HomeMy WebLinkAboutPC_Minutes_1967_07_17MINUTES OF THE ADJOURNED MEETING OF THE PLANNING COHMISSION held at the City of Hermosa Beach, California, in the Council Chambers of City Hall at 8:00 p.m. on Monday July 17, 1967. ROLL CALL -Present: Absent: Comm. Armer, Reeves, Noble, Hamilton, Chairman Viault; Bud M. Trott, Building & Planning Director Comm. Boice PROPOSED REDEVELOPMENT PLAN FOR HERMOSA BEACH CENTRAL BUSINESS DISTRICT Public hearing on the redevelopment plan proposed for the Central Business District of Hermosa Beach, bounded by 10th Street to the South, 14th Street to the North, Manhattan Ave. to the East, and the Strand to the West. The Chairman opened the hearing and invited those present to express views or offer suggestions to the Commission; he called upon Mr. David Schumacher to speak about a written report which he had presented to the Planning Commission earlier that evening, Mr. Schumacher read his report aloud to the audience, commenting primarily on the economic feasibility of the plan, and offering a possible solution to this problem. The Chairman.thanked Mr. Schumacher for his time and interest, and asked Greg Walsh, Architect of the Goodkin Group, to express his thoughts. Mr. Walsh explained that the proposed plan was a flexible one, which could be completed in stages as outlined in the Goodkin report. He said that his company was aware of the parking problem which exists in Hermosa Beach, and had attempted to solve it with the deck parking. Once again, he reminded those present, that Hermosa Beach has a unique advantage being a beach town, and should capitalize on this factor. Comm. Noble told Mr. Schumacher that he appreciated his comments, but noting the tremendous blight that seems to be growing in the business district, the Commission felt something should be done to counteract this condition, and although this plan might not come out exactly as laid out, nevertheless it would be a step in the right direction. Elsworth Molder of 1515 Silver Street spoke from the audience. Hr. Holder stated that he felt the residential aspect of the town had been overlooked, when this plan was being developed. He felt that the debris, and rundown condition of some homes in the area, with a general leek::0t pride being displayed, c~rtainly did not make the community an attractive place for an investor to wish to invest his money. Comm. Armer suggested that possibly Mr. Molder would be interested in a group such as the Hermosa Improvement Committee, and invited him to atte_nd the meetings. The Chairman called upon John Stevens, Director of Public Works, to briefly summarize what progress was being made with regard to improvement of streets. Mr. Stevens told of recent improvements and explained how improvements can be made through assessment districts. Mr. Eads questioned how this plan would be put into effect, and what would th e status of the merchants be during such implementation. Chair man Viault explai ned the stages of the propos e d plan, and Gary Walsh, of the Goodkin Group, advi s ed that Hermosa Avenue would remain open during th e development process, and the flex ibili ty of the plan was such,that local merchants should not suffe r dur ing redevelopment. Dick Baggett of 2311 Park Ave. spoke, inquiring whether the densities indicated on the p lan corres pond ed wi th the present zoning, or would it be necessary to rezone. Comm. Armer aaswered this question, by remarking that Ruth ,and Krushkhov, deve lopers of the General Plan, had stated that if Hermos a Beach developed its full pot e ntial under pre sent zoning laws, the population could exceed 40,0000 The General Plan attempts ·to keep thi s density at abo ut 29,000 . There was further discussion, and mot ion was made by Comm. Reeves, Chairman Viault, to cont inu e the public hearing to a future date. to carry by t he following vote: AYES: NOES: ABSENT: Comm. Hamilton, to adopt P.C. 154-619, recommending to the City Council , the adoption of the proposed r e development p l an for the City of Hermosa Beach Central Bus iness Di'"strict, bounded by 10th Street to the -South, 14th Street to the North; Manh attan Ave. to the East,the Strand to the West; said redevelopment plan to serve as a more pre cise guid e for the redevelopment and revitalization of the Central Busines s District. Motion carried by the follow ing vote: AYES: NOES: ABSENT: Comm. Armer, Noble, Hamilton, Viault Comm. Reeves CO!TVll , Boice Comm. Viault (Chairman), gave his reason for voting 11 aye11 as follows: That he bel ieve s we need to proceed in the development of Hermosa Be ach, not only in a business vein, but in residentia l; that we have a vehicle that will create the proper env ironme n t for the Comn ission to enhance residential and busin ess aspects of the community, and therefore. found no fault in this resolut ion to recommend adoption of the redevelopment plan. Comm. Reeves gave his reasons for voting 11 no11 as too many to enumerate. Motion was made by Comm. meeti ng.
