HomeMy WebLinkAboutRES-86-4999 (TRAFFIC/TRUCK ROUTE)• • • • 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 86-4999 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH TO DELETE VALLEY DRIVE, ARDMORE AVENUE, MANHATTAN AVENUE, HERMOSA AVENUE AND SECOND STREET FROM THE TRUCK ROUTE ESTABLISHED IN RESOLUTION NO. 86-4995 WHEREAS, Section 19-109 of the Municipal Code states that City Council shall establish truck routes by resolution. WHEREAS, Hermosa Beach City Council Resolution No. 86-4995 established "Truck Routes" for the City of Hermosa Beach. WHEREAS, Valley Drive, Ardmore Avenue, Manhattan Avenue, Hermosa Avenue and Second Street are established truck routes by Hermosa Beach Resolution No. 86-4995. NOW THEREFORE, the City Council of the City of Hermosa Beach does hereby resolve as follows: 1 SECTION 1. Valley Drive shall be deleted from the truck routes established by Resolution No. 86-4995. SECTION 2. Ardmore Avenue shall be deleted from the truck routes established by Resolution No. 86-4995. SECTION 3. Hermosa Avenue shall be deleted from truck routes established by Resolution No. 86-4995. SECTION 4. Manhattan Avenue shall be deleted from truck routes established by Resolution No. 86-4995. SECTION 5. Second Street from Ardmore Avenue to Pacific Coast Highway shall be deleted from truck routes established by Resolution No. 86-4995. SECTION 6. The attached "Exhibit I" shall constitute the "Truck Routes" for the City of Hermo.sa Beach. Those Streets not designated in Attachment 1 shall not be considered a part of the approved truck routes. Vehicles in excess of three gross tons traveling on these streets, including Valley Drive, Ardmore, Manhattan, Hermosa Avenues and Second Street may be cited by the Hermosa Beach Police Department, except as noted in Article 5, Section 19-109 of the Hermosa Beach Municipal Code. - 1 - • 0 1 SECTION 7. Approve and adopt the attached resolution (Exhibit B) deleting Valley Drive and Ardmore Avenue (north of Pier Ave.) and Manhattan and Hermosa Avenues from the existing truck routes. 2. Include truck routes in the City's Parking, Transportation and Circulation Element update. Background: On June 24, 1986, City Council approved Resolution No, 86-4954 establishing a City-wide truck route. On November 17, 1986, Council took the following action: • 1. Approved Resolution No. 86-4995, deleting Gould Avenue from Resolution No. 86-4954. 2. Directed staff to further investigate the truck routes after considering the letters received from concerned residents. (Exhibit C) Analysis: Letters from residents expressed concern regarding truck routes established on Valley Drive, Ardinore Avenue and Manhattan Avenue. Staff further investigated the situation to determine the following: 1. BSI Consultants, who originally studied/defined the truck route approved by Resolution No. 86-4954, based some of their recommendations on the then existing circulation element of the City of Manhattan Beach. 2. Within weeks after Hermosa Beach adopted Resolution No. • 86-4954, the City of Manhattan Beach revised their circulation element to delete Valley Drive, Ardmore Avenue and Manhattan Avenue from their established truck routes. • 3. Trucks making deliveries to northwest Hermosa Beach must • access these commercial businesses via Hermosa Avenue and/or Manhattan Avenue (Exhibit A). Delivery trucks either: a) use streets of residential character (typically 27th St., 31st St., or Longfellow Ave.); b) exit via Manhattan Avenue, or c) make a u-turn on Hermosa Ave. or Manhattan Ave. • 4. Article 5, Section 19-111 of the Hermosa Beach Municipal Code states that: E. When any such truck route is established and designated by appropriate signs, the operator of any vehicle exceeding a maximum gross weight limit of three tons shall drive on such route and none other; except, that nothing in this section shall.prohibit the operator of any vehicle exceeding a maximum gross weight of three tons coming from a "Truck Route" having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained therefor. • In other words, the designation of "Truck Routes" does not prohibit delivery personnel/vehicles from using "restricted" streets for the purpose of making deliveries and returning only. 5. The pattern of streets in Hermosa Beach, coupled with the location of commercial streets, makes it impossible not to have some trucks drive on a residential street to exit the area. It is not desirable to designate any of these residential streets as a "Truck Route", without further study of our circulation element. Valley/Ardmore Staff recommends deleting Valley/Ardmore (north of Pier Avenue) from Resolution No. 86-4995 for the following reasons: 1. Valley/Ardmore is not a connecting truck route in Manhattan Beach. 2. There are no commercial areas on Valley Drive or Ardmore isAvenue, north of Pier Avenue. • - 2 - Hermosa Avenue and Mannhattan Avenue • Staff recommends deleting Hermosa and Manhattan Avenues from Resolution No. 86-4995 for the following reasons: • 1. Manhattan Avenue is not a connecting truck route in Manhattan Beach. 2. Manhattan Avenue intersects with/becomes Hermosa Avenue at 26th Street. 3. According to Article 5, Section 19-111 of the Hermosa Beach Municipal`Code, if a street is not formally designated to be a "Truck Route", this will not prohibit delivery vehicles from making their specii%ic deliveries on these non -designated streets. 4. It is intended that by removing the truck route signs and deleting Hermosa and Manhattan Avenues from Resolution No. 86-4995, truck use on these streets will be limited to trucks specifically servicing commercial business on these streets. Parking, Transportation and Circulation Element Staff recommends that the truck routes be further investigated in conjunction with the Element Study for the following reasons: • 1. Section 19-109 of the Hermosa Beach Municipal Code states that City Council shall establish truck routes by resolution. Perhaps both "local" and "through" truck routes should be considered, in which case, an ordinance change may be required, and should be considered only in conjunction with all City transportation routes. 2. The Circulation Element will be a comprehensive investigation of the various transportation patterns within the City. The RFP for this study is scheduled for City Council approval in January, 1987. Alternatives: Other alternatives available to Council include: 1. Retain Resolution No. 86-4995 intact and re-evaluate "Truck Routes in conjunction with the Cit 6 Circulation Element. This alternative would not solve the immediate concerns o affected residents, as it may be several months before the Circulation Element is adopted by City Council. 2. Remove all truck route signs and/or revoke Resolution No. $ -499 This alternative woula prohibit any citations to trucks using any street (including residential) for through truck traffic, as we have not provided truckers with a "legal" alternative. We are unable to enforce any "truck - 3 - • • n U Is route" violations, without first formally establishing a "Truck Route". 3. Return to the existing re -Resolution No. 86-4954" condition. WHEREAS, Hermosa Beach City Council Resolution No. 86-4999 established "Truck Routes" for the City of Hermosa Beach. NOW, THEREFORE, The City Council of the City of Hermosa Beach does hereby resolve as follows: SECTION 1. SECTION 2. Valley Drive from Pier Avenue to Herondo Street shall be added as a one-way (south) truck route to the truck routes established by Resolution No. 86-4999.
