A RESOLUTION OF THE BOARD OF ZONING ADJUSTMENTS OF THE CITY
OF HERMOSA BEACH DENYING A MODIFICATION OF AN EXISTING CONDI-
TIONAL USE PERMIT ON PROPERTY LOCATED AT 52 PIER AVENUE,
HERMOSA BEACH, CALIFORNIA.
WHEREAS, the Board of Zoning Adjustments of the City of Hermosa Beach.
at a public hearing held on July 19, 1982 in the Council Chambers of
the City Hall, considered the request of Pacific Support Systems, Inc.
to be allowed to have a male exotic dance revue one night a week in
conjunction with their nightclub, on property legally described as
Lot 11, Block 12, Hermosa Beach Tract; and
WHEREAS, at said public hearing, the following facts were presented
for consideration; that the existing conditional use permit was granted
in 1968 for service of alcoholic beverages; that the business is oper-
ated as a cocktail lounge or nightclub with no service of food which
use is now allowed in the C-3 zone only; and
WHEREAS, at said public hearing, the applicant stated that the pro-
posed use would be for Sunday nights only; that the show is 1½ to 2
hours in length during which time only female customers would be per-
mitted; that they would provide 4 to 8 additional doormen, dependent
upon need, on Sunday evenings; and
WHEREAS, at said public hearing, six people spoke in opposition to
the request and a petition was submitted containing the signatures of
51 residents opposing the modification;· and
WHEREAS, after due consideration, it is the opinion of the Board of
Zoning Adjustments that the request for modification is not justified
for the following reasons:
1. That cocktail lounges and nightclubs are no longer allowed
in the C-2 zone and, therefore, it would be an expansion
of a nonconforming use.
2. That the new use may place an unacceptable burden on the
Police Department.
3. That adequate crowd control _-has::not _·been ::.demonstrat_ed~
NOW, THEREFORE, BE IT RESOLVED, that in view of the above findings, the
Board of Zoning Adjustments does hereby deny the request for modification
by the following vote:
AYES: Comms. Cutler, Merrill, Williams
NOES: Comms. DeBellis, Chmn. Moore
ABSENT: Comms. Ebey, Toth

by the Board of Zoning Adjustments at a meeting held on the 19th day
of July, 1982.
