ROLL CALL: Present -Comm. Black, Hamilton, Johnson, Viault and Chairman Hales. Absent -Connn. Noble and Miller. Present -Bud M. Trott, Building Inspector John Stevens, City Engineer Conmt. Miller took h.i..s place at the start of the discussion on the R-3 proposition. Minutes of the September 11, 1962, meeti ng were unanimously approved. R-3 LAND AREA REQUIREMENT Continuation of public hearing on proposed land area requirement per unit in R-3 zone. Speaking in opposition to the proposed 900 square foot requirement were Mr. Eloe, 3430 Hermosa Avenue; T. J. Baron, 947-951 First Street; Charles Rick, 1454 Manhattan Avenue, Jake Dukes, 958-lst Street Discussing the subject amongst themselves, after the Chairman closed the public hearing, Comm. Miller expressed bis opinion that there should be a sliding scale, a variable density due to the proximity to the ocean, and Conun. Black suggested taking the matter under advisement. Comm. Johnson moved that the land area requirement be set at ~00 square feet. Connn. Viault seconded the motion, "which carried as follows: AYES: NOES: AB.SENT-: Comm. Black, Hamilton, Johnson, Viault and Chairman Hales. Conm. Mille~. Comm. Noble. Coiran. Johnson then moved adoption of Resolution P. c. 154-3Y8 recommending amendment of Zoning Ordinance N. s. 154 by adding Sections 608 and 708, each reading n10T AREA PER DWELLING. The minimum lot area per dwelling unit shall be not less than nine hundred square feet.11 For the reasons that it is desirable to control the living units per lot area, as it is felt that this will also help t11 control the parking problem which is becoming unmanageable, and will bring about a variety of apartments, two and three bedrooms, rather than all one bed- rooms; the R-2 area contains a lot area per dwelling unit requirement, and it is fhe feeling of the Planning Commission due to the possible addition of an R-4 zone, also requiring a lot area per dwelling unit, that our ordinance should be brought into conformity, and that all the zones have a lot area per dwelling unit requirement. The motion was seconded by Comm. Viault and carried as follows: AYES: NOES: ABSENT: Comm. Black, Hamilton, Johnson, Viault and Chairman Hales. Comm. Miller. Comm. Noble. Planning Commission WILLIAM F. BAHNER 2 October 8, 1962 Public hearing on request for zone variance to permit division of Lot 54, E. B. Smithts Replat, 1531 Prospect Avenue, into two parcels, having frontages on Campana Street of 74.20' and 38.25' respectively, and less than the required 4 ,ooo square feet for each parcel, by William F. and Margaret L. Bahner. Mr. Bahner and partner, Mr. J.E.Gazda, spoke on behalf of the petition, submitting plot plan showing the 38.25' parcel vacant and arguing its suitability as a building site for a single-family residence. Plans for a proposed dwelli ng were also made available to the Commission. Conan. ,i.r,Yd.aili moved that the variance be granted. The motion was seconded by Connn. Hamilton and carried as followst AYES: NOES: ABSENT: Canon. Hamilton, Miller, Viault and Chairman Hales. Comm. Black and Johnson. Comm. Noble. Comm. Viault then moved adoption of Resolution P. C. 154-399 granting the variance for lot division as shown on the survey as submitted for the reasons that although the property is lacking by 1'911 the 40' width and approximately 500 square feet in overall area for the southerly parcel, it has been shown to be an adequate building site for the purposes of R-1 development; and further it would be a hardship on petitioner to deny the variance and have the land stand vacant; the lot has access from two sides t·rom adjacent streets, and there is a 10' parkway on the Prospect side of the southerly lot, and the l andscaping can be developed in a norm.al manner for a legal sized lot, and for all appearances this lot would be practical to build on. Comm. Hamilton seconded the motion, which carried as follows1 AYES: NOES: ABSENT: Conm. Hamil ton, Miller, Viault and Chairman Hales. Comm. Black and Johnson. Carran. Noble. HUBERT W. JORDAN Public hearing on request for zone variance to permit second unit addition ( over 40%) to existing dwelling having easterly sideyard of 2'6" in lieu of required 3', addition to conform to ordi nance requirements, on R-3 lot at l34-28th Street, Lot 12, Block 108, Shakespeare Tract, of Hubert W. Jordan. Mr. Jack Wise, local contractor, represented the petitioner. On motion by Conim. Viault, seconded by Comm. Hamilton, the variance was wianimously approved, and on motion by Comm. Viault, seconded by Comm. Hamilton, Resoluti on P. C. 154-400 was unanimously adopted, granting the variance, provided the new structure conforms to the .zoning requirements :t'or sideyard and front yard and attachment to the existing structure, for the reasons that the existing structure could not be required to be improved, the new structure would conform, and therefore there is no additional hazard to safety or fire protection, and it would be in keeping with the development of the adjacent neighborhood. Planning Conmtlssion 3 October 8, 1962 WM. D. SACHAU, ET AL Public hearing on request for zone change and adoption of precise plan by William D. and Grace C. Sachau, Grace C. Knight and Hermosa Heights, Inc., changing from.R-1 (C poetntial) to C-3, Lot 6, except the northerly 80' and except the westerly one acre, Block 83, ?second Addition to Hermosa Beach. Mr. Sachau and representative of Hermosa Heights, Inc., were present to answer questions as to their proposed development. Comm. Viault moved approval of the zone change and adoption of the precise plan. Colllll. Hamil ton seconded the motion, which carried unanimously, and Comm. Viaul t then moved adoption of Resolution P. c. 154-401 reco:rmnending to the City Council the adoption of the precise plan and amending the zoning map as set forth, with the provision that curbs, gutters and sidewalks will be provided along the southerly side of Artesia Boulevard from the westerly property line eastward to the existing curb, gutter and sidewalk at the corner of Prospect and Artesia, and that the parking lot and the driveway accesses to the public highways be approved by the City Engineering Department prior to the granting of a permit for a building, the reason being· that all requirements of the C-potential have been metj the parking requirements are adequate, and it does develop in toto a parcel of land as was the intent in the original C-potential zone. Comm. Hamilton seconded the motion, which carried unanimously. CIDJRCH OF THE NAZARENE Public hearing on request for conditional use permit by the Church of the Nazarene to permit Lots 5 and 6, Block 1, Tract 6851, 729-llth Street, zoned R-2, to be used for parking for the church located at 720-llth Street. Rev. Wayne C. Jones and Mr. Unfried, owner of adjacent property to the west and a member of the church board,spoke on behalf' of the petition. Motion by Comm. Johnson, seconded by Comm. Miller,to grant the petition carried unarumously, and on motion by Comm. Johnson, seconded by Comm. Black, Resolution P. C. 154-402 was unanimously adopted granting the petition, the parking layout to be subject to approval of the Building Department, !'or the reason that it is desirable to have parking lots for churches. LYNDON J. KOONTZ Pub~ic hearing on request for zone variance by Lyndon J. Koontz, to permit division of six 25' lots into four 37.5' lots, at 720 Longfellow, Lots 110-115, Southern California Convention Hall and Marine View Park Tract; Lots 111 and 114 to be evenly divided each into two parts, thus increasing adjacent lots to a width of 37.5' each. Petitioner was present, and after a briet· discussion, the request was unanimously granted on motion by Comm. Johnson, seconded by Comm. Hamilton. Comm. Johnson moved adoption of Resolution P. C. 154-403 granting the variance, and the motion on second by Comm. Viault, carried unanimously, for the reason that it is much more desirable to have 37.5' lots rather than 25' lots. Planning Conn,tission PETER PRIAMOS -Sign 4 October 8, 1~62 Letter f rom Building Inspector asking review of sign t 'or Peter Priamos at 1901 Pacific Coast Highway. Miss Priamos was present to answer questions from the Conunission, and on motion by Comm. Viault, seconded by Comm. Hamilton, it was unanimously voted to approve the advertising structure and location. RESOLUTION OF RECORD P. c. 154-5 Letter from Walter Slike asking clarification and interpretation of Resolution of Record P. C. 154-3 relative t o the sale, rental and storage oi' surt·boards1 and the i ntent pertaining to minor repairs. Mr. Slike and partner, Mr. Wells, were present. Mr. Slike pointed out on a surfboard the "dings" that required repairing, necessitating very minute tiling and filling, _larger and more serious damages being turned over to surfboard manufacturers for repairs. Comm. Miller moved that the interpreted intent would be to allow very minor repairs to surfboards, all such repairs to be done inside the premises by an employee of the firm, i n t he C-1 zone. Comm. Black seconded the motion, adopting Resolution of Record P. c. 154-5, which carried unanimously. WIISHIRE OIL COMPANY -Sign Letter f rom Building Inspector asking review of sign for Wilshire Oil Company at 1131 Pacific Coast Hi ghway. The structure was unanimously approved on motion by Comm. Vialllllt, seconded by Comm. Miller. It was unanimously agreed to receive and file copies of letters from Registrar of Voters to 't'city Clerk and Department of Alcoholic Beverage Control to City Manager; aiso •City Manager's l etter to League of California Cities re alcoholic licenses. The City Engineer discussed with the Commission the Sidewalk Deficiency and Impr ovement Report submitted by his department. Also receivi ng attention was the proposed widening of Herondo Street, and on the Chairman's suggestion, it was unanimously agreed that a letter be directed t o Southern California Edison Company asking for a report on that company's studies and review of the alternate proposals. Announcement -October 15, 7:30 p.m. Workshop Meeting t o discuss proposed parking ordinance. Regular meeting in November to be held on Tue_sday, November 13.
