RESOLUTION NO. 16-7018
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HERMOSA BEACH, CALIFORNIA, IN SUPPORT OF THE LOS
ANGELES AREA HELICOPTER NOISE COALITION'S PETITIONS TO
REGULATE HELICOPTER NOISE IN LOS ANGELES COUNTY
WHEREAS, excessive noise can be detrimental to the overall health of individuals and is
considered to be a major source of stress in urban settings; and
WHEREAS, helicopter noise has been a great concern for residents and visitors in
Hermosa Beach and the Greater Los Angeles region for many years; and
WHEREAS, the excessive and intrusive noise pollution from helicopters hovering over
residential areas is largely a result of media and news coverage related to celebrities and popular
events rather than from law enforcement; and
WHEREAS, the FAA currently has no relevant noise metric or noise standard
helicopter cruise flyovers; and
WHEREAS, the Los Angeles Area Helicopter Noise Coalition (LAAHNC), an ad hoc
group of residents was formed to represent residents' interest in reducing helicopter noise through
lobbying efforts and negotiations with government agencies and local helicopter pilots and
operators; and
WHEREAS, LAAHNC has submitted formal petitions to the FAA to establish Special
Federal Aviation Regulations (SFARs) to mitigate the helicopter noise and related safety issues;
and
WHEREAS, the first petition would require helicopter operators that are non -emergency to
fly a minimum of 2,000 feet above ground level; and
WHEREAS, the second petition would require helicopters to have a maximum time to
hover/orbit in one location, with exceptions made in specific or emergency situations; and
WHEREAS, the third petition would require the creation of a media pool share system to
manage media helicopter operations in Los Angeles County in cases of planned and
incidents.; and

WHEREAS, the fourth petition would require helicopters that fly along the Los Angeles
County shoreline to fly at least one-half mile offshore; and
WHEREAS, supporting these petitions and regulating helicopter noise contributes to the
City's efforts to improve the health and quality of residential life in Hermosa Beach,
THEREFORE, BE IT RESOLVED that the City Council of the City of Hermosa Beach
hereby supports the Los Angeles Area Helicopter Noise Coalition's petitions to regulate helicopter
noise in Los Angeles County.
This Resolution shall take effect immediately upon its passage and adoption. The City
Clerk shall certify to the passage and adoption of this Resolution, shall enter the same in the book
of original Resolutions of said city; and shall make a minute of the passage and adoption thereof in
the records of the proceedings of the City Council at which the same is passed and adopted.
