A RESOLUTION OF THE BOARD OF ZONING ADJUSTMENTS OF THE CITY
OF HERMOSA BEACH GRANTING A VARIANCE ON PROPERTY LOCATED AT
20 -17TH STREET, HERMOSA BEACH, CALIFORNIA.
WHEREAS, the Board of Zoning Adjustments of the City of Hermosa Beach,
at a public hearing held on June 7, 1982 in Room 8 of the Community
Center, considered the request of Mr. Richard Ham for a variance to
add 160 sq.ft. at the second story level over an existing den to
enlarge a bathroom and provide storage space for the master bedroom
on a building with a nonconforming zero west sideyard on the street
side and to maintain the same with the addition; on property legally
described as Lot 8, Block 17, Hermosa Beach Tract; and
WHEREAS, at said public hearing, the applicant stated he had little
storage space in his present bedroom and the bath is very small; and
WHEREAS, at said public hearing, no one appeared to speak in opposi-
tion to the request; and
WHEREAS, after due consideration, it is the opinion of the Board of
Zoning Adjustments that the request is justified for the following
reasons:
1. There are exceptional or extraordinary circumstances or conditions
applicable to the property because the building is almost 60 years
old; the space is of an important nature to the use of the building.
2. That the variance is necessary for the preservation and enjoyment
of a substantial property right possessed by other property in the
same vicinity and zone, and denied to the property in question
because a 0' setback seems prevalent on Beach Drive; the amount
of density on the applicant's lot is below the prevailing lot
density of many of the areas of the City; the applicant is not
adding to the footprint or to the dwelling units per acre; this
variance would be required to make a reasonable upgrade of the
second story.
3. The granting of the variance will not be materially detrimental
to the public welfare or injurious to the property or improvements
in such vicinity and zone in which the property is located because
no one spoke or submitted petitions in opposition to the variance;
the location of the addition would not cause impingement of 'light
or air to adjacent buildings in an appreciable way; it does not
adjoin other property to the west.
4. That the granting of such variance will not adversely affect the
comprehensive General Plan because it does not change density.
NOW, THEREFORE, BE IT RESOLVED, that in view of the above findings of
fact, the Board of Zoning Adjustments does hereby grant the variance
by the following vote:
AYES: Comms. DeBeJlis, Merrill, Toth, Williams, Chmn. Moore
NOES: None
ABSENT: Comms. Cutler, Ebey
