HomeMy WebLinkAboutRES 18-7123 (PRESCRIPTION DRUGS)1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 IR RESOLUTION NO. 18-7123 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, SUPPORTING SAFE STORAGE AND DISPOSAL OF PRESCRIPTION DRUGS THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFO DOES HEREBY RESOLVE AND ORDER AS FOLLOWS: WHEREAS, in 2014, the results of the National Survey on Drug Use found that more 54.4 million people in the United States had misused prescription drugs for nonmedical reasons; WHEREAS, Los Angeles County coroner data shows that prescription opioids were involved in about 60% of all drug related deaths from 2006 to 2012 in LA County; WHEREAS, according to a 2016 prescription drug survey of beach cities residents aged 18 and older, 74% of those who have prescription drugs do not store them in a secure or locked location. In addition, 60% of those with youth under age 18 in the home do not lock up their prescription drugs;1 WHEREAS, according to a 2016 survey, adolescents in the South Bay who experiment with nonmedical use of opioid pain relievers identify the home, school, parties, and friends as the most common places they obtain prescription drugs;2 States;3 WHEREAS, Xanax is the most commonly abused prescription drug by youth in the United WHEREAS in order to minimize the potential negative and irreversible impacts to our oceans and waterways, it is important that we limit the disposal of waste medications to the sewer;4 WHEREAS, one component of a comprehensive public health approach to addressing prescription drug and substance misuse is education regarding the safe storage and disposal of unused prescription drugs, including controlled substances; 1 LA County Public Opinion Survey; conducted by BHS in 2016. PDF Retrieved from http://www.samhsa.gov/data 4 The Los Angeles County Department of Public Works "No Drugs Down the Drain" Retrieved from www.nodrugsdownthedrain.org/No Drug/glossary.asp Page 1 of 2 18-7123 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 ?R WHEREAS, per an October 2014 U.S. Drug Enforcement Agency policy, policel departments and pharmacies may now provide safe disposal boxes for controlled substances like OxyContin, Vicodin, Xanax, and Ritalin; and WHEREAS, Behavioral Health Services, Inc. is a member of South Bay Communities) Creating Change, a coalition of substance misuse prevention agencies located in the South Bay, has launched a new effort to enhance safe prescription drug disposal efforts through community education and outreach. NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED that the City Council of the City of Hermosa Beach hereby supports the Drug Enforcement Agency's bi- annual nationwide prescription drug take back events currently held every April and October and the availability and use of the City's prescription drug drop -box. Safe disposal of unused or expired prescription drugs, including controlled substances such as opioid pain relievers, reduces the risk o nonmedical use that might lead to prescription drug and/or substance misuse and educate the public regarding safe storage. This Resolution shall take effect immediately. The City Clerk shall certify to the passage and adoption of this Resolution, shall cause the original of the same to be entered among the original resolutions of the City Council and shall make a minute of the passage and adoption thereof in the minutes of the City Council meeting at which the same is passed and adopted.
