RESOLUTION NO. 23-7399
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, IMPLEMENTING A 12-HOUR PARKING
RESTRICTION ON ARDMORE AVE, BETWEEN PIER AVENUE AND 11TH
STREET AND FINDING THE SAME EXEMPT FROM THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT
WHEREAS, Section 22507 of the Vehicle Code authorizes the City to restrict
or prohibit the stopping, parking or standing of vehicles on local streets during all
or certain hours of the day; and
WHEREAS, the City has a limited and valuable parking inventory that must
be constantly monitored and managed so that these public assets best serve the
City’s residents and visitors; and
WHEREAS, the monopolization of public parking spaces by a single car over
long periods of time has numerous adverse impacts throughout the City and
converts a public parking spot into what is in effect a private spot; and
WHEREAS, the City has investigated where in the City the monopolization of
parking spaces is most impactful and explored options to reduce this behavior
while still maintaining the usefulness of these parking spots for residents and visitors;
and
WHEREAS, in order to encourage the use of public parking spaces in the
City for their intended purpose, the City Council desires to implement a 12-hour
parking limit for the parking spaces along Ardmore Avenue between Pier Avenue
and 11th Street.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Parking Restriction on Ardmore Avenue. No person shall stop,
park or leave standing any vehicle for a period exceeding 12 hours on Ardmore
Avenue between Pier Avenue and 11th Street.

SECTION 2. Notice/Signs. The Director of Public Works is hereby directed to
place appropriate signs and/or markings giving adequate notice of the
prohibitions contained within this Resolution.
SECTION 3. Environmental Review. The adoption of parking restrictions on
existing streets within the City is exempt from the requirements of the California
Environmental Quality Act (“CEQA”) because it constitutes a minor alteration to
an existing public facility and will not expand the facility’s use beyond its existing
use, as set forth in CEQA Guidelines Section 15301.
SECTION 4. That the City Clerk shall certify to the passage and adoption of
this Resolution, shall enter the same in the book of original Resolutions of said City,
and shall make minutes of the passage and adoption thereof in their records of
the proceedings of the City Council at which the same is passed and adopted.
