ORDERING THE VACATION OF PORTIONS OF POWER STREET AND 20TH STREET
IN SAID CITY, AS HEREIN DESCRIBED, AS CONTEMPLATED BY RESOLUTION
NO. 86-4945, ADOPTED BY SAID COUNCIL ON THE 10TH D,

BE IT RESOLVED, DETERMINED, AND ORDERED by the City Council
of the City of �!ermosa Beach, California, in regular session as-
sembled on July 22, 1986, as follows:
16 SECTION 1. That the public interest and convenience re-
17 quire, and those portions of Power Street and 20th Street in the
18'City of Hermosa Beach, County of Los Angeles, State of Califor-
19 n-a, more particularly described as follows, are HEREBY VACATED

52, of Maps, records of said Recorder and adjoining the
Southwesterly lines of lots 28 through 35, inclusive, and
lots 38 and 39 of said Tract No. 15546; TOGETHER WITH that

portion of 20th Street (formerly Bixby Drive, 40 feet wide)
as shown on said maps, lying Southwesterly of the Southeast-
erly prolongation of the Northeasterly line of Lot 1 of
Tract No. 1868, as shown on map thereof recorded in Book 26,
page 21, of Maps, Records of said Recorder.
RESERVING and excepting from the vacation an easement for
any existing public utilities and public service facilities,
together with the right to maintain, operate, replace,
remove, or renew such facilities, pursuant to Sections 8340
and 8341 of the Street and Highways Code.
SECTION 2. In effecting this order and determination, the
City of Hermosa Beach has incorporated the following findings:
1. For a period of five consecutive years, the streets have
been impassable for vehicular travel, and during such peri-
od, no public money was expended for their maintenance.
The vacation will not eliminate or impair all access to any
adjoining real property.
SECTION 3. That this vacation shall not take effect until a
certified copy of this Resolution is recorded in the Office of
he County Recorder of Los Angeles County, California, and such
recordation shall not be effected until the City Clerk has been
otified that satisfactory documented evidence has been received
y, the Director of Public Works of the City of Hermosa Beach

SECTION 4. That the City Clerk shall certify to the passage
and adoption of this Resolution, shall enter the same,in the book
of original resolutions of said City, shall make a minute record
of the passage n;?d adoption thereof in the records of the City
Council of said City in the mintues of the meeting at which the
sane is passed and adopted, and shall cause a certified copy,
itbereof, attested by the City Clerk, under the seal of said City,

geles County, State of California, only upon notification by the
Director of Public Works to proceed with such recordation as pro-
vided in SECTION 3 hereinabove.

In accordance with Resolution 79-4309 of the City of Hermosa beach, which im-
plements the California Environmental quality Act of 1970 in Hermosa Beach,
the Environmental Review Committee must make an environmental review of all
private projects proposed to be undertaken within the City, and the Planning
Commission must make an environmental review of all public projects proposed
to be undertaken within the City, which are subject to the Environmental
quality Act. This declaration is documentation of the review and, if it be-
comes final, no comprehensive Enviromnental Impact Report is required for
this project.
FINDING OF ENVIRONMENTAL REVIEW COMMITTEE
We have undertaken and completed an Environmental Impact Review of this pro-
posed project in accordance with Resolution 79-4309 of the City Council of
Hermosa Beach, and find that this project does not require a comprehensive
Environmental Impact Report because, provided the attached mitigation _meas-
ures are included in the project, it would not have a significant effect on
the environment. Documentation supporting this finding is on file in the
