HomeMy WebLinkAboutRES 14-6915 (DROUGHT EMERGENCY CONDITION)2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 ?R RESOLUTION NO. 14-6915 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, DECLARING A DROUGHT EMERGENCY CONDITION AND IMPLEMENTING SPECIFIED LEVEL 3 CONSERVATION MEASURES, TOGETHER WITH SPECIFIED LEVEL 2 PROVISIONS, PURSUANT TO HERMOSA BEACH MUNICIPAL CODE CHAPTER 8.56 WHEREAS, the Governor of the State of California has declared a drought proclamation and the State Water Resources Control Board adopted a resolution of emergency regulations for water conservation, including prohibition of certain water uses and ordering water agencies to implement mandatory conservation measures. The City's water provider, California Water Service, has informed customers of certain prohibitions, noting that customers are also subject to any requirement imposed by a local governmental entity that further limits water use; and WHEREAS, in order to maintain consistency with the State's emergency proclamation, consistent with the City's vision as an environmentally sustainable community, and to ensure City customers are provided a consistent message, it is appropriate and necessary that the water users within the City increase their level of water conservation; and WHEREAS, overall consumer demand reduction of at least twenty (20) percent is require( because the ordinary demands and requirements of water consumers cannot be satisfied withou depleting water supplies to the extent that there would be insufficient water for humal consumption, sanitation, and fire protection, and the combination of measures will assist i1 achieving that goal. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERM BEACH, CALIFORNIA, DOES HEREBY RESOLVE AND ORDER AS FOLLOWS: SECTION 1. The City Council declares a Drought Response Level 3, "Drought Page 1 of 3 MEMO 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 7R Emergency Condition," and invokes only the following provisions of response levels 3 and 2 o Chapter 8.56 applicable to all persons using potable water: • 8.56.100.B.2: Cleaning Surfaces. Water shall not be used to wash, clean or clear any sidewalks, walkways, patios, driveways, alleys, parking or similar areas, whether paved or unpaved; except commercial or industrial establishments may use water broom, pressure washer or similar low flow technology or water recycling systems when necessary to comply with health, safety, water quality or other regulations verified by the approval authority. Pressure washers may be used to clean surfaces in preparation for painting, construction, or occasional seasonal maintenance when other methods are not practical. • 8.56.090.B.1: WaterinIZ Days and Duration. Limit lawn and landscape watering or irrigation to no more than two (2) days per week, provided that the City Council may by Resolution limit lawn and landscape watering or irrigation to no more than one (1) day per week to achieve a reduction of up to twenty (20) percent. Above -ground spray irrigation shall be limited to no more than fifteen (15) minutes per watering station or area; this limitation shall not apply to the use of recycled water to maintain public parks and facilities. This provision shall not apply to commercial nurseries, drip irrigation systems, use of a hand-held bucket or similar container and/or a hand-held hose equipped with a positive action quick -release shutoff valve or nozzle. SECTION 2. Pursuant to Section 8.56.110 of the Municipal Code this Drought Response Level and restrictions herein shall remain in effect until the City Council adopts a Resolution rescinding or modifying the drought emergency condition. SECTION 3. The City Clerk shall certify to the passage and adoption of this Resolution, shall enter the same in the book of original Resolutions of said city; and shall make a minute of the Page 2 of 3 14-6915 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 ?R passage and adoption thereof in the records of the proceedings of the City Council at which same is passed and adopted.
