AMENDING ART I CLE 18, SECTION 1803 OF THE ZONING ORDINANCE,
BY EXTENDING THE VALIDITY OF COND I TIONAL USE PERMITS TO COINCIDE
WITH T HE 24-MONTH VALIDITY OF TENTATIVE MAPS.
WHEREAS, th e Plann in g Comm i ssion held h ea rings on Ma rch 2, 1982
and April 7, 1982 to cons i der ext e nding the time limit on
cond it i onal us e permits to coincide wit h tent a tive map appro-
v als; and
WHERE AS , th e P lann i ng Comm i ssion has consider e d the procedure
for r eview an d appr o val of subdivisions is mor e adequat ely
served by establishing the tim'e v .a lid ity of t he cond itiona l
use permit to run concurrent with the v a lidity of the tentat ive
map.
NO W, THEREFORE, BE IT RESOLVED that tbe P lan ni ng Commission of
Hermosa Bea c h does hereby a pprov e and recommend to t h e City
Council of He rmosa Bea ch, that Article 78, Se ction 1 803 ,
of th e Zoning Ordin an ce of Hermosa Beach be am e nded b y exte ndi ng
t he validity of conditional use p ermi t s {from their c urren t
72 mo nths to 24 months} to coin c ide wi th t he 24 -month validity
of tentative maps.

RECOMMENDATION:
Consider augmenting the uses permitted in the C-2 ugeneral commercial
district" for purposes of fostering and encouraging the development of
commercial-recreational uses. This augmentation can be implemented by
additions to as well as deletions from the list of uses permitted in the
C-2 zone.
BACKGROUND:
Item "j 11 of the LCP Phase Ill Work Program states: 11 Revision of the
commercial {C-2) zone will be necessary to encourage commercial-
recreational uses. 11 Section 800-B of the Zoning Code identifies the
uses permitted in the C-2 "genera I commercia I district II and Section
80.1 specifies the limitations on permitted uses in the C-2 (as well as
C-1 and C-3 zones).
In the Coastal Development and Design section of the LCP a stated goal
is 11to continue to develop facilities that serve the needs of both coastal
visitors and the City's residents. 11 Included in the future policies dis-
cussion was the following statement:
That the City should promote beach and recreational facilities
related commercial development by refining the commercial
(C-2) zone to encourage commercial-recreational uses.
ANALYSIS:
Section 850-B of the Zoning Code lists the uses permitted in the C-2
General Commercial District. Uses permitted in the C-2 district include
those uses permitted in the C-1 district except residential. Uses already
permitted in the C-2 zone and having potential as commercial-recreational
include the following:
• Art Shops
• Cafes
• Billiard or Pool Halls
• Bowling Alleys
• Hotels
• Live Entertainment Establishments
• Movie Theaters
• Museums
• Restaurants
• Surfboard ( retail sales)
At the present time the Zoning Code does not have a definition of
commercial-recreation uses. The Land Use Element has a commercial-
recreation category and it is defined as follows:
Commercial recreation includes such activities as
bowling alleys, motels, theaters, entertainment
establishments, night clubs, shops and similar
businesses.
Thus defined, the C -2 zone already includes several commercial -
recreation uses. The C-2 zone can be augmented to incorporate other
appropriate commercial-recreational uses such as the following :
• Motels
• Visitor-Serving Retail
At the same time, certain uses may be deleted from the C-2 district
because they do not serve the purpose of providing an environment
suitable for commercial-recreation development . These include, for
example, the following:
• Mechanical Carwash
• Warehouse Storage
