A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA
BEACH DENYING A REQUEST FOR A ZONE CHANGE, CONDITIONAL USE
PERMIT AND TENTATIVE MAP #32526 FOR SEVEN CONDOMINIUM UNITS AT
845-923 17th STREET, LEGALLY DESCRIBED AS LOTS 1, 2 and 3 OF
J, M. FLOORES SUBDIVISION AND LOT 6, BLOCK 1 OF BRECKENRIDGE 1 S
TRACT.
WHEREAS, the Planning Commission of the City of Hermosa Beach
held a public hearing on April 20, 1982, to consider the above
request; and
WHEREAS, the Planning Commission considered the project in terms
of location 1 layout and design, the general plan, zoning and
the Condominium Ordinance; and
WHEREAS, the setbacks as presented by the specific project, do
not meet the Condominium Ordinance requirements on the East
and West side of the project; and
WHEREAS, the height of the proposed project does not conform
to the R-1 or R-2 OED zoning standards with respect to the
easterly 4 units which are constructed at JO feet rather than
25 feet; and
WHEREAS, the height of the proposed 3 westerly units (units 1,
2 and 3) are above the 25 foot height limit as specified in
the R-1 zone; and
WHEREAS, the project does not meet the recreational vehicle
requirements according. to Section 1166 of the Zoning Code
which requires that the number of parking spaces are to be
determined by rounding up resulting fractions; and
WHEREAS, the present plan proposes access from the garage to
one of the units in excess of 150 feet in violation of the
Condominium Ordinance; and
WHEREAS, the present plan does not allow adequate common
recreation space; and
WHEREAS, the project is in a predominately R-1, low density
residential area; and
WHEREAS, the project does not mitigate the current traffic
circulation safety problems on the street; and
WHEREAS, the developer should have examined the condominium
development standards more carefully to determine what he
could or could not build on the lot; and
WHEREAS, the greater portion of the parcel is in low density,
and the general plan should be changed to conform with the
zoning because of the intent of Proposition EE; and

WHEREAS, the Commission finds that the design of the proposed
sub9ivision is not consistent with applicable general and
specific plans as required by the Subdivision Map Act;
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
does hereby deny the request for a zone change, Conditional
Use Permit and Tentative Map No. 32526 at 845-923 17th Street,
legally described as Lots 1, 2 and 3 of J, M. Floores Sub-
division and Lot 6. Block 1 of Breckenridge's Tract.
