signal available in the City Council chambers - Network ID: CHB-Guest, Password: chbguest
To comply with the Americans with Disabilities Act of 1990, Assistive Listening Devices (ALD) will be
available for check out at the meeting. If you require special assistance to participate in this meeting,
you must call or submit your request in writing to the Office of the City Clerk at (310) 318-0203 at least
48 hours prior to the meeting.
Oral and Written Communication
Persons who wish to have written materials included in the agenda packet at the time the agenda is
published on the City's website must submit the written materials to the City Manager's office by email
(anny@hermosabch.org) or in person by noon of the Tuesday, one week before the meeting date.
Written materials pertaining to matters listed on the posted agenda received after the agenda has been
posted will be added as supplemental materials under the relevant agenda item on the City's website at
the same time as they are distributed to the City Council by email. Supplemental materials may be

Item: PUBLIC COMMENT
eComment: It is very concerning to me that Barbra Ellman has hosted secrete “THRIVE”
meetings at her house evidently with other council member and that these meetings are closed
to the public. I have a grave concern that as a member of this secret group that she is involved
with along with all 5 council members is conducting city business in secrete. It is disturbing, to
say the least. I would support any of the other 3 applicants. I trust that the 5 members of the
council, all THRIVE members would agree that this is an obvious conflict of interest and that
Barbra Elman should not be reappointed due to the obvious conflict of interest. I also believe that
Haney Fangay and Stacy Armato should recuse themselves from this vote given their
involvement with this secret group. I would support any of the other thee applicants. I believe
that the city council should show that they are for an open and honest government and will not
stand for secrete meetings and denounce their membership in the secret THRIVE group that
was apparently founded by a planning commissioner. This is just wrong.

Re: Fiscal Year (FY) 2018-19 Annual Report of the Planning Commission

The Planning Commission is governed in all respects and performs duties as
prescribed by applicable state and local laws. The primary purpose of the
Commission is to maintain and enhance the environment of the community,
which entails advance or long-range planning (updating of the General Plan and
specific elements), current planning (short-range projects), and land use
controls (administering to the code and review of all subdivisions and zoning
petitions). The Commission serves as an advisory board to the City Council on
all matters pertaining to zoning, conditional use permit process, etc. The
Commission meets regularly in the City Council Chambers at 7:00 P.M. on the
third Tuesday of each month. (except for December, they meet on the second
Monday).

project at 2851, 2901, 3001, and 3125 Pacific Coast Highway.
Approval of a Text Amendment to Hermosa Beach Municipal Code, Chapter
17, to Establish Local Standards for State Mandated Accessory Dwelling
Units (ADUs) in Residential Zones.
First public meeting/informational session on the draft Environmental Impact
Report (EIR) for the proposed Strand and Pier Hotel project adjacent to The
Strand between Pier Plaza and 13th Street.
Approval of a Text Amendment to add a short term and low impact
entertainment option (Limited Live Entertainment Permit) as an accessory use
to businesses located in the City’s commercial zones through a simple and
cost effective permitting process.
Approval of murals at 545 Cypress Avenue (Oakes & Associates – Architects)
and at 2775 Pacific Coast Highway (Dunn Edwards Paints) and, as part of
the Hermosa Beach Mural project, approved use of the south side of the
municipal parking structure (Lot C) for a mural.
Review and receipt of Tri-Annual Reports for On-Sale Alcoholic Beverage
Conditional Use Permits.
Approval of plans for new restroom facilities within four existing City parks
located at 861 Valley Drive (Clark Stadium, PDP 18-3), southeast corner of
Prospect Avenue and 6th Street (Fort Lots-of-Fun, PDP 18-4), southeast
corner of Prospect Avenue and 19th Street (Seaview Park, PDP 18-5) and
425 Valley Drive (South Park, PDP 18-6).

• Tree Policy Update: Reviewed and updated the City’s tree ordinance for
tree maintenance, installation, removal, and permits found in Chapter
12.36 of the Municipal Code.
• Capital Improvement Program: Reviewed the City’s proposed Capital
Improvement Program for Fiscal Year 2019-20 and provided comments.
• Continuing Bike Sharrows: Provided recommendation to Council and
direction to staff for installation of bike sharrows, which have been
completed.
• Aviation Blvd. Living Street Design Manual: Provided comments on each
phase of the project and attended project study workshops.

The Parks, Recreations and Community Resources Advisory Commission
serves in an advisory capacity to the City Council in all matters pertaining to the
Department of Community Resources; cooperates with other governmental
agencies and civic groups on the advancement of sound leisure, cultural, social
services and educational programming; and formulates policies on the services,
programs and lease agreements of the Department, subject to approval of the
City Council. The Commission meets regularly on the first Tuesday of each
month in the City Council Chambers at 7:00 P.M., or as scheduled by the
Commission.

FY 2018-19 Activities & Accomplishments:
Please highlight the Commission’s 2018-19 activities & accomplishments.
• The Municipal Lease Subcommittee provided its recommended policy
guidelines to the Commission and City Council on November 6, 2018
and February 26, 2019, respectively. These guidelines and input
provided the framework for the comprehensive lease policy that was
drafted by staff and presented to the Commission at its July 2 meeting.
Staff will be returning to the Commission at its August meeting to
further discuss the recommended policy followed by formal
presentation to the City Council for adoption.
• The Skate Park now allows the use of scooters due to a community
interest in expanding the allowable equipment in the park.
• The Skate Park has a membership option that allows minors to use the
park when a parent/guardian is not present, increasing access to the
park.
• The Commission has begun discussions surrounding the use of
slacklines in various locations of the city. These discussions are
ongoing.
• The Commission provided input for the Summer Concert Series
request for proposal (RFP), which was subsequently awarded to 5B
Artists + Media.
• The Commission recommended policy changes, fee updates, and a
membership program for users of the Community Center tennis courts.
This consideration will be on an upcoming City Council agenda.
• The Special Event Subcommittee provided the Commission its
recommendation for an updated Special Event Fee Waiver policy. Staff
will be returning to the Commission at its August meeting to further
discuss the recommended policy followed by formal presentation to the
City Council for adoption.

The Planning Commission is governed in all respects and performs duties as
prescribed by applicable state and local laws. The primary purpose of the
Commission is to maintain and enhance the environment of the community,
which entails advance or long-range planning (updating of the General Plan and
specific elements), current planning (short-range projects), and land use
controls (administering to the code and review of all subdivisions and zoning
petitions). The Commission serves as an advisory board to the City Council on
all matters pertaining to zoning, conditional use permit process, etc. The
Commission meets regularly in the City Council Chambers at 7:00 P.M. on the
third Tuesday of each month. (except for December, they meet on the second
Monday).

Units (ADUs) in Residential Zones.
First public meeting/informational session on the draft Environmental Impact
Report (EIR) for the proposed Strand and Pier Hotel project adjacent to The
Strand between Pier Plaza and 13th Street.
Approval of a Text Amendment to add a short term and low impact
entertainment option (Limited Live Entertainment Permit) as an accessory use
to businesses located in the City’s commercial zones through a simple and
cost effective permitting process.
Approval of murals at 545 Cypress Avenue (Oakes & Associates – Architects)
