Pledge of Allegiance 2. Roll Call Section I Consent Calendar Planning Commissioner wishing to pull an item from below may do so at this time. 3. Approval of April 3 and April 17, 1990 minutes 4. Approval of (a) Resolution P.C. 90-26 approving a Conditional Use Permit & Vesting Tentative Parcel Map #21814 for a 2-unit condomini- um at 1512 Manhattan Avenue (continued from 4/17/90 meeting). (b) Resolution P.C. 90-27 approving a Conditional Use Permit & Tentative Parcel Map #22059 for a 2-unit condominium at 711 11th Street (continued from 4/17/90 meeting). Section II Communications 5. Anyone wishing to address the Commission regarding a matter not related to a public hearing on the agenda may do so at this time. Section III A. Hearing 6. NR 90-2 ---An exception from Section 13-7(b) to allow a remodel and expansion to an existing nonconforming single-family dwell- ing greater than a 50% increase in valuation at 2624 The Strand - 1 - (continued from 3/6/90, 3/20/90, 4/3/90 & 4/17/90 meetings). Recommended Action: To approve the request. B. Public Hearings 7. CUP 89-5 --Conditional Use Permit for a retail snack shop, gas pumps and car wash, and adoption of the Environmental Negative Declaration at 931 Pacific Coast Highway, Mobil Oil Station (continued from 1/3/90, 2/6/90, 2/20/90, 3/20/90 & 4/17/90 meetings). Recommended Action: To approve said Conditional Use Permit and adopt the Environmental Negative Declaration. 8. CON 90-4 --Conditional Use Permit and Tentative Parcel Map 4121950 for a 3-unit condominium at 1105 Cypress Avenue (con- tinued from April 17, 1990 meeting). Recommended Action: To approve said Conditional Use Permit and Tentative Parcel Map. 9. CON 90-5 --Conditional Use Permit and Vesting Tentative Parcel Map #21868 for a 3-unit condominium at 350 Manhattan Avenue, aka 212 4th Street (continued from April 17, 1990 meeting). Recommended Action: To continue to June 5, 1990 meeting with revised plans submitted. 10. CON 90-6 --Conditional Use Permit and Vesting Tentative Parcel Map #21754 for a 2-unit condominium at 1010 17th Street (con- tinued from April 17, 1990 meeting). Recommended Action: To approve said Conditional Use Permit and Vesting Tentative Parcel Map. 11. SUB 86-2 --Supplemental environmental assessment for the re- vised grading plan for an eight-lot subdivision at 532, 534 & 540 20th Street, commonly known as "The Power Street Subdivi- sion" (continued from April 3, 1990 meeting). Recommended Action: To continue to a date certain per appli- cant's request. 12. PARK 90-2 --Parking Plan to allow the addition of 800 square feet to an existing nonconforming building with no existing parking; additional parking required to be compensated for by paying the in-lieu fee at 1238 Hermosa Avenue, Colville Publishing Company (continued from April 3, 1990 meeting). Recommended Action: This project was withdrawn by the applicant. 13. CUP 90-3 --Conditional Use Permit for off-sale beer and wine and adoption of an Environmental Negative Declaration at 302 Pier Avenue, Simpson's Market. Recommended Action: To approve said Conditional Use Permit & adopt the Environmental Negative Declaration. 14. VAR 90-1 --Variance to allow a garage setback of 5' rather than the required 17' and adoption of an Environmental Negative Declaration at 2150 Circle Drive. Recommended Action: To deny the variance. - 2 - 15. TEXT 88-9 --Special study and text amendment to use averaging method to measure height in the R-1 & R-2B zones. Recommended Action: To not change the current height measure- ment method . Section IV Hearings 16. LLA 90-2 --Lot line adjustment at 1230 Owosso Avenue and 1063 Corona Street (continued from April 17, 1990 meeting). Recommended Act ion: To approve the proposed lot 1 i ne adjustment. 17. Capital Improvement Program budget review and approval. Recommended Action: To recommend approval of the budget. 18. Second Quarter General Plan amendments. Recommended Action: To set for public hearings. Section V 19. Staff Items a. Correspondence from the Marineland Mobile home Park Home- owner's Association (continued from April 17, 1990 meeting). b. Memorandum regarding Planning Commission liaison for May 8, 1990 City Council meeting. c. Planning Department Activity Report of March, 1990. d. Tentative future Planning Commission agenda. e.
