ROLL CALL -Present! Absent! Connn. Noble, Viault, Black, Hales and Chairman Fredricks. Bud M. Trott, Chief Building Inspector. Connn. Johnson and Locken. Minutes of March 12 and 19, 1962, were unanimously approved. DEAN JOHNSTON Continuation of public hearing on petition of Dean Johnston to divide into two 30'•wide lots,Lots 149, 150 and 10' of 151, Walter Ransom Company's Redondo Home Tract, 1218-ZOth Street. Petitioner asked that this item be postponed until later in the evening, awaiting arrival of his attorney, Mr, Auten Bush. JACK A.iJ°D . BETTE J. WISE Public hearing on application for zone variance of Jack and Bette Jo Wise to permit a fence on the north property line to be 7'2" high in lieu of 6'; south side gate and fence extending from·house to property line to be 7' high in lieu of 6', at 2210 Strand, Lot 2, Block 23, Hermosa Beach TractD A letter approving the petition from Jghn Lo and Margaret Eo Breimer, owners of adjacent property, was read by the secretary. Mr. Wise spoke on behalf of his petition, calling attention to the conditions at his locality. It was voted unanimously to grant the petition on motion by Comm. Hales, seconded by Connn. Noble, and on motion by Conun. Hales, seconded by Comm. Noble, Resolution P. C. 154-368 was unanimously adopted, granting the petition for the reasons that this adjustment will assist in a small way to control the juvenile and a.du.lt delinquent situation; it does not detract from the neighbor.;.. hood,and imposes no hardship on any of the neighbors. • Comm. Viault -For the record, I do not believe the delinquency problem is a valid reason, but I still believe it is no hardship to grant it. ROBERT I. HOLT Public hearing on application for zone v•iance of Robert I. Holt to permit a 61 7" high sightwscreen on top of an e.ti.sting 6'10" retaining wall in patio area on south property line, and a Gt7n sight-screen on the retaining wall approximately 4' high in the patio area on the easterlt property line, at 220••25th Street, the west one~half of Lots 13 and 14, Tract 1031. Mr. Holt spoke on behalf of his petition and submitted a letter of approval signed bi Mrs. Pearl G. Richardson, 2465 Myrtle Avenue. An adjacent neithbor, Mrs. Davis, objected to the variance. Comm. April 9, 1962 On motion by Conunissioner Viault, seconded by Commissioner Hales, Resolution P. c. 15,4...369 granting the petition for the reasons that the sight - screen is not detrimental to the general plan, nor does i t adversely a_ffect any of the neighboring parties for a view or obstruction of thei r property, those stipulations contained i n ·the letter from Pearl G. Johnson and Locken. DEAN JOHNSTON At this time , Mr. Auten Bush, attorney for petiti oner, arrived, and t he Cormnis sion considered this item, postponed from earlier i n the evening. The secretary read a ruling by the City Attorney to the effect that the action of the Planning Connnission on April 4, 1958; establishing the subject property as one parcel by Resolution P. C. 15~31, is lawful and within t he jurisdiction of the Planning Commission. A letter from the Chief Building Inspector to the City Attorney, asking for a ruling in this matter, was also read, as was a petition submitted opposing the proposed lot split. Mr. Bush pointed out that ther e was nothing of r ecord that would put a buyer on notice relative to the earlier decision and argued·that the Commission cannot impose restrictions in excess of the ordinance, and that the zoning map indicates what the classification is pertaining to delineated lots. Opposing the petition were Mr. Robert Ulrich, 1211-ZOth Street, and Mrs. Chloe Wilson, own.er of adjacent property. On motion by Col'lllll. Viault, seconded by Comm. Hales, it was unanimously voted to deny this petition, and Resolution P. C. 154-370 was adopted unanimously, denying this vari ance for the reason that the lot split as proposed would again create substandard lots which previously had been co,nbined to a standard l ot, and it would be a detriment to t he area, on motion by Comm. Viault, seconded by Comm. Noble. Comm. Noble -Feel the opposition of the cit izens in the immediate proximity to the sub ject property is very valid and would certainly be taken into considerati on as a reason for denying this request. Comm. Hales -I do not believe it to the welfare of the city to continue the use 0£ substandard lots. Chairman Fredricks ... I think we are bound as a Pl anning Commission by the previous resolution which was assented to by the then pr operty owners. Planning Commission 3 April 9, 1962 GEORGE F. RICKERT Public hearing on application to amend N. s. 160, adopting Precise Plan No. 1, by permitting an addition of 1080 square feet to existing cabinet shop at 136 Hi~l Street, Lot 18 and the southerly 15' of Lot 16, Tract 256, providing parking for six cars, George F. Rickert applicant. Mr. Rickert was advised that approval of his petition would require a unanimous vote of the five members present, and the hearing was postponed until the regular meeting in May. R. LUMBERT.., Lot Split Review of proposed lot division of Lot 55, E, B. Smith Tract, into two lots, eachibg having more than-4,000 square feet and a 40' width, at 1517 Prospect and 1516 Campana, for Mr. R. Lumbert, who was present to speak on behalf of his petition. Connn. Viault moved that the petition be granted. Comm. Hales seconded the motion, which carried as follows: AYES: NOES: ABSENT: Connn. Viault, Black, Hales and Chairman Fredricks. Connn. Noble. ColIDll. Johnson and Locken. Comm. Hales moved adoption of Resolution P. C. 154-371 granting this lot di vision with the provision that an easement be granted to carry a sewer line from the easterly lot through and upon the westerly lot, for the reasonsthat the two lots meet the 4,000 minimum requirement, there is no objection from any of the neighborhood on this lot split, and the lots would be in keeping with lots in the neighborhllod. RODECKER ~ Lot Split Review of proposed lot division by F. 1H. Rodecker:, dividing the parcel of Lot 9, Block 71, Second Addition to Hermosa Beach, measuring approximately 108' x 1301 and located at the southwest corner of Valley Drive and 20th Street, into three parcels, each having more than 4,000 square feet and a 40' width, Parcel 1 at 590""'2.0th Street, Parcel 2 at 1937 Valley Drive, and Parcel 3 at 1947 Valley Drive. The Secretary read l etters i n opposi tion from Johnie.A. and Phyllis J. Jones, 595-20th Street, Robert E. Ackerman, 588-20th5~;~eet, Jack ana Diana Miller, 575-20th Street, Robert R. and Annie L. Winters, 20th Street, Bernard w. and Jane s. Baron, 1948 Vall:ey Park Avenue , and Carl and Mary Dunlap, 581-20th Street. Speaking on behalf of the petition were the applicant, Mr. Rodecker, and Fred Kerwin, realtor. Opposing were Mary Dunlap, Robert E. Ackerman, Mrs. Li.vergood, 57l-20th Street, Robert R. Winters. Planning Connnission Rodecker Contd 4 April 9, 1962 Comm. Hales moved that the Connnission recommend that the property be again revieved to see if the land could be divided into two portions to prove equitable to the owner and more compatible to the neighborhood. There was no second, and the motion was withdrawn. Chairman Fredricks moved that the proposed lot division be approved. Comm. Noble seconded the motion, which failed to carry by a unanimous vote. GUY AND DOROTHY BOlES Reconsideration of Guy and Dorothy Boles' request for variance to permit substandard size apartment at 1660 Monterey Boulevard, on instructions from City Council to consider use of unit for a limited period of time. Applicants were not present, and Chitirman Fredricks ordered this item continued until the next regular meeting and requested that applicants be notified. GRID NOLL -Parking Determination Letter from Building Inspector asking parking determination for proposed 234 square foot addition to e:ici.sting 1961 square foot structure at 1402 Pacific Coast Highway for Greg Noll, whose sketch-provided for eight stalls. on motion by Comm. Noble, seconded by Comm. Hales, it was unanimously voted to approve the parking proposed with the proviso that the parking area be black topped with proper drainage, in compliance with the zoning ordinance on parking. Mr.· Noll and Jack Wise, contractor, were present. LEARNED LUMBER -Parking Lot Letter from Building Inspector asking review of proposed parking lot on Lot 4, Tract 8525, 731-6th Street, zoned R-P (C potential) for Learned Lumber. Mr. I.earned explained the purpo-se for the lot is to provide parking for customers of the lumber company. Connn. Noble moved the request be granted subject to compliance with the zoning ordinance. Seconded by Comm. Viault, the motion carried unanimously. STAN'S LIQUOR STORE• Parking Determination Letter from Building Inspector asking parking determination for proposed addition to Stan•s Liquor Store at 3232 Manhattan Avenue. Mr. Stan Weller spoke on behalf of approval of the plot plan submitted. Comm. Noble moved that the plan be approved with the proviso that the proposed extension of the existing structure be l~mited to warehouse facilities only and office space as indicated on the plari and any change from storage area into retail would have to be brought back before the Commission for parking determination. Comm. Black seconded the motion, which carried by the following vote: AYES: NOES: ABSENT: Comm. Noble, Black and Chairman Fredricks. Comm. Viault and Hales. Comm. Johnson and Locken. . , . STUDY OF SOUTHWEST AREA -City Council's Action Letter from City Clerk advising of }he City Council ts instructions to the Planning Commission 5 April 9, 1962 city staff, as they have time, to conduct a study, without expenditure of additional funds, of the southwest area of Hermosa Beach, making a report by July 1, 1962. Motion to receive and file this letter was made by Comm. Black, seconded by Connn. N0ble, and unanimously approved. Comm. Hales commented that he had taken aerial photographs of this area, which would be available to the city staff. JACOB ROSENKRANTZ -Parking Determination Request for parking determination for proposed manufacturing building on Lots 1, 2 and 3, Block V, Tract 2002, 721 Cypress, by Jacob Rosenkrantz. Comm. Noble moved that a letter be written to the Building Department accepting the parking according·to the plot plan submitted by the applicantQ Connn.
