to consider the viability of a second unit on R-1 lots of 6,700 or rmre square
feet; and
~AS, the Planning Corrrrission feels that there is a need for housing uni ts
for senior citizens in l-ernosa Beach; and
w-£REA5, t he Pi anni ng Comri s s i on has concl uded that a second uni t on R--1
lots, regardless of its intended use, oould contradict the basic prenise for
creating an R-1 zone; and
~, TIE Planning Connission has concluded there is no v.ay .to enforce
the proposed ordinance through deed restrictions, or any ot0er rreans; ,and
'M-EREAS, the Planning Connission has deterrrined that 900 square feet as a
rraxinum for unit size violates the State law, and
\\J-EREAS, the Qty is involved in other efforts to cre;ite senior citizen
