WHEREAS, the Planning Commission held public hearings on
September 20 and October 18, 1983 to consider this matteri and
WHEREAS, Government Code 65864-65869.5 authorizes cities
and counties to enter into binding development agreements with
persons having legal or equitable interests in real property for
the development of such property and authorize the City to estab-
lish procedures for consideration of applications for such
agreements; and
WHEREAS, a set of procedures and requirements for consider a,-, ,L
tion of development agreements has been proposed, has been the
subject of public hearings and the Planning Commission has
recommended that the City adopt such regulations; and
WHEREAS, it is in the public interest to do so and the
12 public health, safety, and welfare will be promoted.

NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION
DOES HEREBY RECOMMEND TO THE CITY COUNCIL THAT CHANGES
TO THE ZONING CODE BE MADE AS ENUMERATED IN THE ATTACHED
ORDINANCE.
