A RESOLUTION OF THE PLANNING COMMISSION OF HERMOSA BEACH REAFFIRMING
CURRENT STANDARDS FOR CONDOMINIUM CONVERSIONS AND STATING. A PHILOSOPHY
RELATING TO CONDOMINIUM CONVERSIONS IN THE COMMUNITY.
WHEREAS, the Planning Commission always has differentiated between apart-
ment dwellings and condominium ownership;
WHEREAS, the Planning Commission believes that the development standards
of each use should be different;
WHEREAS, the Planning Commission does not believe in controlling the
number of condominium conversion units on the basis of vacancy rates
or new residential developments;
WHEREAS, the Planning Commission may still approve a condominium con-
version project that does not meet all of the development standards
owing to other specific qevelopment benefits;
WHEREAS, the Planning Commission evaluated pro and con arguments re -
lating to the conditional approval of a project that does not meet the
condominium development and building standards;
WHEREAS, the ~lanning Commission believes that a conditional approval
section is unnecessary in view of other enabling legislation and in-
appropriate when tied to an in-lieu fund;
WHEREAS, the Planning Commission believes that an in-lieu fee is not
appropriate for a housing program or parks and recreation, as it is a
form of leverage where the City would obtain money;
NOW THEREFORE BE IT RESOLVED THAT THE PLANNING COMMISSION OF THE CITY
OF HERMOSA BEACH, CALIFORNIA DOES HEREBY RECOMMEND TO THE CITY COUNCIL
TO DELETE SECTION 9.5-51 OF THE CONDOMINIUM ORDINANCE, CONDITIONAL
APPROVAL, AND TO ELIMINATE THE IMPOSITION OF AN IN-LIEU OR OTHER FORM
OF FEE FOR CONDOMINIUM CONVERSIONS.
