4. Approval of
(a) Resolution P.C. 90-89 approving a Conditional Use Permit,
Vesting Tentative Parcel Map #22634, and a Precise Develop-
ment Plan for a 2-unit condominium at 138-142 Manhattan
Avenue.
(b) Resolution P.C. 90-90 approving a Conditional Use Permit,
Vesting Tentative Parcel Map #22635, and a Precise Develop-
ment Plan for a 2-unit condominium at 144-148 Manhattan
Avenue.
(c) Resolution P.C. 90-91 approving a Conditional Use Permit,
Vesting Tentative Parcel Map #22636, and a Precise Develop-
ment Plan for a 2-unit condominium at 150-154 Manhattan
Avenue.
(d) Resolution P.C. 90-92 approving a Conditional Use Permit,
Vesting Tentative Parcel Map #22637, and a Precise Develop-
ment Plan for a 2-unit condominium at 158-160 Manhattan
Avenue.
(e) Resolution P.C. 90~96 approv ing a Conditional Use Permit
for off-sale general alcohol & adoption of a Negative Dec-
laration at 2510 Pacific Coast Highway, Lucky Store.

Resolution P.C. 90-102 approving a Precise Development Plan
for a two story retail building and adoption of an Environ-
mental Negative Declaration at 1414 Pacific Coast Highway.

5. Anyone wishing to address the Commission regarding a matter not
related to a public hearing on the agenda may do so at this
time.

Public Hearings
6. CUP 90-16 --Conditional Use Permit for off-sale beer and wine
at an existing establishment already licensed by A.B.C. and
adoption of an Environmental Negative Declaration at 828 Hermo-
sa Avenue, Jay's Market.
Recommended Action: To approve said Conditional Use Permit and
adopt the Environmental Negative Declaration.
7. CUP 90-18 --Conditional Use Permit for off-sale general al-
coholic beverages at an existing establishment already licensed
by Alcoholic Beverage Control, and adoption of an Environmental
Negative Declaration at 2 Hermosa Avenue, Marina Liquor.
Recommended Action: To approve said Conditional Use Permit and
adopt the Environmental Negative Declaration.
8. CUP 90-25 Conditional Use Permit for auto detailing and
adoption of an Environmental Negative declaration at 825
Pacific Coast Highway, Habash Auto Detailing.
Recommended Action: To deny said Conditional Use Permit
request.
9. VAR 90-7 --Variance to encroach into the 17' parking setback
and adoption of an Environmental Negative Declaration at 1734
Prospect Avenue.
Recommended Action: To approve the variance and adopt the En-
vironmental Negative Declaration.
10. F-4 --Environmental assessment for Farmers' Market at Hermosa
Avenue and 13th Street on public right-of-way and adoption of
an Environmental Negative Declaration (continued from 10/16/90
& 11/20 90 meetings).
Recommended Action: To recommend adoption of an Environmental
Negative Declaration to the City Council.
