HomeMy WebLinkAboutBZA 154-1 (BZA Rules)RESOLUTION B.Z.A. 154-1 A RESOLUTION OF THE BOARD OF ZONING ADJUSTMENTS OF THE CITY OF HERMOSA BEACH, ADOPTING RULES AND REGULATIONS FOR CONDUCTING THE BUSINESS OF THE BOARD OF ZONING ADJUSTMENTS. Officers The officers of the Board shall be: chairman, vice-chairman and secretary. In the absence of the chairman, the vice-chairman shall serve as chairman. The secretary shall be appointed who need not be a member of the Board. The terms of office for chairman and vice-chairman shall be one year from July I to June 30; for secretary, for one year if the secretary be a member of the Board. If the secretary be a non-member of the Board, then the term of office shall continue through such tenure of office unless discontinued by action of the Board. No chairman may serve more than two consecutive terms. Terms of Office Terms of office shall be for one year, from July I to June 30. No chairman may serve more than two consecutive terms. Conmittees Conmittees may be appointed by the chairman from time to time to further the work of the Board. Such conmittees shall continue at the pleasure of the chairman. Meetings The regular meetings of the Board shall be held on the 2nd and 4th Monday of every month, commencing at 7:30 p.m. Meetings may be adjourned to a date certain for consideration of continued regular hearings or special items. If a meeting falls on a holiday, the regular meeting shall be held on the next available working day. In the event of the lack of a quorum at a regular meeting, the chairman shall adjourn the meeting to another date, and such declara- tion of adjournment shall serve as sufficient notice thereof to all members present; and it shall be the duty of the secretary to employ any reasonable means available to notify the absentees. Resolution B.Z.A. 154-1 Page 2 Special meetings may be called: (a) by action of the Board at a regular or adjourned meeting. (b) by order of the chairman or, in his absence, by the vice- chai;rman. (c) by the written request of two or more members of the Board. Written notice for special meetings shall be provided to members of the Board not less than twenty-four hours prior to such meeting. Quorum A quorum for the purpose of conducting any Board business shall consist of the three Board members or two Board members and the chair- man of the Planning C011111ission. The chairman of the Planning Conmission shall only sit as a voting member of the Board in the absence of one of the regular members. A majority of members present at a meeting shall be sufficient to act on all matters. Agendas Agendas shall be prepared and distributed to the Board members and other citizens approved by the Board not later than 5 days prior to the meeting. No items scheduled for public hearings shall be accepted later than 14 days prior to said hearing. No items not public hearings shall be placed on the agenda later than 5 days prior to the meeting. Minutes and Records It shall be the duty of the secretary of the Board to keep the minutes of all official meetings of the Board. Complete records of all public hearings shall be maintained in a place of safe repository in City Hall of Hermosa Beach. All Resolutions shall be clearly identified by number, nature of subject matter and by date, so as to be clearly identified by reference, and each such Resolution shall contain as a part thereof a record of the names of Board members voting 11 yes 11 , and the names of Board members voting 11 no 11 , and the names of Board members absent. All minutes, resolutions and other official documents shall be certified by the signatures of the chairman and secretary of the Board. ' • Resolution B.Z.A. 154-1 Page 3 Secretary The secretary shall be designated to certify and execute in be- half of the Board all final parcel maps approved by the Board. The secretary shall also attest all other documents requiring the signa- ture of the chairman of the Board of Zoning Adjustments as prescribed by I aw. Hearings Hearings conducted by the Board shall conform to the prov1s1ons of law in the matter of public notice, time, number and reporting. A formal hearing before the Board which, for any reason, cannot be com- pleted at the time and place originally advertised, may be adjourned to a later date and the announcement to this effect made at any such duly called public hearing shall constitute a sufficient notice to all parties concerned. Conduct of Business Robert's Rules of Order shall govern in the conduct of meetings of the Board of Zoning Adjustments unless otherwise provided in these rules or by law. The foregoing Resolution was adopted by the Board of Zoning Adjustments at a regular meeting held August 25, 1969, by the following vote: AYES: Comm.
