a formula,on state and local governments
for appropriation of revenue from tax proceeds.
On June 5,1990,Proposition 111,modified the method of calculating the limit,beginning with fiscal
year 1990-91,to allow the City to choose the most beneficial of two adjustment factors for inflation
and population as follows:
Inflation California Per Capita Personal Income Change
or
Increase in Non-Residential Assessed Valuation Due to New Construction.
Population City Population Growth
or
County Population Growth.
Proposition 111 also implemented a requirement that our Appropriation Limit be reviewed annually by
our independent auditor.
Analysis:
The 2020-21 limit was calculated,per the League of California Cities Uniform Guidelines,by applying

the population and inflation factors to the prior year limit.The County of Los Angeles’population
change of -.11%was used as the population growth factor since it is greater than the population
increase of -.14%for the City.The California Per Capita Personal Income Change of 3.73%was
used,as the increase in Non-Residential Assessed Valuation Due to New Construction is .21%.The
factor with the largest change is always chosen to give the City maximum discretion with regard to
appropriations.
The law requires adoption of the 2020-21 limit by resolution and a recorded vote of the Council to
select annual adjustment factors. The choice is set forth in the attached resolution.
The limit calculation will be reviewed by our auditors during the annual financial audit.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HERMOSA BEACH, CALIFORNIA, APPROVING AND ADOPTING THE
ANNUAL APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 2020–
2021
WHEREAS, the voters of California, on November 6, 1979, added Article XIII B to the
State Constitution, placing various limitations on appropriations of state and local governments;
and
WHEREAS, Article XIII B provides that the appropriations limit for the fiscal year 2020–
2021 is calculated by adjusting the base year appropriations of fiscal year 1978-79 and subsequent
years for changes in the cost of living and population; and
WHEREAS, Proposition 111 (Section 1.5 of Article XIII B), enacted by the voters on June
5, 1990, modified the method of calculating the limit, beginning with fiscal year 1990-91; and
WHEREAS, the City of Hermosa Beach has complied with all of the provisions of Article
XIII B in determining the appropriations limit for fiscal year 2020–2021;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City of Hermosa Beach chooses to use the California Per Capita
Personal Income Change as the inflation adjustment factor for fiscal year 2020–2021.
SECTION 2. The City of Hermosa Beach chooses to use the Change in Population for
the City of Hermosa Beach as the growth adjustment factor for fiscal year 2020–2021.
SECTION 3. The City of Hermosa Beach uses the Uniform Guidelines published by the
League of California Cities in March 1991 to determine the limit and appropriations subject to the
limit.

SECTION 4. Documentation for calculation of the limit is on file in the Finance
Department and will be reviewed by the City’s auditors during the annual financial audit, as
required by Proposition 111.
SECTION 5. The appropriations limit for the City of Hermosa Beach for fiscal year
2020–2021 is $43,534,643.
SECTION 6. This Resolution shall take effect immediately. The City Clerk shall certify
to the passage and adoption of this Resolution; shall enter the same in the book of original
Resolutions; and shall make a minute of the passage and adoption thereof in the records of the
proceedings of the City Council meeting at which the same is passed and adopted.

Recommended Action:
Staff recommends that the City Council:
1.Hear public testimony regarding the 2020-21 Budget;
2.Approve the revisions to the 2019-20 Budget as outlined in the 2020-21 Preliminary Budget
and summarized herein;
3.Approve contracts for services contained in the table herein; and
4.Adopt Resolution 20-xxxx,approving the 2020-21 Budget as presented in Exhibit A (attached
to the resolution).
Executive Summary:
A revised 2019-20 Budget is presented with the 2020-21 Preliminary Budget due to the ongoing
impacts of the COVID-19 pandemic on the City’s revenue sources resulting from business closures
and stay at home orders.The revisions eliminate the anticipated $2.3 million year end deficit and
leave an estimated balance of $354,496 to be carried forward into 2020-21.
The initial forecast of the 2020-21 Budget produced a deficit of $6.2 million based on the assumed
impacts of COVID-19 through the end of December 2020.Actions taken to eliminate the deficit are
reductions submitted by all departments,including capital improvement projects,and freezing of ten
vacant positions.Funding for the payment to Los Angeles County Fire for the Fire Facility Renovation
was moved from the General Fund to the Capital Improvement Fund to be paid out of the Capital
Facilities Reserve.A transfer of $3,000,000 from the Sewer Fund,originating from discretionary
funds,was transferred to the General Fund.The end result is a 2020-21 budget that includes a
Contingency (Rainy Day Fund)of $6,212,416,or 16%of appropriations per the City’s adopted
financial policy,essential staff and supplemental requests,and capital projects that will continue to
move the City forward towards its established goals.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH,
CALIFORNIA ADOPTING THE BUDGET FOR THE FISCAL YEAR 2020–2021
WHEREAS, a budget for the fiscal year 2020–21 has been prepared by the City Manager,
and;
WHEREAS, said budget incorporates expenditures for operating purposes, capital outlay
and capital improvement projects, and;
WHEREAS, said final budget will include the appropriations limit and total annual
appropriations subject to limitation as required by Section 37200 of the Government Code, and;
WHEREAS, the City Council has examined said budget and, after due deliberation and
consideration, has made such amendments to the budget as it deems advisable.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH,
CALIFORNIA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council does hereby approve and adopt the revised budget
for the 2020–21 Fiscal Year as presented in the documents entitled “City of Hermosa Beach
Budget Summary 2020–21”, and attached as “Exhibit A.”
SECTION 2. This Resolution shall take effect immediately. The City Clerk shall
certify to the passage and adoption of this Resolution; shall enter the same in the book of original

Recommended Action:
It is recommended that the City Council waive full reading and introduce on first reading the attached
Ordinance of the City of Hermosa Beach,California Adding Chapter 1.06 (Official Seal and Logo of
the City)to Title 1 (General Provisions)of the Hermosa Beach Municipal Code to Regulate the Use of
the Official Seal and Logo of the City;and Amending Chapter 2.08 (Elections)in Title 2
(Administration and Personnel)to Repeal Provisions Relating to the Use of the Official Seal of the
City.
Background:
The City has had some recent instances of misuse of the City’s seal.The City’s current municipal
code provisions only prohibit a person from making use of the official seal of the City,or any likeness
of the seal,on any campaign literature or material (HBMC Section 2.08.030(B)).As a result of not
having further regulation in the HBMC,the City relies on other legal authority to control the use of the
City’s seal and logo.Having specific provisions in the HBMC,however,will make controlling the use
of the City’s seal and logo easier to enforce.
The attached ordinance adds Chapter 1.06 (Official Seal and Logo of the City)to the HBMC to add
further protection of the City’s seal and also to protect the City’s logo.The ordinance differentiates
between the uses of the City’s seal and logo.It clarifies that the City’s seal will be used upon official
documents executed by the City or its duly authorized officials and upon official legislative body
materials.For example,the City intends to use the seal on resolutions,proclamations,
correspondence, and agendas.
The ordinance further clarifies that the City’s logo will be used to identify official City events and
programs.For example,the City intends to use the logo to market City-sponsored or endorsed

programs.For example,the City intends to use the logo to market City-sponsored or endorsed
events and programs around the community.Any other use of the City’s logo may be approved by the
City Manager.Similarly,a person may request to manufacture and sell non-documentary objects,
such as souvenirs or decorative items,with the City’s logo so long as it is pursuant to an agreement
with the City approved by the City Council.
The ordinance also moves the current provisions prohibiting use of the City’s seal on any campaign
literature or material to the new chapter regulating the City’s seal and logo.
A violation of Chapter 1.06 (Official Seal and Logo of the City) constitutes a misdemeanor.
Environmental Determination:
This Ordinance was assessed in accordance with the authority and criteria contained in the California
Environmental Quality Act (CEQA),the State CEQA Guidelines,and the environmental regulations of
the City.Under Section 15061(b)(3)of the State CEQA Guidelines,this Ordinance is exempt from the
requirements of CEQA because it can be seen with certainty that the provisions contained herein
would not have the potential for causing a significant effect on the environment.

This action will not have a fiscal impact.

1.06.010 - City seal.
The official seal of the City of Hermosa Beach shall be in the form of a circle
approximately one and one-half inches in diameter, the face of which is substantially as
set forth below:
1.06.020 - City logo.
The official logo of the City of Hermosa Beach shall be in the form of a circle
approximately one and one-half inches in diameter, the face of which is substantially as
set forth below:
1.06.030 - Use of City seal.
A. The City seal is the property of the City of Hermosa Beach. The
impression of the City seal shall be made and used upon official documents executed by
the City or its duly authorized officials and upon official legislative body materials.
B. It shall be unlawful for any person to make, reproduce, manufacture,
display, or use the City seal, or its design or any design so closely resembling the same as
to be apt to deceive or be reasonably mistaken for in any way the City seal, for any
purpose other than for the official business of the City.
1.06.040 - Use of City logo.
A. The City logo is the property of the City of Hermosa Beach. The City logo
is, and has been, established and designated to identify official City events and programs,
including but not limited to City endorsed or sponsored events and programs.
B. It shall be unlawful for any person to make, reproduce, manufacture,
display, or use the City logo, or its design or any design so closely resembling the same
as to be apt to deceive or be reasonably mistaken for in any way the City logo, for any
purpose, without advanced written approval by the City Manager.
1.06.050 - Manufacture and sale of souvenirs and decorative items.
Nothing in this chapter shall prevent a person from manufacturing or selling non-
documentary objects, such as souvenirs or decorative items, bearing the City logo as part
of the design, provided that such person undertakes such activity pursuant to a written
agreement with the City, approved by the City Council, containing such requirements and
limitations as the City Manager shall deem appropriate to assure that such use of the City
logo is in good taste and in the best interests of the City of Hermosa Beach.
1.06.060 - Use of City seal and logo for political campaign prohibited.
No person or campaign committee shall use the City seal or logo, or its design or
any design so closely resembling the same as to be apt to deceive or be reasonably
mistaken for in any way the City seal or logo, for purposes of supporting or opposing the
nomination or election of any person to any City or other public office, or for purposes of
supporting or opposing any ballot measure, nor include such City seal or logo on any
writing distributed for purposes of influencing the action of the electorate, or any part
thereof, in any election. This section shall not be applicable to writings issued by the City
of Hermosa Beach or the City Council as a whole pursuant to law.
1.08.070 - Custodian of City seal and logo.
The City Clerk of the City of Hermosa Beach shall be the official custodian of the
official seal and logo of the City.
1.08.080 - Penalty.
Any person or persons violating the provisions of this Chapter shall be guilty of a
misdemeanor and subject to punishment in accordance with Chapter 1.04 of the Hermosa
Beach Municipal Code. Each and every day during any portion of which the provisions
of this chapter are violated shall constitute a separate offense and may be punished
accordingly.
SECTION 2. Section 2.08.030 (Endorsements and Seals) of Chapter 2.08 (Elections) of Title 2
(Administration and Personnel) of the Hermosa Beach Municipal Code is amended as follows:
2.08.030 Endorsements and seals.
A. No person shall issue any campaign literature or material to the public
during an election which claims or implies any endorsement of a candidate without filing
with the city clerk his affidavit, signed under penalty of perjury, that he has obtained the
written consent of such person whose endorsement is claimed or implied.
B. No person shall in any manner, on any campaign literature or material,
make use of the official seal of the city, or any facsimile or likeness of the seal
SECTION 3. This Ordinance was assessed in accordance with the authority and criteria
contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and
the environmental regulations of the City. The City Council hereby finds that under Section
15061(b)(3) of the State CEQA Guidelines, this Ordinance is exempt from the requirements of
CEQA because it can be seen with certainty that the provisions contained herein would not have
the potential for causing a significant effect on the environment.
SECTION 4. This ordinance shall take effect thirty days after its passage and adoption pursuant
to California Government Code section 36937.
SECTION 5. Prior to the expiration of fifteen (15) days after the date of its adoption, the City
Clerk shall cause this Ordinance to be published in the Easy Reader, a weekly newspaper of
general circulation published and circulated, in the City of Hermosa Beach in the manner
provided by law.
SECTION 6. The City Clerk shall certify to the passage and adoption of this Ordinance, shall
enter the same in the book of original Ordinances of said city, and shall make minutes of the
passage and adoption thereof in the records of the proceedings of the City Council at which the
same is passed and adopted.

Recommended Action:
Staff recommends that the City Council:
1.Ratify City Manager/Director of Emergency Services Order No.2020-05,to implement a
temporary permit for outdoor dining/seating and outdoor retail display to assist in the
reopening of restaurants,food and retail establishments during COVID-19 (Attachment 1);
and
2.Adopt an Urgency Ordinance No.1410U of the City of Hermosa Beach,to implement a
temporary permit for outdoor dining/seating and outdoor retail display to assist in the
reopening of restaurants,food and retail establishments during COVID-19,and setting forth
the facts constituting such urgency. (Attachment 2)
The urgency ordinance requires four-fifths vote of the city council and if approved,will take effect
immediately.
Background:
On March 16,2020,the City Council of the City of Hermosa Beach (“City”)declared a state of local
emergency in response to the global pandemic caused by a respiratory disease which has been
named “COVID-19”.Also,on March 19,2020,the Governor of the State of California,issued
Executive Order N-33-20 an Order of the State Public Health Officer ordering all individuals living in
California to stay home or at their place of residence except as needed to maintain continuity of
operations of outlined federal critical infrastructure sectors.

Many local businesses were forced to close as a result of state and local stay at home orders,or limit
their food service to pick up and delivery only.The unexpected and immediate closure resulted in a
significant loss of revenue to local businesses.
Evidence demonstrates that state and local orders have slowed the increase of community transfer of
the disease by limiting interactions amongst people.As a result,on May 7,2020,Governor Newsom,
announced a four-staged framework,titled “Resilience Roadmap”that is intended to guide the state’s
gradual modification of its Safer at Home Order to reopen California.The state also issued industry
guidance to help specified businesses reopen under new restrictions,which require businesses to,
among other things, implement social distancing measures.
On May 13,2020,the Los Angeles County Public Health Officer issued an Order titled “Continuation
of Safer at Home Order that begins to move the County of Los Angeles into Stage 2 of the County’s
Roadmap to Recovery”that (i)allows specified “Lower Risk Retail Businesses”to reopen for
curbside,doorside,outdoor or outside pick-up,(ii)partially and conditionally re-opens public beaches
for certain types of active recreation, and (iii) re-opens additional recreational opportunities.
In line with the state and county’s phased reopening,and to provide some relief to struggling
businesses,on May 26,2020,the City Manager/Director of Emergency Services issued Executive
Order No.2020-05,to implement a temporary permit program for outdoor dining/seating and outdoor
retail display,to assist in the reopening of restaurants,food and retail establishments during COVID-
19.
More recently,on May 29,2020,the Los Angeles County Public Health Officer issued a health order
titled “Reopening Safer at Work and in the Community for Control of COVID-19”(“May 209 Order”)
that,among other things,permits restaurants and food facilities to remain open and offer limited in
dine-in seating subject to social distancing requirements.The Order also encourages restaurants to
expand outdoor seating where possible in compliance with local zoning codes to comply with social
distancing measures.
As more businesses begin to reopen,businesses should heed state and local health directives to
prevent the spread of COVID-19.Community transmission of COVID-19 continues to present a
substantial and significant threat to the health and safety of City residents.There is no vaccine
available,or proven treatment to combat the disease.At the time of writing this report,there were
54,996 confirmed cases in the County and 2,362 deaths.
In line with the Los Angeles County’s May 29 Order,the proposed ordinance is necessary to
supplement the City Manager’s Executive Order No.2020-05,to temporarily suspend City of
Hermosa Beach Municipal Code Sections 17.26.050 (B),(C),17.44.030,17.38.550 (B),12.16.090
and 12.16.100 regarding outdoor dining\outdoor retail displays,and off-street parking requirements
for commercial and business uses,to the extent they conflict with this Urgency Ordinance.TheCity of Hermosa Beach Printed on 6/5/2020Page 2 of 4

for commercial and business uses,to the extent they conflict with this Urgency Ordinance.The
temporary suspension of the aforementioned provisions will provide City restaurants much needed
assistance to serve more customers under the new dine-in seating modifications in a safe manner,
and in accordance with social distancing requirements to prevent the further spread of the disease.
Analysis
The local economic recovery will be challenging as businesses are unable to operate at full capacity
under state and county reopening requirements.Relaxing local zoning requirements to temporarily
allow outdoor dining and retail will assist in the economy recovery of local businesses.
In light of the foregoing,the proposed ordinance should be adopted on an urgency basis,to
temporarily suspend City of Hermosa Beach Municipal Code Sections 17.26.050 (B),17.44.030,
17.38.550 (B),12.16.090 and 12.16.100 regarding outdoor dining/outdoor retail displays,and off-
street parking requirements for commercial and business uses,to the extent they conflict with this
Urgency Ordinance,taking effect immediately pursuant to Government Code section 36937,for the
preservation of the public peace,health,and safety of residents living within the City,based on the
facts described herein and set forth in the Ordinance:
1.Ratify the City Manager/Director of Emergency Services Order No. 2020-05; and
2.Adopt Urgency Ordinance No.1410U related to implementing “A Temporary Permit for
Outdoor Dining/Seating and Outdoor Retail Display to Assist in the Reopening of Restaurants,
Food,and Retail Establishments During COVID-19,and Setting Forth the Facts Constituting
such Urgency.”
Fiscal Impact:
The City of Hermosa Beach initially incurs all costs related to the City’s response to the COVID-19
Pandemic,but will submit requests for cost recovery to the California Office of Emergency Services
(CalOES),either directly,or through the Los Angeles County Office of Emergency Management,
(LACoOEM), the local reporting agent.
Permit costs of $166 for an Administrative Permit and $300 for the Initial Encroachment Permit were
established at the City Council meeting of May 26,2020.No estimate of revenue is projected at this
time since the number of permits is not known.

MANAGER/DIRECTOR OF EMERGENCY SERVICES OF
THE CITY OF HERMOSA BEACH, CALIFORNIA,
IMPLEMENTING A TEMPORARY PERMIT FOR OUTDOOR
DINING/SEATING AND OUTDOOR RETAIL DISPLAY TO
ASSIST IN THE REOPENING OF RESTAURANTS, FOOD,
AND RETAIL ESTABLISHMENTS DURING COVID-19
SECTION 1. RECITALS
A. International, national, state, and local health and governmental authorities are
responding to an outbreak of respiratory disease caused by a novel coronavirus
named “SARS-CoV-2,” and the disease it causes which has been named
“coronavirus disease 2019,” abbreviated COVID-19 (“COVID-19”).
B. On March 4, 2020, the Los Angeles County Board of Supervisors and Department
of Public Health declared a local emergency and local public health emergency
to aid the regional healthcare and governmental community in responding to
COVID-19.
C. On March 4, 2020, the Governor of the State of California declared a state of
emergency to make additional resources available, formalize emergency actions
already underway across multiple state agencies and departments, and help the
state prepare for a broader spread of COVID-19.
D. On March 13, 2020, the President of the United States of America declared a
national emergency and announced that the federal government would make
emergency funding available to assist state and local governments in preventing
the spread of and addressing the effects of COVID-19.
E. On March 15, 2020, the Mayor Mary Campbell declared a local emergency to
ensure an effective City response to COVID-19. At a special meeting on March
16, 2020, the City Council adopted Resolution No. 20-7230, approving and
ratifying the declaration of emergency.
F. On March 16, 2020, the Los Angeles County Public Health Officer issued an
order countywide that (1) prohibited gatherings where at least 50 or more people

are expected to attend, (2) puts limits and regulations on gatherings of 10-49
people, (3) limits restaurants to drive-through/takeout/delivery only, and (4)
closes bars (that don’t serve food), gyms, movie theaters, etc.
G. Also on March 16, 2020, the State Department of Public Health issued public
health guidance with a non-exhaustive list of precautionary measures retail food,
beverage, and other related service venue owners and management should take
for the protection of patrons to prevent further COVID-19 transmission.
H. The Centers for Disease Control and Prevention, the California Department of
Health, and the Los Angeles County Department of Public Health have all issued
recommendations including but not limited to strict adherence to social distancing
guidelines, canceling or postponing group events, working from home, and other
precautions to protect public health and prevent transmission of this
communicable virus. Other counties throughout the state have similar directives.
I. On March 19, 2020 the Los Angeles County Public Health Officer issued a
second countywide order, the ‘Safer at Home’ Order, which was further clarified
on March 21, 2020. This public health order prohibits all public and private group
gatherings and events and requires people to stay in their homes with limited
exceptions; and requires closure of all non-essential retail businesses, shopping
centers, playgrounds for children, bars, nightclubs, movie theaters and all similar
gathering places. The purpose of the order is to further restrict, and limit gathering
of persons and require closures of non-essential retail businesses in an effort to
stem or slow the spread of the virus.
J. On March 19, 2020, the Governor of the State of California, also issued Executive
Order N-33-20, (commonly known as the Safer at Home Order) an Order of the
State Public Health Officer ordering all individuals living in California to stay
home or at their place of residence except as needed to maintain continuity of
operations of outlined federal critical infrastructure sectors.
K. On April 28, 2020, the California Governor announced a four-stage framework
titled “Resilience Roadmap” for modifying the statewide Safer at Home Order to
gradually permit the phased reopening of the State.
L. On May 4, 2020, California Governor, Gavin Newsom issued Executive order N-
60-20, to modify its state-wide Safer at Home order and allow the state to move
into Stage 2 of the reopening process to permit certain low risk businesses and
open spaces to open with modifications. Executive Order N-60-20, also directs
the State Public Health Officer to establish criteria and procedures, as set forth in
the order to determine how local jurisdictions may implement public health
measures that depart from state-wide directives of the State Public Health Officer.

M. On May 12, 2020, during its regular City Council meeting, the City Council
discussed COVID-19 impacts to City businesses and the need to preserve City
retail and restaurants. The City Council directed the Economic Development
Committee and/or Planning Commission to (1) hire an economic consultant to
assess the market feasibility for economic uses and types of uses in the
Downtown; and/or (2) bring back an interim urgency ordinance (moratorium) to
address concerns about loss of retail and restaurant while the City studies the
issue; and/or (3) establish regulations that give priority to preserving retail and
restaurant uses on the ground floor and to address ground floor office conversions
in the Downtown ahead of the City’s Zoning Code update process.
N. On May 13, 2020, the Los Angeles County Public Health Officer issued a Revised
Order entitled “Continuation of Safer at Home Order that begins to move the
County of Los Angeles into Stage 2 of the County’s Roadmap to Recovery”
(“May 13 Revised Order”) that (1) allows specified “Lower Risk Retail
Businesses” to reopen for curbside, doorside, outdoor or outside pick-up, (2)
partially and conditionally re-opens public beaches for certain types of active
recreation, and (3) re-opens additional recreational opportunities.
O. The California Department of Alcohol Beverage Control (“ABC”) has issued
various “Regulatory Relief” orders designed to support the alcoholic beverage
industry in its efforts to assist California in slowing the spread of the virus while
assisting the industry in dealing with the economic challenges it is facing as a
result. More recently on May 15, 2020 , ABC issued its fourth notice of
Regulatory Relief providing for temporary relief for licensees to expand licensed
footprints in order to serve more people outside where it is safer while the
COVID-19 pandemic continues, through an inexpensive ABC permit requiring
authorization from local jurisdictions.
P. On May 20, 2020, ABC issued its fifth Regulatory Relief Notice to permit on a
temporary basis, licensees that do not operate kitchen facilities and do not prepare
bona fide meals on the licensed premises to partner with businesses that do offer
meals to sell bona fide meals in conjunction with to-go containers of alcoholic
beverages.
Q. As the State gradually moves forward with Stage 2 of the State’s “Resilience
Roadmap”, it is expected that in order to allow restaurants to open, the Governor
of the state of California will require a reduced capacity with new guidelines
within restaurants, greatly impacting the maximum number of customers served.
R. The City of Hermosa Beach seeks to be responsive to allow restaurants to take
advantage of ABC’s temporary relief orders to permit, consistent with direction
from the County of Los Angeles and its Health Department, to allow restaurants
to re-open in light of the County’s Safer at Home order.

S. This Order is adopted pursuant to the City’s police powers and powers afforded
to the City in time of national, state, county and local emergency during an
unprecedented health pandemic, such powers being afforded by the State
Constitution, State law, and the Section 2.56.060 of the Hermosa Beach
Municipal Code to protect the peace, health, and safety of the public, and to
protect life and property as affected by the emergency.
SECTION 2. The following emergency orders are issued effective as of the date set forth
below:
A. A “Temporary Permit Program” for Outdoor Dining/Seating to assist in the
reopening of restaurant and food establishments during the time of limited
capacities and social distancing requirements for restaurants as a result of
California and Los Angeles County Health orders in response to COVID-19 is
hereby established as set forth in Exhibit A attached hereto and incorporated
herein by reference.
B. A “Temporary Permit Program” to permit City businesses to display merchandise
to assist in the reopening of retail establishments to best abide by limited capacity
and social distancing requirements for businesses as established by of State and
Los Angeles County orders in response to COVID-19 is hereby established as set
forth in Exhibit B attached hereto and incorporated herein by reference.
C. The provisions of Hermosa Beach Municipal Code Sections 17.26.050 (B), (C),
and 17.44.030 regarding Off-street Parking Requirements for Commercial and
Business Uses are hereby temporarily suspended to allow for implementation of
items A and B above on a temporary basis through the duration of City, State,
and County COVID--19 emergency orders.
SECTION 3. Severability. If any section, subsection, sentence, clause, phrase or word of this
Order is found to be unconstitutional or otherwise invalid by any court of
competent jurisdiction, such decision shall not affect the remaining provisions of
this Order.
SECTION 4. Effective Date and Termination. This Order shall become effective immediately
and shall continue until the earlier to occur of: (1) the conclusion of the local
emergency; (2) its termination is ordered by the City Manager/Director of
Emergency Services; or (3) it is duly terminated by the City Council. The Order
may also be superseded by a duly enacted ordinance or order of the City Council
expressly superseding this Order.

Exhibit A
OUTDOOR DINING DESIGN AND OPERATIONAL STANDARDS
I. INTRODUCTION
A. The Outdoor Dining Design and Operational Standards are adopted
pursuant to Executive Order 2020-05 in order to establish specific
design and operational criteria for temporary outdoor dining on
public and private areas.
B. An outdoor dining area is a place on the public sidewalk, public
parking stalls, public metered parking spaces, private parking stalls,
or other private areas, where patrons may consume food and/or
beverages provided by an adjacent and nearby food service
establishment..
C. Establishments serving alcoholic beverages that apply for a
Temporary Outdoor Dining Permit shall meet the additional
requirements of the State of California Alcohol Beverage Control
Board.
D. These standards and procedures regulate the design and operation of
temporary outdoor dining areas. However, they do not provide
information on all the government agency requirements for starting a
new restaurant or expanding an existing one. Business owners must
secure the appropriate licenses and permits from the State Alcohol
Beverage Control Board, Los Angeles County Health Department, the
City of Hermosa Beach Community Development Department, Public
Works Department, and Business License Office.
E. Approved Temporary Outdoor Dining Permits shall be affective for
the duration of the Executive Order, and this Temporary Permit will
expire immediately upon Los Angeles County and approval to reopen
at capacity levels established prior to the emergency order, and the
outdoor area shall be returned to its previous condition.
F. These regulations apply to outdoor dining on private property and the
public right-of-way.
II. APPLICATION PROCEDURE
A. An application for a Temporary Outdoor Dining Permit shall be
obtained from the Community Development Department. A site plan
drawn to-scale shall accompany the application form. The plan shall
delineate the proposed outdoor area and the layout of furnishings and
allowable amenities.
B. An encroachment permit shall be required for outdoor areas in the
public right-of-way. Proof of Certificate of liability insurance shall be
provided to the Public Works Department, with the City of Hermosa
Beach named as Additionally Insured, prior to issuance of an
encroachment permit.
C. If the food establishment has an existing license from the California
Department of Alcohol Beverage Control (ABC), the food
establishment must obtain a temporary permit from both the City of
Hermosa Beach and ABC. Applicants shall adhere to ABC conditions of
approval prior to serving alcohol. Outdoor permits with proposed
alcohol consumption shall be reviewed by the City’s Police
Department prior to the City permit issuance or ABC approval process
and are subject to the City’s On-Sale Alcohol Beverage Establishment,
General Provisions HBMC Section 17.40.080(A)(1-4).
D. A Temporary Sign Permit Application shall be submitted in
conjunction with the Temporary Outdoor Dining Permit only if
temporary signage shall be displayed in the outdoor area. No
additional fee shall be paid for the Temporary Sign Permit.
E. Review of Temporary Outdoor Permits shall be expedited.
Applications that do not require review from other Departments
(Public Works and/or the Police Department) will be further
expedited for review.
III. OUTDOOR DINING SITES
A. The outdoor dining area shall be permitted in public sidewalks, public
street parking or parking areas or other private property located
nearby the business. If the business has on-site parking, a portion of
the private parking may be used for outdoor dining/seating.
B. The maximum area of either private or public areas (or the areas
combined) may not exceed the area needed to compensate for the loss
of capacity of the interior area of the business to achieve social
distancing in accordance LA County Health and State of California
guidelines.
C. The buildings adjacent to these dining areas shall maintain building
egress as defined by the California Building Code and Title 24
Disabled Access Standards.
D. The final location and configuration of the outdoor retail area shall be
subject to approval by the Director of the Community Development
Department, who shall consider public safety issues and maintenance
of minimum clearances to comply with ADA requirements and the
safety and convenience of pedestrians and customers.
IV. DESIGN STANDARDS
A. Establishments that serve alcoholic beverages in the outdoor dining
area shall provide a physical barrier that satisfies these Standards and
of the Alcohol Beverage Control Board if alcohol is to be served.
B. Barriers shall conform to the Public Works Director's installation
standards and be removable. Barriers need not be removed each
evening, but shall be capable of being removed; if imbedded into the
pavement they must be fixed through the use of recessed sleeves and
posts, otherwise by wheels that can be locked into place or weighted
in place. No signs or banners of any kind shall be placed, displayed or
erected on barriers
C. The appearance should be made attractive with potted plants or other
decorative elements to provide an enhanced and inviting outdoor
environment.
D. No additional parking shall be required for the outdoor dining. To the
extent feasible, if existing parking is available, parking spaces should
continue to be available to customers. Parking approval will be
determined on a case-by-case scenario.
V. Standards of Operation
A. Restaurant management is responsible for operating and maintaining
the outdoor dining area and shall not delegate or assign that
responsibility. Outdoor dining areas shall be continuously supervised
by management to ensure social distancing guidelines are being met.
B. Outdoor dining areas are limited to dine-in customers being served
from the restaurant (i.e. they cannot be destinations for take-out food
and beverages). Alcohol can only be served to customers in
conjunction with a food order.
C. Restaurant management shall keep the outdoor dining area clear of
litter, food scraps, and soiled dishes and utensils at all times. Trash
receptacles shall be provided in outdoor dining areas used for
consuming take-out items.
D. At the end of each business day, establishments are required to clean
(sweep and wash) the area in and around the outdoor dining area and
remove the debris to a closed receptacle. No debris shall be swept,
washed, or blown into the sidewalk, gutter or street in conformance
with the City's storm water quality regulations.
E. Upon termination of the Outdoor Dining Encroachment Permit, the
Permittee shall immediately remove the barriers around the outdoor
dining area, return the sidewalk to its original condition, and remove
all personal property, furnishings, and equipment from the sidewalk.
Any personal property remaining on the premises shall be removed
pursuant to the laws of the State of California.
F. The allowable hours of operation will be reviewed on a case-by-case
basis, but in no case shall the hours of operation exceed the business’s
normal operation hours or be open after 11:00 p.m.
VI. ENFORCEMENT
A. Notice of violation of the outdoor dining design standards or
standards of operation shall be made in writing to the Permittee by
any Code Enforcement Officer, Public Works Inspector, Building
Inspector, Police Department Official, or Fire Department Official of
the City. A copy of the notice shall be filed with the Public Works
Director. The Permittee shall immediately cure the violation upon
receipt of notice. If the violation is not cured within ten (10) days after
issuance of the notice to the Permittee, the Director may suspend or
revoke the Encroachment Permit.
B. In the case of non-compliance with conditions of approval, substantial
difficulties resulting from the Temporary Permit issuance, or other
unforeseen problems with the Temporary Permit, the Community
Development Director has the right to reevaluate the permit or its
conditions of approval; and, if the Temporary Permit has created
neighborhood, Police or Code Enforcement problems, the Temporary
Permit may be revoked.

OUTDOOR RETAIL DESIGN AND OPERATIONAL STANDARDS
I. INTRODUCTION
A. The Outdoor Retail Design and Operational Standards are adopted
pursuant to Executive Order 20-XX in order to establish specific
design and operational criteria for temporary outdoor dining on
public and private areas.
B. An outdoor retail area is a place on the public sidewalk, public parking
stalls, public metered parking spaces, private areas including parking
stalls where business owners may display merchandise and patrons
may purchase merchandise displayed provided by an adjacent or
nearby a retail establishment.
C. These standards and procedures regulate the design and operation of
temporary outdoor retail areas. However, they do not provide
information on all the government agency requirements for starting a
new retail establishments or expanding an existing one. Business
owners must secure the appropriate licenses and permits from the,
the City of Hermosa Beach Community Development Department,
Public Works Department, and Business License Office.
D. Approved Temporary Outdoor Retail Permits shall be affective for the
duration of the State of California’s Emergency Orders for Covid-19.
This Temporary Permit will expire immediately upon County and
State approval to reopen at capacity levels established prior to the
Covid-19 pandemic limits.

AN URGENCY ORDINANCE OF THE CITY OF HERMOSA BEACH,
CALIFORNIA, TO IMPLEMENT A TEMPORARY PERMIT FOR
OUTDOOR DINING/SEATING AND OUTDOOR RETAIL DISPLAY TO
ASSIST IN THE REOPENING OF RESTAURANTS, FOOD, AND RETAIL
ESTABLISHMENTS DURING COVID-19, AND SETTING FORTH THE
FACTS CONSTITUTING SUCH URGENCY
The City Council of the City of Hermosa Beach does ordain as follows:
SECTION 1. Findings.
A. On March 15, 2020, City of Hermosa Beach (“City”) Mayor Mary Campbell, declared a
local emergency to ensure an effective City response to a respiratory disease which has
been named “COVID-19”. At a special meeting on March 16, 2020, the City Council
adopted Resolution No. 20-7230, approving and ratifying the declaration of emergency.
B. On March 19, 2020, the Governor of the State of California, issued Executive Order N-33-
20, an Order of the State Public Health Officer ordering all individuals living in California
to stay home or at their place of residence except as needed to maintain continuity of
operations of outlined federal critical infrastructure sectors.
C. Evidence demonstrates that state and local orders have slowed the increase of community
transfer of the disease by limiting interactions amongst people. As a result, on May 7,
2020, Governor Newsom, announced a four-staged framework, titled “Resilience
Roadmap” that is intended to guide the state’s gradual modification of its Safer at Home
Order to reopen California. The state also issued industry guidance to help specified
businesses reopen under new restrictions, which require businesses to, among other things,
implement social distancing measures.
D. On May 13, 2020, the Los Angeles County Public Health Officer issued a Revised Order
entitled “Continuation of Safer at Home Order that begins to move the County of Los
Angeles into Stage 2 of the County’s Roadmap to Recovery” that (1) allows specified
“Lower Risk Retail Businesses” to reopen for curbside, doorside, outdoor or outside pick-
up, (2) partially and conditionally re-opens public beaches for certain types of active
recreation, and (3) re-opens additional recreational opportunities.
E. The California Department of Alcohol Beverage Control (“ABC”) has issued various
“Regulatory Relief” notices designed to support the alcoholic beverage industry in its
efforts to assist California in slowing the spread of the virus while assisting the industry in
dealing with the economic challenges it is facing as a result. On May 15, 2020, ABC
issued its fourth and fifth of Regulatory Relief Notices providing the following: (1)
temporary relief for licensees to expand licensed footprints in order to serve more people
outside where it is safer while the COVID-19 pandemic continues, through an inexpensive
ABC permit requiring authorization from local jurisdictions; and (2) to permit on a

temporary basis, licensees that do not operate kitchen facilities and do not prepare bona
fide meals on the licensed premises to partner with businesses that do offer meals to sell
bona fide meals in conjunction with to-go containers of alcoholic beverages
F. As California businesses begin to reopen under Stage 2 of the State’s “Resilience
Roadmap”, businesses are expected to heed state and local health directives, such as social
distancing requirements, to prevent the spread of COVID-19. To comply with state local
heath directives, restaurants will need to limit dine-in seating, and in-door shopping,
resulting in reduced revenue, making financial recovery difficult for many businesses.
G. On May 26, 2020, the City Manager\Director of Emergency Services issued Executive
Order No. 2020-05, Implementing a Temporary Permit of Outdoor Dining\Seating and
Outdoor Retail Display to Assist in the Reopening of Restaurants, Food, and Retail
Establishments During COVID-19.
H. More recently, on May 29, 2020, the Los Angeles County Public Health Officer issued a
health order titled “Reopening Safer at Work and in the Community for Control of COVID-
19” (“May 29 Order”) that, among other things, permits restaurants and food facilities to
remain open and offer limited in dine-in seating subject to social distancing requirements.
The Order also encourages restaurants to expand outdoor seating where possible in
compliance with local zoning codes to comply with social distancing measures.
I. In line with the Los Angeles County’s May 29 Order, the proposed ordinance is necessary
to supplement the City Manager’s Executive Order No. 2020-05, to temporarily suspend
City of Hermosa Beach Municipal Code Sections 17.26.050 (B), (C), 17.44.030, 17.38.550
(B), 12.16.090 and 12.16.100, regarding outdoor dining\outdoor retail displays, and off-
street parking requirements for commercial and business uses, to the extent they conflict
with this Urgency Ordinance. The temporary suspension of the aforementioned provisions
will provide City restaurants much needed assistance to serve more customers under the new
dine-in seating modifications in a safe manner, and in accordance with social distancing
requirements to prevent the further spread of the disease.
J. This Ordinance is adopted under Government Code section 36937, for the preservation of
the public peace, health, and safety of residents living within the City, and finds urgency to
approve this ordinance immediately based on the facts described herein and detailed in the
staff report.
SECTION 2. The provisions of Hermosa Beach Municipal Code Sections 17.26.050 (B),
(C), 17.44.030, 17.38.550 (B), 12.16.090 and 12.16.100, regarding outdoor dining\outdoor retail
displays, and off-street parking requirements for commercial and business uses are hereby
temporarily suspended, to the extent they conflict with this Urgency Ordinance, to allow for
implementation of items A and B below on a on a temporary basis during the term of the City
State and Los Angeles County COVID-19 emergency orders.
A. A “Temporary Permit Program” for Outdoor Dining/Seating to assist in the reopening of
restaurant and food establishments during the time of limited capacities and social distancing

requirements for restaurants as a result of California and Los Angeles County Health orders
in response to COVID-19 is hereby established as set forth in Exhibit A attached hereto and
incorporated herein by reference.
B. A “Temporary Permit Program” for businesses to display merchandise to assist in the
reopening of retail establishments during the time of limited capacities and social
distancing requirements for businesses as a result of California and Los Angeles County
orders in response to COVID-19 is hereby established as set forth in Exhibit B attached
hereto and incorporated herein by reference.
SECTION 3. Severability.
If any section, subsection, sentence, clause, phrase or word of this ordinance is found to be
unconstitutional or otherwise invalid by any court of competent jurisdiction, such decision
shall not affect the remaining provisions of this Ordinance.
SECTION 4. Environmental Review.
The City Council finds that adoption and implementation of this ordinance is not a “project”
for purposes of the California Environmental Quality Act (CEQA), as that term is defined
by CEQA guidelines (Guidelines) sections 15061(b)(3), and 15378(b)(5). The effect of the
proposed amendment will be to maintain the status quo. No new development will result
from the proposed action. No impact to the physical environment will result. The City
Council also alternatively finds that the adoption and implementation of this ordinance is
exempt from the provisions of CEQA as an administrative activity by the City of Hermosa
Beach, in furtherance of its police power, that will not result in any direct or indirect physical
change in the environment, per sections 15061(b)(3), and 15378(b)(5) of the CEQA
Guidelines, as well as CEQA Guidelines section 15064(e) (economic regulations).
SECTION 5. Urgency Declaration; Effective Date.
The City Council finds and declares that the adoption and implementation of this ordinance
is necessary for the immediate preservation and protection of the public peace, health and
safety as detailed above by the City, pursuant to Government Code section 36937. As a
result of state and local stay at home orders, a significant number of local restaurants and
businesses were forced to close. The rapid, immediate and unexpected loss of revenue from
closure is devastating to local businesses. The local economic recovery will be challenging
as businesses are unable to operate at full capacity with the new reopening requirements.
Relaxing local zoning requirements to temporarily allow outdoor dining and retail will assist
in the economy recovery of local businesses. This ordinance is also conducive to the public
health because it requires businesses to follow the directives of State and County public
health officials to prevent the further spread of the disease. This ordinance must be passed
by four-fifths of the City Council and shall take effect immediately after passage.

Recommended Action:
Staff recommends that the City Council consider and discuss the current closures and restrictions of
the City’s downtown parking lots, and provide direction on future operations.
Executive Summary
With recent and gradual changes to the County of Los Angeles’COVID-19 restrictions on business
operations and access to public assets,this agenda item is an opportunity for members of the City
Council to reassess the City’s existing closures and parking restrictions for downtown parking lots
and surrounding areas.Council should discuss and provide direction to staff for the implementation
of any modifications to enforcement and/or operations of the City’s downtown parking assets.
Background:
At City Council’s regular meeting on May 12,2020,the City Council considered and discussed
closures and restrictions associated with the City’s Strand and downtown parking assets in light of
changes to the Los Angeles County Health Order.This matter was considered as a formal agenda
item at the beginning of the meeting (Attachment 1).
As a result of this discussion,the City Council directed staff to implement the following temporary
restrictions for the City’s downtown public parking lots:
·Full closure of Parking Lot A;
·Continued closure of Lot C parking structure;
·Opening of Parking Lot B and 11th street single-space parking to business employees only,
with 15-minute business patron parking available;
·Opening of Parking Lot D to business employees only,with 15-minute business patron parking
available with the exclusion of residential meters; and
·Increase in the number of 15-minute parking spaces along Hermosa Avenue and Pier Avenue.

At City Council’s regular meeting on May 26,2020,during Other Matters,Mayor Campbell made a
motion requesting staff to bring back an agenda item at the following Council Meeting to reassess
current downtown parking closures and restrictions.The motion was supported by Councilmembers
Fangary and Detoy.
Analysis:
From the most recent LA County Health Officer Order,issued May 29,2020,the permitted activities
on the beaches within LA County have not changed.Beach users are still only allowed to “actively
recreate”for a limited period of time,with members of their immediate family or household.This does
not include any team or group activities,nor does it allow static activities,like camping,sunbathing or
similar actions.Part of this Order also allows ”lower-risk”businesses to reopen,with specific Health
Order guidance to maintain and support goals intended to protect Public Health.Residents are still
asked to stay home whenever there is not a need to go outside their home for an essential activity,as
identified in the Health Order.This includes those identified as being in the high-risk groups for which
COVID-19 can impact severely.
Following the Council’s direction on May 12th,City staff closed the interior portion of Lot A while
maintaining and enforcing the temporary 15-minute parking stalls and permit only parking stalls that
are accessed directly from 11th Street.Lot B remains a permit only lot,and Lot D has a mix of
temporary 15-minute parking stalls and permit only stalls.After some initial enforcement issues in Lot
A where individuals removed barricades and parked in the lot,more substantial barricades were
provided by Public Works and those have been effective at preventing the general public from
parking in Lot A while also providing access to Athens for trash collection.
In consideration of the County’s amended restrictions,the City may consider how to responsibly and
efficiently expand public access to downtown parking assets while adhering to County Health
guidelines.
Any phased changes to downtown parking restrictions will directly impact businesses and patrons to
the downtown;therefore consideration must also be given to the City’s strategy for communicating
these changes to the public.

Recommended Action:
Staff recommends that the City Council schedule applicant interviews to fill three Planning
Commission terms that will expire June 30,2020 for a time certain on July 14,2020 prior to the
regular meeting of the Council on that day, with appointments to follow at the regular meeting.
Background:
At its meeting of April 14,2020,the City Council directed the City Clerk to advertise for applicants to
fill the three Planning Commission terms due to expire June 30, 2020.
Along with e-notifications,notice was posted May 6,2020 on the City’s website and usual civic center
locations,and was published twice in the Easy Reader,with an application filing deadline of 6 p.m.,
Friday,May 15,2020.Seven applications (Attachment 1)have been submitted for the three seats.

BOARDS AND COMMISSIONS
The City of Hermosa Beach appreciates your interest in serving on one of the City’s six boards and
commissions. Board and commission members provide a valuable service and serve in a voluntary
capacity, without compensation. Please submit your completed application to the City Clerk’s office.
All appointments are made by the City Council. With one exception, each board and commission is
composed of five members, serving staggered four-year terms. The composition of all standing boards
and commissions excludes current City elected officials, and no members serve on more than one
board/commission at the same time.
All board and commission members are required by law to file statements of economic interest
(assuming office statement, annual statements, and leaving office statements) for the purpose of
disclosing potential conflicts of interest. The completed statements are filed with the City Clerk, who
will provide all forms and instructions at the appropriate time.
Generally, two absences from regularly scheduled meetings of any member within one calendar quarter
and/or four absences from regular meetings within one calendar year constitutes grounds for removal or
creates an automatic vacancy, with no distinction between excused and unexcused absences. All
members serve at the pleasure of the City Council, with no term limits. Following is a brief description
of qualifications and duties for each of the City’s boards and commissions, and the Hermosa Beach
Municipal Code (HBMC) reference for obtaining more detailed information.
BOARD OF APPEALS
[HBMC 15.04.020] This five-member board provides for reasonable interpretations of the
Building Code. Members must be qualified by training and experience to pass upon matters pertaining
to building construction. There are no specified term limits (members serve at the pleasure of the City
Council), and members are not required to be residents or qualified electors of the city. The Board of
Appeals meets in the City Council Chambers at 7 p.m. on the second Monday of every month, as

CIVIL SERVICE BOARD
[HBMC 2.76] This five-member board functions as the City’s Review Board pertaining to
personnel functions and Civil Service Rules and Regulations in conjunction with Ordinance N.S. 211
(People’s Initiative, passed by voters June 7, 1960). Members must be qualified electors of the City;
no person shall be appointed to this board that holds any salaried public office or employment with the
City; no member of this board shall be eligible for appointment to any office or employment with the
City.
Members are appointed to staggered four-year terms. The Civil Service Board is scheduled to
meet regularly in the City Council Chambers at 5 p.m. on the third Wednesday of each month, as

[HBMC 2.38] The duties of this seven-member commission include providing to the City

Commission meets regularly every other month in the City Council Chambers at 7 p.m. on the first

PARKS, RECREATION & COMMUNITY RESOURCES ADVISORY COMMISSION
[HBMC 2.28] This five-member commission serves in an advisory capacity to the City Council

agencies and civic groups on the advancement of sound leisure, cultural, social services and
educational programming; and formulates policies on the services, programs and lease agreements of
the Department, subject to approval of the City Council.
Members must be bona fide residents of the city, and not members of the Hermosa Beach
Community Center Foundation Board. Members are appointed to staggered four-year terms. The
Commission meets regularly in the Council Chambers at 7 p.m. on the first Tuesday of each month, or

CV Summary: Entering into grad school, in 2008, I'd worked in a variety of industry including
education/economic development in Bangladesh and entertainment/environmental education. I
entered into a duel degree MBA/Masters program in creativity management and transmedia production

BOARDS AND COMMISSIONS
The City of Hermosa Beach appreciates your interest in serving on one of the City’s six boards and
commissions. Board and commission members provide a valuable service and serve in a voluntary
capacity, without compensation. Please submit your completed application to the City Clerk’s office.
All appointments are made by the City Council. With one exception, each board and commission is
composed of five members, serving staggered four-year terms. The composition of all standing boards
and commissions excludes current City elected officials, and no members serve on more than one
board/commission at the same time.
All board and commission members are required by law to file statements of economic interest
(assuming office statement, annual statements, and leaving office statements) for the purpose of
disclosing potential conflicts of interest. The completed statements are filed with the City Clerk, who
will provide all forms and instructions at the appropriate time.
Generally, two absences from regularly scheduled meetings of any member within one calendar quarter
and/or four absences from regular meetings within one calendar year constitutes grounds for removal or
creates an automatic vacancy, with no distinction between excused and unexcused absences. All
members serve at the pleasure of the City Council, with no term limits. Following is a brief description
of qualifications and duties for each of the City’s boards and commissions, and the Hermosa Beach
Municipal Code (HBMC) reference for obtaining more detailed information.
BOARD OF APPEALS
[HBMC 15.04.020] This five-member board provides for reasonable interpretations of the
Building Code. Members must be qualified by training and experience to pass upon matters pertaining
to building construction. There are no specified term limits (members serve at the pleasure of the City
Council), and members are not required to be residents or qualified electors of the city. The Board of
Appeals meets in the City Council Chambers at 7 p.m. on the second Monday of every month, as

CIVIL SERVICE BOARD
[HBMC 2.76] This five-member board functions as the City’s Review Board pertaining to
personnel functions and Civil Service Rules and Regulations in conjunction with Ordinance N.S. 211
(People’s Initiative, passed by voters June 7, 1960). Members must be qualified electors of the City;
no person shall be appointed to this board that holds any salaried public office or employment with the
City; no member of this board shall be eligible for appointment to any office or employment with the
City.
Members are appointed to staggered four-year terms. The Civil Service Board is scheduled to
meet regularly in the City Council Chambers at 5 p.m. on the third Wednesday of each month, as
necessary, with additional meetings called, if needed. {Staff liaison = Human Resources Manager

EMERGENCY PREPAREDNESS ADVISORY COMMISSION
[HBMC 2.38] The duties of this seven-member commission include providing to the City
Council advice and recommendations on how the City and its residents can prepare and respond swiftly
and responsibly to emergencies.
Members must be residents of the City and are appointed to staggered four-year terms. The
Commission meets regularly every other month in the City Council Chambers at 7 p.m. on the first
Monday of odd-numbered months (January, March, May, July, September, November). {Staff liaison

PARKS, RECREATION & COMMUNITY RESOURCES ADVISORY COMMISSION
[HBMC 2.28] This five-member commission serves in an advisory capacity to the City Council
in all matters pertaining to the Community Resources Department; cooperates with other governmental
agencies and civic groups on the advancement of sound leisure, cultural, social services and
educational programming; and formulates policies on the services, programs and lease agreements of
the Department, subject to approval of the City Council.
Members must be bona fide residents of the city, and not members of the Hermosa Beach
Community Center Foundation Board. Members are appointed to staggered four-year terms. The
Commission meets regularly in the Council Chambers at 7 p.m. on the first Tuesday of each month, or

PLANNING COMMISSION
[HBMC 2.32] This five-member commission is governed in all respects and performs duties as
prescribed by applicable state and local laws. The primary purpose of the Commission is to maintain
and enhance the environment of the community, which entails advance or long-range planning
(updating of the General Plan and specific elements), current planning (short-range projects), and land
use controls (administering to the code and review of all subdivisions and zoning petitions). The
Commission serves as an advisory board to the City Council on all matters pertaining to zoning,
conditional use permit process, etc.
Members must be qualified electors of the City. Members are appointed to staggered four-year
terms. The Commission meets regularly in the Council Chambers at 7 p.m. on the third Tuesday of

PUBLIC WORKS COMMISSION
[HBMC 2.80] The duties of this five-member commission are to review and make
recommendations to the City Council on all capital improvement projects, assist with developing and
updating design guidelines for public improvements, and other matters referred to the Commission by
the City Council.
Members must be qualified electors of the City. Members are appointed to staggered four-year
terms. The Commission is scheduled to meet regularly every other month in the City Council
Chambers at 7 p.m. on the third Wednesday of odd-numbered months (January, March, May, July,

I relish.
The core obligations outlined by
law, which address long-range and current planning, and the Commission’s role as advisors to the Council on zoning, CUPs,
etc., are clearly documented. I further believe it is a Commissioner’s duty to educate herself as necessary to be a productive
contributor, and to come to the role (and meetings) prepared. An effective Commissioner will also be an open-minded and
active listener to the consituency. She will discuss issues thoughtfully and articulately and will make decisions based solely in
the interests of community wellbeing and improvement, which I am confident in my ability to do.
I’ve long had an interest in giving more to my community.
A recent job change has finally provided the stable, travel-free schedule that makes this possible. It would be my pleasure to
work with the Planning Commission — all of whom I have engaged with productively in the past with LHB and/or CERT -
to plan for our community’s continued success and development. I am not a planner by trade, but I am innately and at heart
one who is always methodically planning. The opportunity to contribute to our current and future plans for the city is one that

I understand, of course, that lacking professional experience in city planning is a disadvantage. But as a successful
non-profit director across a number of organizations addressing vastly different issues and constituencies (from small business
to youth leadership to tech innovation to kombucha) I have repeatedly proven myself to be a quick study. And regardless of
my level of subject matter expertise, I have found that my communication skills, ability to distill complex situations into simple
terms, and my collaborative and consensus-building approach make me an asset in every environment in which I engage.

Staff recommends that the City Council schedule applicant interviews to fill two Civil Service Board

Background:
At its meeting of April 14, 2020, the City Council directed that the City Clerk advertise for applicants
to fill the two Civil Service Board terms due to expire July 15, 2020.
Along with e-notifications, notice was posted May 7, 2020 on the City’s website and usual civic center
locations, and was published twice in the Easy Reader, with an application filing deadline of 6 p.m.,
Thursday, 28 2020.
