RESOLUTION NO. 23-7398
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, AUTHORIZING SUBMITTAL OF APPLICATION(S)
FOR ALL STATE OF CALIFORNIA DEPARTMENT OF RESOURCES,
RECYCLING, AND RECOVERY (CALRECYCLE) GRANTS FOR WHICH THE
CITY OF HERMOSA BEACH IS ELIGIBLE
WHEREAS, Public Resources Code Section 48000 et seq. authorizes
the Department of Resources, Recycling, and Recovery (CalRecycle) to
administer various grant programs (grants) in furtherance of the State of
California's (state) efforts to reduce, recycle, and reuse solid waste generated
in the state thereby preserving landfill capacity and protecting public health
and safety, and the environment; and
WHEREAS, in furtherance of this authority, CalRecycle is required to establish
procedures governing the application, awarding, and management of the grants;
and
WHEREAS, CalRecycle grant application procedures require, among other
things, an applicant's governing body to declare by resolution certain authorizations
related to the administration of CalRecycle grants.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That the City of Hermosa Beach is authorized to submit
application(s) to CalRecycle for any and all payment programs for which the City is
eligible.
SECTION 2. That the City Manager, or designee, is hereby
authorized and empowered to execute in the name of the City of Hermosa
Beach all grant documents, including but not limited to, applications,
agreements, amendments and requests for payment, necessary to secure
grant funds and implement the approved grant project.
SECTION 3. That this authorization is effective for five (5) years from the
date of adoption of this resolution.
SECTION 4. This Resolution is exempt under the California Environmental
Quality Act pursuant to CEQA Guidelines Section 15061(b)(3) in that it can be seen
with certainty that there is no possibility that the activity in question will have a
significant effect on the environment.

SECTION 5. The City Clerk shall attest and certify to the passage and
adoption of this Resolution, and it shall become effective immediately upon its
approval.

the above and foregoing Resolution No. 23-7398 was duly approved and
adopted by the City Council of said City at its regular meeting thereof held on
the 14th day of November 2023 and passed by the following vote:
