Johnson, Viault, Black, Locken, Hamilton and Chairman Hales. Bud M. Trott, Chief Building Inspector. Absent: Comm. Noble (who was seated at the beginning of the discussion) • .AMENDMENT OF RESOLUTION P. C. 154-366 (R-4 HIGH-RISE) This i tern was postponed· from the July 9, 1962, regular meeting. City Council action of June 19, 1962, concurred in recommendations ind interpretations of Commission relative to high,-.rise standards, made by Commission on May 28, 1952. The Council recommended that the Commission consider incorporating these changes into the text of the ordinance by amending Resolution P. C. 154-366, and referred for study a subsection "E" under Section 753 that would· provide that variations in standards not allow any reduction of the street widths. It was agreed to consider the proposed changes item by item, all changes being unanimously approved. Connn. Black expressed bis opinion that Section 753 should require a majority vote for variances rather than a twot;thirds vote. The Commissioners discussed this point, and it was the general feeling that the Commission should be allowed to vary the standards, but it should be ti'ghtened down so that the Commissioners would be in accord if variances were requested. The suggested subsection "E" und<'n' Section-753 was considered, and on motion by Chairman Hales, seconded by Comm. Black, it was unanimously agreed that a letter be written to the City Council in answer to their June 20 letter to the Commission, to the effect that the Commission has studied the last paragraph of the letter in reference to a study of subsection 11E11 under Section 753 that would provide that Variations in Standards not allow any reduction of the street widths, and it is felt by the Commission that the safeguards already built into Secti 011 7 53 are adequate to safeguard the interests of the developer, the adjacent property owners and the community in general, plus the additional safeguard of Section 751-L. Chairman Hales moved that the specific items as discussed relative to proposed amendments to the zoning ordinance N. s. 154, adding an R~4 High-Rise article, be accepted. The motion, on second by Comm. Black, was unanimously approved. Comm. Noble moved adoption of Resolution P. C. 154-388 amending Resolution P. C. 154-366 as reconmended at the May 28 meeting, and reconnnending to the Council that a clause be written into this section of the ordinance to permit changes to be made in it in a manner prescribed by Section 1500 of N •. s. 154. Comm. Locken seconded the motion, which carried unanimously. MAMIE 2 INC., PROPERTY This item was postponed from the July 9 regular meeting. Resolution P. c. 154-367 had denied r ezoning of the Mamie , Inc., property to the proposed R ... 4 zone. The City Council by action on July 3 requested reconsideration of reclassification in t he light of advice of legal counsel of the city. Planning Commission Mamie, Inc., Contd 2 7/16/62 Mr. Trott outlined on the zoning map the property under consideration, calling attention to that zoned for manufacturing and that zoned R-3. Mr. Ronald Moran was present and stated that the land zoned M was the area he was interested in for the R-4 zone. He added i f the property owner s along Monterey wanted R-4, he would be willing for his R-3 property to be included, but anything beyond the request to change t he M property i s of a nature simply taking additional property for the R-4 zone. Comm. Noble moved that the Cononission-hecommend to the City Council the rezoning from M to R-4 of the Mamie, Inc., property, eliminating the R-3 zoned areas. The motion was seconded by Comm. Viault and carried as follows: AYES: NOES: ABSENT: Comm. Noble, Viault, Bl ack, Locken1 Hamilton and Chairman Hales . Comm. Johnson. None. Comm. Noble then moved the adoption of Resolution P. C. 154.--389, reconunending to the City Council the reclassification of those certain properties owned by Mamie, Inc., and zoned for manufacturing to a new zone of R-4, in view of t he City Attorney's letter._ Comm. Viault seconded the motion, which carried as follows: AYES: NOES: ABSENT: Comm. Noble, Viault, Black, Locken, Hamilton and Chairman Hales . Conun. J olmson. None. aESOLUTION OF RECORD P. C. 154-4 Letter from City Clerk dated June 20, 1962, advising of City Council· approval. of Resolution· of Record No. -Po ~. 154-4, at June 19 meeting, on motion by Connn. Viault, seconded by Comm. Noble, was unanimously rece~ved and filed. *** Chairman Hales announced the appointmBit:t of Comm. Black as reading secretary, Comm. Noble t o continue as the representative on t he Southwest Area Pl~ Committee, and Comm. Johnson on the Intercity Highway Collllllittee. Comm. Johnson said he had served on this committee _in the past and asked the Chairman to appoint another member, whereupon, Comm. Hamilton was appointed. The Chairman ann<_:nmced the resignati on of Comm. Locken, stating that this would be his last attendance. He thanked Comm. Locken for his services rendered and expressed the wish that Comm.. Locken might again have a chance to serve. Mr. Bill Shepherd, Chamber of Commerce Secr etary, asked that the recor d show, i n regard to Conun. Johnson's service with the Intercity Highway Connnittee, that he attended the meetings and contributed.,iveatly toward the cause. He congratulated Comm.
