RESOLUTION NO.02-6242
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 HERMOSA BEACH, CALIFORNIA, SUPPORTING A
4 COOPERATIVE EFFORT AMONG SOUTH BAY CITIES TO
5 COORDINATE HOMELAND SECURITY, PROVIDE
MUTUAL AID FOR THE MANAGEMENT OF INCIDENTS,
6 AND WORK TOGETHER AFTER A DISASTER TO RESTORE
7 PEACE AND NORMALCY TO THE SOUTH BAY AREA.

9 WHEREAS, disaster preparedness has always been an important city function; and,
10 WHEREAS, the security of the U.S. homeland is increasingly threatened and is becoming
11 a critical and prominent issue at the federal, state and local level; and,
12 WHEREAS, the South Bay is a subregion of one of the largest counties in the United
13 States; and,
14 WHEREAS, due to the size of the South Bay and its proximity to a major international
15 port and airport, the South Bay could face a large scale manmade or natural disaster of some kind;
16 11 and,
17 WHEREAS, it is the federal Homeland Security Office's desire for local agencies to work
18 cooperatively in creating "Hometown Security"; and,
19 WHEREAS, the South Bay Cities Council of Governments is uniquely positioned to assist
20 in enabling a cooperative program between South Bay cities;
21 NOW THEREFORE BE IT RESOLVED that the City of Hermosa Beach encourages all
22 of the cities in the South Bay to ensure that their emergency preparedness plans are current and are
23 working documents understood and practiced by city staff and officials;
24 AND BE IT FURTHER RESOLVED that the City of Hermosa Beach promotes the
25 development of coordinated preparedness plans which include not only public safety departments
26 but also all other departments in the South Bay cities to enable our area to work cooperatively in

advance preparation for the prevention, management and recovery from a manmade or natural
disaster;
AND BE IT FURTHER RESOLVED that the City of Hermosa Beach supports the
development of city coordinated preparedness plans with:
(a) nearby special districts such as the Los Angeles World Airport and the Ports of Los
Angeles and Long Beach;
(b) critical infrastructure providers such as Caltrans and the L.A. County Sanitation
District;
(c) the South Bay Business community; and,
(d) citizen volunteers such as CERT and Citizen Corps programs.
AND BE IT FURTHER RESOLVED that the City of Hermosa Beach encourages all
local governments to join this effort by adopting similar resolutions.

hereby certify that the foregoing Resolution No. 02-6242 was duly and regularly passed,
approved and adopted by the City Council of the City of Hermosa Beach at a Regular
Meeting of said Council at the regular place thereof on December 10, 2002.

AYES: Dunbabin, Keegan, Reviczky, Yoon, and Mayor Edgerton
