HomeMy WebLinkAboutRES 18-7127 (ASSEMBLY BILL NO. 2808)2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 ?R RESOLUTION NO. 18-7127 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, IN SUPPORT OF ASSEMBLY BILL 2808 (MURATSUCHI) TO INCREASE LOCAL CONTROL FUNDING FOR CALIFORNIA'S PUBLIC SCHOOLS WHEREAS, California is the nation's most populous and wealthiest state and has the largest economy in the world, and the largest Gross Domestic Product (GDP) of any state in the nation;.,, WHEREAS, despite California's leadership in the global economy, the state falls in the nation's bottom quintile on nearly every measure of public K-12 school funding and staffing; WHEREAS, California ranks 45th nationally in the percentage of taxable income spent on education, 41s' in per -pupil funding, 45th in pupil -teacher ratios and 48th in pupil -staff ratios; WHEREAS, K-12 school funding has not substantially increased, on an inflation -adjusted basis, for more than a decade; WHEREAS, under the Local Control Funding Formula (LCFF), state funding for K-12 schools has only this year recently returned to levels predating the Great Recession of 2007; WHEREAS, 58 percent of California's public school students are eligible for free and reduced -price lunch — 13 percent above the national average — and 23 percent of California students are English learners, more than twice the national average; WHEREAS, California's investment in public schools is out of alignment with its wealth, its ambitions, its demographics and the demands of a 21 `-century education; WHEREAS, California funds schools at roughly $1,961 per student less than the national average, which translates to approximately $3,462 per student when adjusted for California being a high -cost state; WHEREAS, California trails the average of the top 10 states by almost $7,000 in per -pupil funding; WHEREAS, in order to prepare our students for participation in democratic society and an increasingly competitive, technology -driven global economy, California must fund schools at a level sufficient to support student success; Page 1 of 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 �R WHEREAS, if California is to close opportunity and achievement gaps and create a public school system that offers consistently high levels of education, the State must provide schools with the resources to meet the needs of their specific populations; WHEREAS, the Governor's proposed 2018-2019 budget would fully fund the LCFF and once that occurs there is not a mechanism to increase LCFF Targets; and WHEREAS, Assembly Member Al Muratsuchi has introduced AB 2808, which would increase LCFF base, supplemental and concentration grant funding to a level that is equal to or above the average of the top 10 states, as called for in State Constitution. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, AS FOLLOWS: SECTION 1. The City Council finds that the foregoing Recitals are true and correct. SECTION 2. The City Council of the City of Hermosa Beach supports ASSEMBLY BILL 2808 and urges the State Legislature to pass, and the Governor to sign, this critical legislation that would fund California public schools at a level that is equal to or above the average of the top 10 states. SECTION 3. This Resolution shall take effect immediately. The City Clerk shall certify to the passage and adoption of this Resolution, shall cause the original of the same to be entered among the original resolutions of the City Council and shall make a minute of the passage and adoption thereof in the minutes of the City Council meeting at which the same is passed and adopted.
