Section I
Consent Calendar
Planning Commissioner wishing to pull an item from below may do
so at this time.
3. Approval of September 4, 1990 minutes
4. Approval of
(a) Resolution P.C. 90-64 recommending denial of a text
amendment to allow outdoor display of merchandise for
sale.
(b) Resolution P.C. 90-70 recommending amending the Land Use
Map of the General Plan from Open Space to Low Density
residential for 435-453 Hollowell Avenue and 436-508 Gen-
try Street & Environmental Negative Declaration.
(c) Resolution P.C. 90-73 recommending changing the zoning
map from R-1, Single Family Residential, to Open Space
for the California Water Service Company property located
east of Prospect Avenue between 15th and 17th Street &
Environmental Negative Declaration.
(d) Resolution P.C. 90-74 recommending amending the Open
Space Element of the General Plan by adding "The Com-
prehensive Parks and Recreation Master Plan". as revised,
as a general policy statement and Negative Declaration.

Public Hearings
6. CUP 90-3 --Conditional Use Permit for off-sale beer and wine
& adoption of a Environmental Negative Declaration at 302
Pier Avenue, Simpson's Market (continued from May 1, 1990 and
June 19, 1990 meetings).
Recommended Action: To approve said Conditional Use Permit
and adopt the Environmental Negative Declaration.
7. CUP 90-6 --Conditional Use Permit for on-sale general al-
coholic beverages in conjunction with a restaurant and adop-
tion of a Environmental Negative Declaration at 11 Pier
Avenue, Mermaid Restaurant (continued from June 19, 1990
meeting).
Recommended Action: To approve said Conditional Use Permit
and adopt the Environmental Negative Declaration.
8. CUP 90-5 --Conditional Use Permit for off-sale general al-
coholic beverages and Negative Declaration at 1031 Hermosa
Avenue, Golden Lion Liquor (continued from June 5 and Septem-
ber 4, 1990 meetings).
Recommended Action: To approve said Conditional Use Permit
and adopt the Environmental Negative Declaration.
9. CUP 90-14 --Conditional Use Permit for on-sale beer and wine
in conjunction with a restaurant and adoption of a Negative
Declaration at 1433 Hermosa Avenue, J.B. Burgers (continued
from July 17 and September 4, 1990 meetings).
Recommended Action: To deny the Conditional Use Permit
request.
10. CON 90-13 --Remodel and addition of a roof deck to an exist-
ing condominium at 44 7th Street.
Recommended Action: To approve the request.
11. CUP 90-15 --Conditional Use Permit amendment to extend al-
lowed entertainment hours to include 9:00 p.m. to 1:15 a.m.
on weekdays and 2:00 p.m. to 1:15 a.m. on Saturdays and Sun-
days & adoption of an Environmental Negative Declaration at 8
Pier Avenue, Hennessey's Tavern.
Recommended Action: To approve said Conditional Use Permit
amendment except that entertainment shall not begin until
7:00 p.m. on weekends and holidays.

12. CUP 90-21/PDP 90-2 --Conditional Use Permit and Precise
Development Plan to allow an auto body shop and adoption of
an Environmental Negative Declaration at 1081-1085-1087 Avia-
tion Boulevard, European Body Shop.
Recommended Action: To deny the Conditional Use Permit and
Precise Development Plan request.
Third uarter General Plan Amendment (continued from Se tember 4,
1990 meeting:
13. GP 90-4 --Draft revision of the Housing Element and adoption
of an Environmental Negative Declaration.
Recommended Action: To recommend adoption of said Element
and Environmental Negative Declaration.

Hearings
14. CUP 89-7 --Review of the Master Conditional Use Permit at
555 Pacific Coast Highway.
Recommended Action: To direct staff to strictly enforce con-
ditions of the subject Conditional Use Permit.
15. CON 90-5 --Minor modification to approved condominium plan
at 350 Manhattan Avenue, AKA 212 4th Street.
Recommended Action: To approve said modification.
