RESOLUTION NO. P. C. 154-358
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH
DENYING A ZONE .AMENDMENT UPON CERTAIN PROPERTY LOCATED BETWEEN SECOND
AND HER.ONDO STREETS IN THE CITY OF HERMOSA BEACH, CALIFORNIA
THE PLANNING COMMISSION of the City of Hermosa Beach does resolve as follows:
WHEREAS, there was filed with this Commission, under the provisions of
Ordinance N. S. 154, application for zone amendment by Mamie, Inc., affecting
property located between Second and Herondo Streets and Valley Drive and
Monterey Boulevard, known as 400-Znd Street; and
WHEREAS, the Planning Conunission of the City of Hermosa Beach did on
February 13, 1962, conduct a duly advertised public hearing to consider this
application to permit remoning from.M to R-3 that property described as follows:
Parcel 1: Lots 1 and 2 in ~Block 75 and all of Block 76 of Second
Addition to Hermosa Beach, in the'-City of Hermosa Beach, County of Los Angeles,
State of California, as per map recorded in Book 3, pages 11 and 12 of Maps, in
the office of the County Recorder of said County, and also that portion of
First Street vacated lying between said blocks, bounded west by the east line
of the 50 foot right of way of the Southern California Railway and bounded east
by a line parallel with and 30 feet westerly, measured radially, from the west
line of the 100 foot right of way of said Southern California Railway, as
shown on sai.d map. EXCEPT from said Block 76, the southeasterly 15 feet thereof
measured at right angles to the svutheast line and also the northeasterly 15
feet thereof, measured along the southeast line of said block.
Parcel 2: That portion of the 50 foot right of way of the Atchison,
Topeka and Santa Fe Railroad (formerly Southern California Railroad) as shown
on map of said Second Addition to Hermosa Beach, extending from the south line
of Second Street, as sho-wn on said map to the east line of Monterey Boulevard,
80 feet wide. EXCEPT therefrom that portion described as follows: Beginning
at the intersection of the west line of said-right of way with the west line
of the Pacific Electric Railway right of way, 35 feet wide, as shown on said
map of Yeoman's Subdivision; thence southerly along said~st line of the Pacific
Electric Railway right of way to a line drawn at right angles to the center line
of Monterey Boulevard which passes through a point in the west line of said
Lot 1 in Block 92, distant southerly 40' from the northwest corner of said block,
thence westerly along said line so drawn at right angles to its intersection
with the west line of said Atchison, Topeka and Santa Fe Railway r.i.ght of way;
thence northerly along said west line to the point of beginning.
Parcel 3: Lot 13 of Yeoman's Subdivision of a portion of Block 91, of the
Second Addition to-Hermosa Beach, in the City of Hermosa Beach, as per map
recorded in Book 6, page 84 of Maps, in the Office of the County Recorder of
said County.
Parcel 4: That portion of Block 91 of Second Addition to Hermosa Beach,
in the City of Hermosa Beach, as per map recorded in Book 3, pages 11 and 12 of
Maps, included within that portion of the 35 foot strip of land marked ''Right
of Way" of Redondo Brick CoQ R.R. on the map of Yeoman's Subdivision recorded
in Book 6, page 84 of Maps, extending from the westerly prolongation of the
·-northerly line of Lot 13 of said Yeoman's Subdivision to the southwesterly prolongation of the southeasterly line of said Lot 13.

NOW, THEREFORE, BE IT RESOLVED that, in view of the findings at said
hearing, the Planning Commission does hereby deny this zone amendment
for the reasons as stated by specific members of the Cormnission (listed
below) on casting negative votes on the motion to grant, and for the
reason that the motion to grant did not carry the necessary votes for an
affirmative action.
The foregoing resolution was adopted by the Planning Connnission at a
regular meeting held on February 13, 1962, by the following vote1

CERTIFICATION
I hereby certify that the foregoing resolution, P. C. 154-358, was
adopted by the Planning Commission of the City-·of~Hermosa Beach at a
regular meeting held on the 13th day of Febru :y, 1962.

Dissenting expressions on motion to grant zone amendment:
Conun. Noble -I feel we need more evidence before us before we can render
a true and honest opinion on something of this nature.
Comm. Johnson -Section 1500 of Ordinance N. s. 154 provides that boundaries
of the zones established and the classification of property
uses therein or other provisions of the ordinance may be
amended whenever public necessity and convenience and general
welfare require, I see no necessity for more R•3 property
at the present time.
Comm. Hales - I would like to see further information furnished us in order
to know whether this is for public necessity, convenience and
the general welfare of the city.
Comm. Viaul t I feel we are premature in granting something if we do not know
what we are going to get. My inunediate concern is not whether
we rezone the property to R~3, but what we are going to get.
