A RESOLUTION OF 'fHE PLANNING COMMISSION -OF THE CITY OF HERMOSA
BEA.CH RECOMMENDING TO THE CITY COUNCIL CERTAIN ACTION PERTAINING
TO AN APPLICATION FOR ZONE AMENDMENT AFFECTING .PROPERTY LOCATED
ON MANHA.TT.AN AVENUE IN THE CITY OF HERMOSA BEACH, CALIFORNIA
THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH does resolve as follows:
WHEREAS, the Planning C.ommission did, on March 13., • 1961, at a duly
authorized hearing, adopt Resolution P. C. 154-316, denying the application
for zone amendment of Herbert E. Switzer to permit rezoning from R-3 to C-1
that·pr.operty located at 2719 Manhattan Avenue and described as Lots 13 and
15, Block 108, Shakespeare Tract; and
WHEREAS, the City Council, hearing this application on appeal, did, on
Apri,l 4, 1961., refer this matter back to the Planning Commission without
recommendation for a full hearing;
NOW, THEREFORE, BE IT RF.SOLVED that, in view of the findings during review
of this action, it is the recommendation of the Planning Commission th.at
this petition be denied for the reasons that this comes very close, if not
within., the understand:iiig of spot zoning, which is prohibited by the
ordinance; the area is not constituted by size, location or traffic,-
patterns, in light of the surrounding area, for connnercial. development,
and unless the Commission is prepared to grant C ( comme rcial) to all the
property up and down Manhattan Avenue from 27th Street to Longfellow, the
ch.a.nge to commercial should not be granted in this instance; and the
Commission should be concerned with the fact that this is a request for
C-1 (commercial), and must be considered in the light of any of the
classifications that are allowed in the C-1 development.
The foregoing resolution·was adopted by the Planning Commission at a regular
meeting held on April 10, 1961, by the following vote:
