RESOLUTION NO. 15-6948
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, RECITING THE FACT OF THE SPECIAL
MUNICIPAL ELECTION HELD TUESDAY, MARCH 3, 2015, DECLARING
THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW
WHEREAS, a Special Municipal Election was held and conducted in the City of
Hermosa Beach, California, on Tuesday, March 3, 2013; and
WHEREAS, notice of the election was given in time, form and manner as provided by
law; voting precincts were properly established; election officers were appointed; and in all
respects the election was held and conducted and the votes were cast, received and canvassed
and the returns made and declared in time, form and manner as required by the provisions of the
Elections Code of the State of California for the holding of elections in general law cities; and
WHEREAS, the City Clerk canvassed the election returns and has certified the results to
the City Council; the results are received, attached and made a part hereof as "Exhibit A."
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS
FOLLOWS:
SECTION 1. That there were five (5) voting precincts established in the City for the
purpose of holding said election.
That the whole number of ballots cast in the precincts (except vote -by -mail ballots) was
3,341, and the whole number of vote -by -mail ballots cast in the City was 4,174, making a total
of 7,515 ballots cast in the City.
SECTION 2. That the measure voted upon at the election is as follows:
Measure O. Shall E&B Corporation's 34-well oil and gas drilling/
YES
production project at the City's 555 Sixth Street maintenance yard be
approved by 1) amending the General Plan and Municipal Code to
exempt the project from the City's oil drilling ban and repeal the
restriction on City's use of project royalties, 2) awarding a pipeline
NO
franchise to transport oil/gas underground, 3) approving a 34-year
development agreement, and 4) determining that project financial
benefits outweigh its unavoidable environmental impacts?

SECTION 3. That the number of votes given at each precinct and the number of votes
given in the City for and against the measure were as listed in the attached Exhibit "A."
SECTION 4. That the City Council does declare and determine that, as a result of the
election, a majority of the voters casting votes on Measure O did not vote in favor of it, and the
measure was not carried and shall not be deemed adopted and ratified.
SECTION 5. That the City Clerk shall enter in the records of the City Council a
statement of the result of the election, showing: (a) the whole number of ballots cast in the City;
(b) the measure voted upon; (c) the number of votes given at each precinct for and against the
measure; and (d) the total number of votes for and against the measure.
SECTION 6. That the City Clerk shall certify to the passage and adoption of this
resolution and enter it into the book of original Resolutions.

I, Elaine Doerfling, City Clerk of the City of Hermosa Beach, California, do
hereby certify that the foregoing Resolution No. 15-6948 was duly and regularly passed,
approved and adopted by the City Council of the City of Hermosa Beach at an Adjourned
Regular Meeting of said Council at the regular place thereof on March 26, 2015.
