As someone who enjoys stand-up paddling in our ocean nearly every day, it is unclear why we cannot walk across the strand and
beach to access it. Why ban all beach activities when only some put people at risk? When do you foresee allowing ocean
access?
Ashley Sutter Coping in the Safer-At-Home climate is growing more difficult with time. Are we considering opening the beach for residents to
exercise and surf?

With covid cases flattening in the South Bay and as more data become available suggesting that it's difficult to spread the virus
outdoors, especially when you simply walking/swimming/surfing by other people, when will you reopen the beach for exercise
purposes at least? And if it's too early for a full reopening of the beach, is it feasible to open it for off-peak hours only, or beach only
and not the strand, or for moving exercise only while prohibiting sunbathing, volleyball, swing sets, etc?

If a mask is considered acceptable safeguard when I go to the market, then why is it not considered the same when I go to the
nail salon for instance? Social distancing can be applied to that environment and there are many small business that can re-open
and re-open before May 15th using the same safeguards as a market. Is any consideration being given to re-opening some of our
local business before May 15th?

our narrow sidewalks, but it would be nice to see some temporary traffic control devices out there (cones, barriers, local access
only signs, etc.) so it could be safer. Lots of other cities, big and small, have been doing just this; we could too.

Since the USC study shows that anywhere from 200,000 to 400,000 people in LA County have already had covid-19 and recovered
from it based on the antibodies in their blood, we know that the infection rate that LA County publishes is far, far too low. How will
we ever get declining values if we continue to test more and more people? Are we stuck in lockdown forever? The easy reader
article says that South Bay cases are rising, but is that merely from more testing?

When will the bike lanes be open so that families can safely ride? With every little to do, more and more people are venturing
outside on bikes. And since the lanes are closed, are riding next to the lanes in the streets making for a dangerous situation. You

Not as much of a question as a request. When planning for the re-opening beach, please shut down all public parking to reduce
traffic outside HB, Police the offenders, not all of us who are obeying guidance, and allow net sports as they create a natural

will help you help us.

Cities like Carson and Malibu are offering free testing to everyone who lives there. I think Hermosa Beach should be able to offer
this service. Knowledge is power and this would help eliminate any carriers that are a-asymptomatic. There is a lot of money in this
town and testing could be sponsored by one or more philanthropist and/or the city.

how we transition back to beach access for all. One idea could be that the BCHD hold the event.

already had covid-19 and recovered from it based
on the antibodies in their blood,we know that the
infection rate that LA County publishes is far,far too
low.How will we ever get declining values if we
continue to test more and more people?Are we
stuck in lockdown forever?The easy reader article
says that South Bay cases are rising,but is that
merely from more testing?
6. QUESTION FOR DR. KIM:
What are the city’s thoughts about making more
space available for people to move around outside
safely,even if temporarily,by opening some streets
to pedestrians and bikes?Many of us are already
walking in the street because we are forced to due
to our narrow sidewalks,but it would be nice to see
some temporary traffic control devices out there
(cones,barriers,local access only signs,etc.)so it
could be safer.Lots of other cities,big and small,
have been doing just this;we could too.
7. QUESTION FOR CHIEF LEBARON:
How are you handling summer camp programs like
Valley Park Day Camp?Will the program be open or
closed?If open,what measures will be taken to
protect the children fro Covid-19?
8. QUESTION FOR CITY MANAGER LOWENTHAL:
Wondering how to honor the essential workers
during this time.Is it possible to have a "Focus
Group"on the Beach where there could be a
"debriefing"and sharing of experiences in a best
practice of "social distancing"offering?This would
include the Volunteers who provided assistance to
our seniors and anyone else whom the city believes
to have been essential.This could be how we
transition back to beach access for all.One idea
could be that the BCHD hold the event.
9. QUESTION FOR ALL:
Are you familiar with the data research of Dr.David
Katz and Dr.Erickson?If so,what are your thoughts?
Also have you been in contact with other local and
state authorities in order to put a plan together for
re-opening.The doctors mentioned starting with
schools.I’m in favor of doing everything possible to
re-open.
10. QUESTION FOR DR. KIM AND CITY MANAGER:
Will future COVID-19 policy align with Mayor
Garcetti,County Supervisors,and LA Dept Public
Health Officials or will Hermosa Beach and
neighboring cities make their own informed
decisions on beach/area and business closures,
social distancing,and enforcement based on CDC
guidelines?
11. QUESTION FOR ALL:
What are the liability issues for businesses and the
City around opening up?If an outbreak's origin was
able to be pinpointed to a business or a City
activity,wouldn't that be one of many good reason
to be cautious?
12. QUESTION FOR CITY MANAGER LOWENTHAL:
Is city still working with Redondo for the
underground water filtration "move".Especially with
the new buyer.Or what about going to the state and
using land that the power company owns?Since this
is a state mandate...
13. QUESTION FOR CITY MANAGER LOWENTHAL:
Cities like Carson and Malibu are offering free
testing to everyone who lives there.I think Hermosa
Beach should be able to offer this service.
Knowledge is power and this would help eliminate
any carriers that are a-asymptomatic.There is a lot
of money in this town and testing could be
sponsored by one or more philanthropist and/or the
city.
