Pledge of Allegiance 2. Roll Call 3. Approval of March 6, 1990 minutes 4. Approval of (a) Resolution P.C. 90-13 recommending text amendment to elimi- nate the 17-foot parking requirement on alleys & adoption of a Negative Declaration. (b) Resolution P.C. 90-16 recommending amending General Plan for the residential properties on the north of 24th Street and east of Prospect Avenue & adoption of a Negative Declaration. (c) Resolution P.C. 90-17 recommending zone changes for the southeast corner of Artesia Boulevard and Prospect Avenue & adoption of a Negative Declaration. (d) Resolution P.C. 90-18 recommending certification of the Environmental Impact Report for a General Plan amendment and text amendment for oil production and pipeline con- struction; and also relocation of the City Yard. (e) Resolution P.C. 90-19 recommending General Plan and zoning amendments to implement initiatives P & Q therefore allow- ing oil drilling at the City Yard. (f) Resolution P.C. 90-20 approving a Conditional Use Permit, as amendment, and Negative Declaration to allow off-sale general alcoholic beverage at 74 Pier Avenue, Robert's Liquor. Section II Communications 5. Anyone wishing to address the Commission regarding a matter not related to a public hearing on the agenda may do so at this time. - 1 - t Section III A. Hearings 6. An exception from Section 13-7(b) to allow a remodel and expan- sion to an existing nonconforming single-family dwelling of greater than 50% increase in valuation at 1570 Prospect Avenue (continued from March 6, 1990 meeting). Recommended Action: To deny the request. 7. Recommended Action: To deny the request. B. Public Hearings 8. Conditional Use Permit for a retail snack shop, gas pump and car wash, and adoption of a Negative Declaration at 931 Pacific Coast Highway, Mobil Oil Station (continued from 1/3/90, 2/6/90 & 2/20/90 meetings). Recommended Action: To continue to a date certain. 9. Conditional Use Permit amendment to revise the exterior build- ing elevations for a 3-unit attached condominium at 1460 Loma Drive. Recommended Action: To approve said Conditional Use Permit amendment. 10. Variance to allow a 2' sideyard setback rather than 4', adop- tion of a Negative Declaration and a Conditional Use Permit with Tentative Parcel Map 1121160 for a 2-unit condominium at 333 10th Street. Recommended Action: To approve said variance, Conditional Use Permit and Tentative Parcel Map, and adopt Negative Declaration. 11. Zone changes for the northern portion of the Commercial Corri- dor General Plan designation as follows or to such other zones as deemed appropriate by the Planning Commission and adoption of the Negative Declaration: a) From C-3, R-1 & R-3 to Commercial Specific Plan Area for the area along east and west of Pacific Coast Highway between Pier Avenue to 24th Street. b) From R-3 to R-2 for the area on east of Pacific Coast High- way between 20th Street to 21st Street. Recommended Action: To recommend approval of said zone changes and adoption of the Negative Declaration. Section IV Hearings 12. An exception from Section 13-7(b) to allow a remodel and expan- sion to an existing nonconforming single-family dwelling of greater than 50% increase in valuation at 576 21st Street. Recommended Action: To approve the request. - 2 - 13. Sign Waiver to allow a church directory sign in the open space zone at Greenwood Park. Recommended Action: To approve the request. 14. Prioritizing Planning Department scheduled and unscheduled studies. Recommended Action: To direct staff as deemed appropriate. Section V 15. Staff Items a. Memorandum regarding Planning Commission liaison for March 27, 1990 City Council meeting. b. List of completed projects for inspection. c. Tentative future Planning Commission agenda. d.
