Hermosa Beach, California, in the Council Chambers at 7:30 p.m., on Monday,
Hay 6, 1968
ROLL CALL -Present: Comm. Noble~ Reeves, Boice, Hamilton, Armer, Stabler,
Chairman Viault; Bud M. Trott, Building & Planning Director
Comm. Noble was seated after Item 3 of the agenda was
opened, and Comm. Armer arrived after Item 2 was opened.
Absent: None
Motion was made by Comm. Stabler, seconded by Comm. Hamilton, to approve the
minutes of the regular meeting of Apri 1 1, 1968 and special meeting of April
15, 1968, as submitted. Motion carried by u □animous vote.
MADDEN, RICHARD -ZONE VARIANCE
Continued public hearing of application for zone variance by Richard L. Madden
to add to an existing storage building (having 2040 sq. ft.) 760 sq. ft. with
no existing, or provisions for, off street parking faci 1 ities in 1 ieu of required
(for new construction), two parking stalls. Property situated at 1301 Bard Street;
legally described as lot 10, tract 780.
The applicant was not present, and Hr. Trott, Building & Planning Director,
explained that Mr. Madden was unable to attend, due to a prior commitment, but
that he wished the Planning Commission to proceed without him. The Commission
agreed, however, that Hr. Madden 1 s presence was necessary before they made
a determination. Motion was made by Comm. Boice, seconded by Comm. Armer,
to continue the public hearing until the next regular meeting of the Commission,
June 3, 1968, and the motion carried unanimously.
SATTERLY, MARGARET -ZONE VARIANCE
Public hearing of application for zone variance by Margaret Satterly to divide
a parcel of land consisting of 49,5 ft. by 145 ft.into two separate parcels
each consisting of 3555 sq. ft., 49 ft. wide by 72 ft. deep, located at 1001
First Street, and legally described as lots 28 and 27, Trafton Heights tract.
The Secretary read correspondecce from Bud M. Trott, Building and Planning Director,
relative to the woperty and with suggestions for its development. The applicant
was present to speak. Spea1kiing against the application,wer.ea Mr. David Dixon,
1050 First Street, and a gentleman,representing his mother who lived across the
street from subject property, Hr. Fernandez.
The Commission discussed the suggested setbacks, as well as conversion of the
present duplex to a single family residence, which now exists on the property.
Motion was made by Comm. Boice, seconded by Comm. Stabler, to grant the application
for variance according to the recommendations of the Building and Planning Director.

following:
1. Th e prop e r t y be recorded wi t h the Cou nty Recorder's office as two separate
parcels.
2. That affidavits an d agr e ements be r ec orded by the County Recorder's o f f i ce, a
covenant and agr e ement with the City of Hermosa Beach, that each parcel shall be
l imi ted to a single family residenc e .

ST . MICHAEL 1 5 HOSPITAL -CONDITIONAL USE PERMIT
Public hearing of app l ication fo r amendment to Conditional Use permit by St. Michael 1 s
Ho s pital to add second story to an existing bui ]ding to be used for office space in
conjunction with hospital, 1440 sq. ft ., on prop e rty at 1845 Pa c ific Coast Hi ghway,
lot 18 and lot 19, Block 81, 2nd addition to Hermosa Beach tract. (Lot 18 zoned R-3,
lot 19 zoned C-3).
Mr. Bjornlie, superintendent of construction, was present to represent t he ho s pital
adminis t rative de p ar tme n t. There we r e q uestions about th e propos e d ad diti on, and
t he fact that i t wou l d be detached from the hospital.
Motion wa s made by Comm. Noble, seconded by Comm. Reeves, to grant the condi t ional
use permit, and mo t ion carried as follows:

kotion was then made by Comm. Stabler, seconded by Comm. Boice, to grant the
amendment to conditional use permit, for the reasons that the granting of such
amendment creates better property use; is not detrimental to the surrounding
properties; and that it be granted with the condition that the temporary trailers now
being used for office space, be removed within six months of the time the building
permit is issued. Motion carried by the following vote:

VICTORIA MANN -TIME EXTENSION FOR CONDITIONAL USE -REVIEW
Review of request for time extension of conditional use permit by Victoria Mann.
Originally granted by P.C. Resolution 154-610, on April 10, 1967, to permit
child day nursery at 44 Hermosa Avenue; lots 2 and 3, block 41, First addition
to Hermosa Beach tract.
Mrs. Mann spoke to the Commission and explained that the property had been in
probate, and only recently, had she been able to proceed with her plans for a
child care center. After discussion, and review, motion was made by Comm. Boice,
seconded by Comm. Noble, to grant the extension as requested, and extension
be for a period of one year. Mrs. Mann assured the Commission that she would
proceed very shortly. Motion carried by unanimous vote.

There was some discussion at this point in the meeting about which item to proceed
to, because of interested parties in the audience. At the request of a lady in
the audience, the Commission took up item 8.
REVIEW OF SOUTHBAY PARKWAY
The subject of the southbayy-parkway had been reviewed at workshop meetings of the
Commission, and thoroughly covered by Mr. John Stevens, Director of Public Works,
at the workshop meeting of March 18, 1968. The action of Manhattan Beach relative
to the parkway was discussed.
Motion was made by Comm. Armer, seconded by Comm. Boice, that a recommendation be
made to the City Council that they continue study and review of this issue, and that
it not be dropped from our list of important matters to consider, and that leadership
be taken by Hermosa Beach in terms of Parkway progress. Motion carried by the
following vote:

Items 9 and 10 of the agenda were then reviewed by the Commission:
HUGHES -MARGARET -REVIEW
Review for Margaret Hughes of 2108 Loma Drive, lot 33, tract 1868, requesting
permit to leave plumbing for wet bar in and to correct original plans accordingly.
Affidavit to be filed with County Recorder. Resolution P.C. 154-652 denied request
for variance re stairway encroachment.
As the applicant was not present to be heard, motion was made by Chairman Viault,
seconded by Comm. Reeves, to continue the review to the next regular meeting of the
Planning Commission on June 3, 1968, and that the applicant be notified that the
Commission would like her presence at this meeting. Motion carried by unanimous vote.
GOBEL, BRUCE -REVIEW
Review for Bruce Gobel, 838, 844 and 846 Bard Street; lots 2, 3 and 4, Block S,
Tract 2002; Resolution P.C. 154-613 granting variance for continued use of 3 duplexes
in lieu of single residences allowed. Applicant requesting time extension of six
months.
Mr. Gobel advised the Commission that the tight money situation had slowed down
his plans as stipulated in the variance. There was discussion, and a motion was
made by Comm. Noble, seconded by Comm. Reeves, to grant the extension. There
was further discussion and Comm. Noble amended his motion to grant the extension for
a period of one year, and Comm. Reeves amended his second accordingly. Motion
carried by unanimous vote.
SERVICE STATION STANDARDS AND REGULATIONS
The subject of service station standards and regulations, had been thoroughly reviewed
at a number of workshop sessions conducted by the Planning Commission. It was felt
that a resolution of policy should be adopted as a guide line for such developments.
The final draft of standards appeared to be adequate, with one change which was
requested, and that would be under Section 1 -C-2 zone -point l. Size of lot.
Change from a minimum of 8000 sq. ft. to a minimum of 10,000 sq. ft. was suggested.
Motion was made by Chairman Viault, seconded by Comm. AITTner, to adopt P.C. 154-658,
a policy resolution of the Planning Commission of the City of Hermosa Beach for
standards and regulations governing the granting of conditional use permits for
service stations located in the C-2 and C-3 zones of the City. Motion carried by
unanimous vote.
It was concluded that the conditional use permit which was required, would allow
the Commission to further control the situation, but that the policy resolution
would be of a great benefit to applicants, since they would then be aware of
what the Commission might require.
TANDEM PARKING IN MANUFACTURING ZONE
Tandem parking for the manufacturing zone had been thoroughly reviewed by the
Planning Commission at prior workshop meetings. There was more discussion on the
subject and motion was made by Comm. Noble, seconded by Comm. Boice, to

una ni mously.

which he felt would be hel pf ul t o th e Commission, and also, a discussion he had wi t h
Hyperion of f icials re anti-pollution of the oc ean wa te r, and c ertain fu nds which
were available for s tudy p ur poses .
