HomeMy WebLinkAboutPC Resolution 91-30 - (2467 Manhattan Ave),, 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION P.C. 91-30 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, CALIFORNIA, APPROVING A REQUEST TO ADD 99 SQUARE FEET TO AN EXISTING NONCONFORMING USE (A DUPLEX ON R-1 PROPERTY) WITH ONLY ONE PARKING SPACE, PURSUANT TO SECTION 1162(B) THE ZONING ORDINANCE, AT 2467 MANHATTAN AVENUE, AND LEGALLY DESCRIBED AS THE EASTERLY 42 FEET OF LOTS 12 AND 13, BLOCK 29, FIRST ADDITION TO HERMOSA BEACH TRACT WHEREAS, the Planning Commission held a hearing on May 7, 1991, regarding an application, pursuant to section 1162(B), to allow a 100 square foot addition to a nonconforming duplex in the R-1 zone, with only one parking space and made the fol lowing findings: A. The applicant is proposing to remodel an existing nonconforming duplex in accordance with Section 1162 (B) which al lows an addition of not more than 100 square feet when there is less than one parking space per unit, and requires Planning Commission approval in the case of nonconforming uses; B. The open area to be filled in with additional floor area does constitute usable open space as it does not meet minimum dimensions, and it is not very usable as open space as it is enclosed on three sides; C. The addition and remodel are consistent with the intent and goals of Article 13 of the zoning ordinance pertaining to the remodeling of nonconforming uses and structures; NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Hermosa Beach, California does hereby approve a request, pursuant to Section 1162(B) of the zoning ordinance, to allow a 99 square foot addition to an existing nonconforming structure subject to the following conditions: -1 - ,, 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 1 . The proposed development shall be in substantial conformance with submitted plans. Any modifications shall be reviewed and approved by the Planning Director. 2. Prior to the issuance of building permits, submitted building plans shall clearly show that lot coverage does not exceed 65%. 3 . The project shall comply with the provisions of Article 13 of the zoning ordinance. 4. The garage shall only be used for the parking of vehicles and shall not be converted to additional floor area. Prior to the issuance of building permits a covenant shall be recorded with the deed stating that the garage is for parking purposes only and shall not be converted for additional floor area. 5. A landscape plan shall be submitted indicating size, type, and quantity of plant material for review and approval by Planning Director. a. b. VOTE: 24" box tree should be provided. Caution shall be taken to not significantly obstruct views from adjacent properties.
