HomeMy WebLinkAboutPC_Minutes_1962_11_13MINUTES OF A REGUIAR MEETING OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, held at the City Hall in Hermosa Beach, California, on Tuesday, November 13, 1962. ROLL CALL! Present -Comm. Black, Hamilton, Viault and Chairman Hales. Bud M. Trott, Chief Building Inspector. John Stevens, City Engineer. Absent -Comm. Johnson, Miller and Noble. Comm. Noble took his place after approval of nunutes. Minutes of the October 8, 1Y62, meeting were unanimously approved. Chairman Hales informed the Commission of the ABC decision granting a beer license to Magoo's, 133 Hermosa Avenue, so long as a bona fide restaurant is operated. JAMES EDGERTON -Lot Division Review of petition of James-Edgerton to divide into three parcels with minimum 40' frontages and 4,000 square feet, a portion of Lot 1, Block 82, Second Addition to Hermosa Beach, 630 Porter Lane, zoned R-1. Mr. Edgerton spoke on behalf of his petition, cR-~ did Mr. Percy Hope, local real tor. Qflestioned as to the width of Porter Lane, the City Engineer advised that the deeded width is 20', and to the west of the subject property there is an additional 10' which was dedicated to the city in the formation of Tract No. 1~846, extending from the westerly edge of Mr. Edgerton's property. The city has no present plans to make this street a uniform JOT.width. If the present applicant agreed to give 10' in front of his property, there would still be a bottleneck to the east where the street is 20' wide. Mr. Edgerton asked that the record show that during the recent controversy over the amendment to the zoning ordinance permitting high-rise a_partments, rumors were started in his neighborhood that he intended to develop his land in this manner, creating opposition to the amendment, and that he had never had any intention for any development except R-1. Comm. Viault moved that the petition be granted. Comm._ Hamilton seconded the motion, which carried c1lllail:irilousl."Y. EIBNOR W. BOICE Public hearing on application for zone variance of Elenor W. Bo.ice to permit minor structural alterations, consisting of sliding glass door installation, on the lower floor of an existing duplex, having an existing single garage, in a C-2 zone, comprising a nonconforming structure with nonconforming use, at 77-14th Street, Lot 27, Block 15, Hermosa Beach Tract. Applicant was present speaking on behalf of her petition, and on motion by Comm. Viault, seconded by Comm. Noble, the petition was granted by a unanimous vote. Resolution P. C. 154-404 was then adopted on motion by Comm. Viault, seconded by Comm. Noble~ by a unanimous vote, granting the petition for the reason that it does not alter the use of the building and will not prolong the use of this building to the detriment of any future master planning for that area. Planning Commission 2 11/13/62 PAUL J. HARBACH Public hearing on application for zone variance of Paul Jo Harbach, to permit, for one year use, conversion of two-garages at 1029 Pier Avenue into office for rental business at 1035 Pier Avenue, Lot 1, Byerly Tract; seven units with remaining five garages at 1029 Pier on Lots 1 and 2, Block 1, G. G . .Allen Tract, comprising a nonconf'ormi.ng use in a C-3 zone. Applicant was present speaking on behalf of his petition. He is in the provess of moving his rental business to new quarters outside the city and plans on a temporary use at 1035 Pier, However, he said, if the business went well, he would continue it for small rentals. Comm. Roble moved that the request be granted. Seconded by Connn. Hamilton, the motion carried unanimously, and Resolution P. C. 154-405 was unanimously adopted on motion by Comm. Noble, seconded by Comm. Viault, permitting petitioner to establish a new use which is conforming while there now exists a nonconforming use on the property, allowing for one year's use the conversion of two garages at 1029 Pier Avenue into an office for a rental business at 1035 Pier Avenue, as it has been shown to the Commission that a severe hardship would be rendered to the applicant if this variance were not granted due to the time element involved with the new rental quarters in another area; this will not change the overall parking circumstances because of the non-use of one garage of substandard size; and there are spaces for at least four cars for offstreet parking. . . PAUL J. HARBACH -Advertising Structure Review of proposed double-faced sign 34" wide by 13' high, plus a 21611 by 6'2" sign, 12t above grade to the bottom of the sign, for Paul J. Harbach at 1035 Pier Ave. Comm. Viault moved that a letter be written to the Building Inspector approving the sign with thefprovision that there be no rotating or blinking lights on the sign. Connn. Hamil ton seconded the motion. -Prior to a vote, Chairman Hales questioned .. the location of the sign on the property, Mr. Harbach advising that the sign would. encroach over the sidewalk. The vote on the motion was unanimous for approval. . . .. PAUL J. HARBACH -Parking Determination Request for parking determination for 832 square foot, open roofed canopy for rental business for Paul Harbach at 1035 Pier Avenue. No heavy equipment would be on the lot, Mr. Harbach said. It was unanimously agreed, on motion by Comm. Viault, seconded by Comm. Black, that three parking spaces be required on the basis of one space for every 300 square feet of structure and that the parking be so arranged that a turnaround can be accomplished on the property to preclude backing out onto Pier Avenue, said parking to be reviewed and approved by the City Engineer. PERCY R G HOPE Public hearing on application for zone variance of Percy R. Hope to add over 40% to an existing dwelling that has a 2'611 northerly sideyard in lieu of required 3', in an R-1 zone, at 3108 Strand, Lot 27, Block 1, Shakespeare Beach Tract. Applicant and Mr. Bill Goddard, 3131 Strand, spoke in favor of the petition.n Local contractor, Don Grannis, explained features of the proposed construction, which would tie in directly with the existing residence. The petition was granted by a unanimous vote on motion by Comm. Noble, seconded by Comm, Black, and Resolution.P. c. 154-406 was unanimously adopted on motion by Comm. Noble, seconded by Comm. Hamilton, granting the variance, and requesting that an affidavit be recorded with the County Recorder's Planning Commission Percy R. Hope Contd 3 11/13/62 office that it will not be used for separate rental purposes and will be used in conjunction with the existing single-family house, for the reasons that the new building will conform to the present zoning setback requirements, and the intended use does not conflict in any way with the 2'611 northerly sideyard setback of the existing structure. A.G. ISGREEN -Parking Determination Letter from Building Inspector requesting review of application of Mr. A.G. Isgreen, 1120 Pier Avenue, to erect a restaurant and cocktail bar, 4070 square feet on first f1.oor, and banquet room of 1930 square feet on second floor, making a total of 6000 square feet, on Lots 5, 6, 7, 14, 15 and 16, Block 149, Redondo Villa Tract, thirty offstreet parking spaces, one for every 200 square feet of floor area, being provided. Mr. Isgreen was present, explaining that no trash area had been developed at this time. Comm. Viault moved that the parking plan submitted be approved with the provision that there be a minimum or' 29 parking stalls and adequate space for trash storage. He asked to revise the motion,calling for 28 parking stalls to provide more space for the trash. Comm. Black seconded the latter motion, which carried unanimously. TOMMY.B. ROBBINS -Parking Radius Letter from Building Inspector requesting review of parking for Tommy B. Ro.bbins for proposed 3-car garage with apartment above on rear of property located at 903-Sth Street, southwest 40, of the northeast 80' ot Lot ~, Block 85, Second Addition to Hermosa Beach. Plot plan submitted showed a 10' driveway with 241 between new construction and existing dwelling centrally located on lot. After discussing desirable turning radii1 Comm. Viault moved that a letter be directed to the Building Inspector requ,esting the 10' driveway with a zgt rear maneuvering space to provide for this new cunstruction. He stated that the original investigation, when the Connnission began a study for an offstreet parking ordinance, determined for this tYJ)e of access, it takes 29' to turn the car around unless they are to back down the 150' -10' driveway and back out onto 5th Street, and felt it was not to the advantage of the city to continue the proposed minimum type of space, that 24' is totally inadequate to do the job that should be done for residential construction for interior turning radius. After turther discussion, Collllll. Viault withdrew his original motion and moved that the radius be established according to the standards proposed by the City Engineer January 3, 1961, for rear yard garage parking. The motion was seconded by Comm. Hamilton. Prior to a vote, City Engineer Stevens stated that the standards were worked out for a sweep turn; for this reason the Commission had not adopted these figures, as they felt there was not any reason for that great amount of ease to get into a garage. The motion carried as follows: AYES! NOES: ABSENT: Comm. Black, Hamilton, Noble and Viault. Chairman Hales -for lack of an established precedent. Comm. Johnson and Miller. Planning Commission 4 11/13/62 ENGLISH REALTY COMPANY -Parking Determination English Realty requests review of parking for 960 square foot office building, minimum oI six o:tfstreet parking spaces to be provided, at 2142 Hermosa Avenue, Lot 5 and the north 20' ot Lot 4, Block 31, First Addition to Hermosa Beach. Mr. English was present to discuss his proposed construction. Comm. Viault said the plot plan shows six ot'fstreet spaces off of Palm Drive and that conceivably they could not grant the use of spaces off of Hermosa Avenue. Mr.English explained that he was providing voluntarily six spaces on the ground level, and asked what would be acceptable off of Hermosa Avenue. Comm. Viault felt that the tendency was to say there is more than adequate parking, and yet because of its physical size, the angle parking as such lends itself not to driving out forward on Hermosa but backing out, and considering the use for which the property is planned, there will be all sorts of cars parking in the area. Mr. English pointed out a 3-phase plan: 1 -to get walls in to protect the adjacent property; 2 -his business requires a larger office than they have at the present time; and 3 -the value of the ground is fantastic and the proposed office space will probably not suffice for his business, at which tl..Ille they will move to larger offices, and because the walls would be in, they would probably construct multiple units on the property. Comm. Noble moved that a letter be directed to the Building Department establishing the parking at a minimum of five parking spaces, the turning radius to be established by the Building and Engineering Departments as set forth in the offstreet parking standards. Comm. Black seconded the motion, wluch carried as .follows: AYES: NOES: ABSENT: Comm. Black, Hamilton, Noble and Chairman Hales. Comm. Viaul t. Comm. Johnson and Miller. PRELIMINARY SKETCHES FOR PIER DEVELOPMENT Letter t·rom City Manager submitting preliminary sketches for land use and ultimate development of pier and beach area for review and comment. Mr. Harris and Mr. Stevens discussed the sketches with the C_ommissioners, and it was unanimously agreed, on motion by Comm. Noble, seconded by Comm. Black, that a letter be addressed to the City Council advising that the Commission had reviewed the plans and acknowledged the fact that the engineers have done a sincere and diligent job in developing the program of the entire pier development, and that an analysis shows that the provisions appear to be adequate in all respects. INTERIM ZONING ORDINANCE AFFECTING R-3 USE Comm. Viault called attention to Ordinance N. S. 251 prohibiting construction in R-3, R-P and C-1 zones until the Council can make a determination on the Commission's recommendation for a 900 square foot land area requirement per unit for multiple construction. It was his opinion, since the R-4 zone is not an issue1 that more time should be given to a study of this proposed amendment and that the YOO figure is not the best figure. He suggested meeting with the Council in a workshop meeting. It was the consensus 01 opinion that the Council would refer the matter back to the Commissiun if not satisfied with the ~00 figure. Planning Commission 5 11/13/62 WORKSHOP MEETING Chairman Hales announced a workshop meeting to be held Monday, November 1~, for the purpose of continuing the study on the proposed offstreet parking ordinance. Mr. Harris announced a conference in Pomona, a Mayors' Mall Institute, on November 16 and 17, to which the Commissioners were invited .. ADJOURNMENT AT 11:30 P.M. Paul Bl ack, Secretary r
