RESOLUTION NO. 17-7062
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, ENDORSING LOS ANGELES COUNTY
MEASURE H, A BALLOT MEASURE TO PREVENT AND COMBAT
HOMELESSNESS THAT WILL BE SUBMITTED TO LOS ANGELES
COUNTY VOTERS AT THE MARCH 7, 2017 COUNTY ELECTION
WHEREAS, the County of Los Angeles ("County") is facing a pervasive and deepening
homeless crisis, which currently endangers the health and safety of tens of thousands of residents;
and
WHEREAS, the tremendous scale of homelessness in the County threatens the economic
stability of the region by burdening emergency medical services and social services infrastructure;
and
WHEREAS, according to the 2016 Homeless Count released by the Los Angeles
Homeless Services Authority ("LAHSA"), the number of people experiencing homelessness in the
County on any given night was roughly 46,874, an overall increase of 2,502 (6%) from 2015 and
19% more than in 2013; and
WHEREAS, among the people experiencing homelessness throughout the County, the
number of people living in encampments, tents and vehicles increased by 20% from 2015 to 2016
and 123% from 2013 to 2016, from 5,153 persons to 11,472; and
WHEREAS, homelessness is also increasing in the suburbs of the County, with the
homeless population in the South Bay having grown by 10 percent from 2015 to 2016, from 5,351
to 5,913; and
WHEREAS, in August 2015, the County of Los Angeles launched the Homeless Initiative
and conducted an inclusive and comprehensive planning process, convening 18 policy summits
with participation from over 100 community partners and stakeholders, 25 County departments,
and 30 cities including the City of Hermosa Beach to develop a strategic plan to address the
homelessness crisis; and
WHEREAS, on February 9, 2016, the City and County of Los Angeles adopted strategic
plans to help prevent and end homelessness in the region over the next ten years. The County's
Homeless Initiative strategic plan includes 47 strategies that focus on the following components

toward combating homelessness: Prevention; Subsidized Housing; Increasing Incomes; Case
Management and Services; Creating a Coordinated System; and increasing Affordable/Homeless
Housing; and
WHEREAS, for fiscal year 2016-17, the Los Angeles County Board of Supervisors
approved new, one-time funding to initiate the implementation of the strategies developed by the
Homeless Initiative, however, this funding and current resources are not sufficient to fund
Countywide initiatives and services to combat homelessness on an ongoing basis at the levels
required to address the current crisis; and
WHEREAS, on December 6, 2017, at its regularly scheduled meeting, the Los Angeles
County Board of Supervisors approved a motion introduced by Supervisor Mark Ridley -Thomas
to place Measure H on the March 2017 ballot, which is a quarter -cent Sales Tax with a ten year
sunset aimed at raising much of the funds needed annually to implement the Los Angeles County
Plan to Prevent and Combat Homelessness; and
WHEREAS, it is estimated that, if approved by the voters, Measure H would generate
approximately $355 million per year over the next ten years; and
WHEREAS, the proceeds of Measure H can only be used to address and prevent
homelessness throughout Los Angeles County and requires a Citizens Advisory committee to
ensure that the funding is effectively spent, with specific performance standards for each strategy
funded and an independent evaluation every year by an outside expert; and
WHEREAS, it is estimated that Measure H will help 45,000 people experiencing
homelessness to obtain permanent stable housing and another 30,000 people avoid becoming
homeless; and
WHEREAS, support for the proposed sales tax measure is consistent with the City's
commitment to providing services to our community members and participating in regional efforts
to combat homelessness.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF HERMOSA BEACH AS FOLLOWS:
SECTION 1. The City Council finds that the foregoing Recitals are true and correct.

SECTION 2. The City Council of the City of Hermosa Beach supports MEASURE H —
THE LOS ANGELES COUNTY PLAN TO PREVENT AND COMBAT HOMELESSNESS.
SECTION 3. This Resolution shall take effect immediately upon its approval by the
Hermosa Beach City Council.
SECTION 4. The City Clerk shall certify to the passage and adoption of this Resolution,
shall enter the same in the book of original Resolutions of said city; and shall make minutes of the
passage and adoption thereof in the records of the proceedings of the City Council at which the
same is passed and adopted.
