1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH,
CALIFORNIA, ADOPTING AN AMENDMENT TO THE CIRCULATION ELEMENT OF
2 ` THE GENERAL PLAN TO DELETE PORTIONS OF POWER STREET AND 20TH I
I STREET, AND RELOCATE A PORTION OF POWER STREET IN CONJUNCTION
3 WITH AN 8-LOT SUBDIVISION AS SHOWN ON THE ATTACHED MAP (EXHIBIT
A).

5 WHEREAS, the City Council held a public hearing on the dele-
6 tion of a portion of Power Street southerly of 20th Street and
7 the segment of 20th Street connecting the separate segments of
8 Power Street from the General Plan and the relocation of a por-
9 tion of Power Street, and made the following Findings:
10 1. Topography of the area would cause the cost of street con-
11, struction to be prohibitively expensive;
12 2• Because of the topography, the proposed right-of-way would
13 not provide access to lots on the easterly side of the
I
14 easement;
15 3. The relocation of a portion of Power Street would provide
161 access to the proposed 8-lot subdivision;

NOW, THEREFORE, BE IT RESOLVED that the City Council of the
18
City of Hermosa Beach does hereby recommend an amendment to the
19
Circulation Element of the General Plan to delete portions of
20
Power street and Twentieth Street and relocate a portion of Power
21
Street as shown on attached Exhibit A.

In accords ce with Resolution 79-4309 of the City of Hermosa beach, which im-
plements t e California Environmental quality Act of 1970 in Hermosa Beach,
the Enviro mental Review Committee must make an environmental review of all
private pr jects proposed to be undertaken within the City, and the Planning
Commission must make an environmental review of all public projects proposed
to be unde taken within the City, which are subject to the Environmental
quality Ac This declaration is documentation of the review and, if it be-
comes fina , no comprehensive Enviromnental Impact Report is required for
this proje t.
FINDING OF ENVIRONMENTAL REVIEW COMMITTEE
We have undertaken and completed an Environmental Impact Review of this -pro-
posed project in accordance with Resolution 79-4309 of the City Council of
Hermosa Beach, and find that this project does not require a comprehensive
Environmental Impact Report because, provided the attached mitigation meas-
ures are included in the project, it would not have a significant effect on
the environment. Documentation supporting this finding is on file in the
