OF THE PLANNING COMMISSION OF HERMOSA BEACH APPROVING AND RECOMMENDING TO THE CITY COUNCIL OF HERMOSA BEACH, A ZONE CHANGE FROM UNZONED TO OPEN SPACE FOR PROPERTY DESCRIBED AS THE AT & SF RAILROAD RIGHT-OF-WAY WHICH IS BOUNDED BY ARDMORE AVENUE AND VALLEY DRIVE, FROM THE NORTH BOUNDARY OF THE CITY TO THE SOUTHERN BOUNDARY OF THE CITY. WHEREAS, the Planning Commisiion of Hermosa Beach held a public hearing·on June 15, 1982 to consider the above request; and WHEREAS, the Commission considered the size and topography of the area, the traffic situation, its current use, and neighboring uses; and WHEREAS, the Commission finds that the General Plan designates this area as Open Space and it is state law that zoning shall conform to the General Plan; and WHEREAS, the Commission has considered the City Attorney's opinion regarding the taking of development rights and the question as to whether the Open Space designation of the General Plan permits uses which appear to allow reasonable economic use; and WHEREAS, the Commission considered the General Plan. designation of Open Space and its relation to the surrounding environment; and WHEREAS, the Commission recognizes and concurs with the goals and premises of the Open Space Element of the City's General Plan which states, 11 To obtain and preserve Open Spaces within the City limits of Hermosa Beach, sufficient to provide for anticipated needs of b.oth present and future residents", and further states, "The City will retain and gain additional use of the railroad right-of-way ... "; and WHEREAS,. the Commission finds that this property will best serve the community by being zoned Open Space and therefore bringing this property into conformity with the General Plan; and WHEREAS, the Commission finds that the Op~n Space Zone, as defined in the Zoning Code, does allow a reasonable economic ~se; NOW, THEREFORE, BE IT RESOLVED that the Plann ing Comm ission of Hermosa Beach does hereby approve ano recommends to the City Council of Hermosa Beach to rezone from Unzoned to Open Space the parcel of land commonly known as the AT & SF Railroad Right-of-Way bound by Ardmore Avenue and Valley Drive, from the North boundary of the City to the southern boundary of the City. ....._.,._; Resolution P.C. 82~20 Railroad Right-of-Way Page 2 VOTE: AYES: NOES: ABSENT: Certification I • hereby certify that the foregoing Resolution .
