SMITH Review of property located at 504-506, 508-510 25th Street, lots 13, 14, C. C. Hunt 1 s addition to Hermosa Terrace tract, owned by Mr. and Mrs. Marshall E'. Smith. Three units in a R-2 zone. Mr. and Mrs. Smith request for Planning C0rnrnission review of this situation. Mr. Smith spoke t0 thft C0mmission and advised them that he had sought legal advice~ and that his att0rney suggested a continuance of this review, in order that he have sufficient time to secure additional facts for presentation. Motion was made by Chairman Viault, seconded by Comm. Armer, to continue the review unti I the next regular meeting on October 9, 1967. Motion carried by unanimous v0t~. REVIEW AND STUDY 0F INTERIM ORDINANCE N.S. 282, PERTAINING TO CONDITIONAL USE PERMITS REQUIRED F©R UTILITY COMPANIES Mr. Bud Trott, Building and Planning Director, explained the &ackground of the 0riginal interim ordinance (N.S. 282), and that this ordinance must become a pe~manent ordin~nce, if the Commission so desired, because the time limit was up. There was discussion!~bout the reasons why such an ordfnance was necessary, and the Commissioners who were unfamiliar with the circumstances were filled in on details. M0tion was made by ~hairman Viault, seconded by Comm. Reeves, to adopt P.C. resolution 154-622, a resolution of intention of the Planning Commission of the City of Hermosa Beach to initiate action for the purpose of consideration of amending Zoning Ordinance N.S. 154, Article 9, Section 900, Paragraph 23; Article 10, Section 1000, Paragraph 9; Article 11, Section 1105, Article 13, Section 1308; all sections relating to public uti I ity ~ses of property, at a· public hearing at the regular meeting of October 9, 1967 in City Hall Council Chambers at 7:30 p.m. Moti0n carriee by the following vote: AYES:' Comm. REQUEST FOR Tl.ME EXHNSI ON OF ZONE VARIANCE -NELIDA SAVAGE Time extensi0n for Nelida Savage relative to zone variance granted by P.C. Res0 l;ut i@n 154-5'58, Nov. 8, 1965, to reapportion lots 15 and 16, Ange 1 a Heights, 1138 17th Street, into two parcels A and 8, ..as shown on survey plot plan. The S~cretary read the c~rrespondence which pertained to the background of this variance. This was the second request for time extension requested by Mrs. Savage, and the applicant was asked why this request was necessary. Mrs. Savage replied that the tight mc;mey situation, and her age,had prevented her f-r~m exercisi'ng the ,variance. Th e applicant was ad vised that unles s she exe rcis e d her vari a nce with in the one year per iod , by e ither removing the house which c r oss e d the p rop e rty line dividing parcel A and 8, or cut ba ck a portion of the hous e to allow sufficient sid eya rd setb ac k, th e vari ance would expire. The Chairman directed tha t a l ette r o f confirmation be dir e cted to Mrs. Savage. CONFLICT OF INTEREST PROVISIONS -LETTER FROM CITY MANAGER Mr. Bud Trot t explained t he ac tion of the Ci ty Counci I in reg ard to this matter . Let te r was received and filed. POST AG ENDA ITEMS A let ter fro m Joh n Stevens, Director of Public Works , regarding a st reet improvement project on Gould Avenue at i ts in ters ect ion with Pacifi c Coas t Highway. Mr . s·tevens was p resen t to explain to the Co mmission tha t a by-product of the plan wou ld be th e re des ign of the i nters ec tion o f Por te r Lan e with Gould Avenue. Blue prints were shown to t he Commissi o ners and Mr. Steven s told them of the neg ot iations whi ch wer e und er wa y fo r th e City to o btain new easement ri ghts. They were told that the matter would be return e d to the Plannin g Commission for re view and its conformance to t h e Gen er al Plan, whe n a final dete rm ination is made. * * Mr . Tro tt reported to the Commi ssion wh at progress had been mad e with t he sign ordinanc e which is pe nding. He said that a draft of proposed amendm e nt s would b e forwarded to the Commission by the Chamber of Commerc e committe whi c h is wor k i ng o n tnis p robl em. * * * * * Comm. Arme r suggested t o Mr. Tr ott that a poll of c ities of the So uthwest Ar ea Planning committee be t a ken to f ind out what t hey a r e doing in r ega rd to sign ord i n a nces. * * * * * Comm. Trot t as ked if the Commi s s ion would like. him to check with t he Ci ty Manager relative to policing of s uch ar ea s, and the Commission r eplied th a t this should be done. Trott aske d if th e Commission was in ter es ted in re v iewing t he ordinance which had once been dr aft ed and which pertained to t his sub ject . I t was felt th a t sane type of a c tion sh ould be taken , There was dis cus s ion abou t oth e r items whi c h th e Planning Commi ssio n must set a sid e, o r which are not completed, and how a good 'f ollow-up sys tem could be e stab li shed. Possibly, it was fe lt, t he la st item on t he ag end a migh t be a revi ew o f past actions not resolved, Comm. Arme r ask ed ab o ut the definition of 11 fr:aternity11 which ha d been turn e d over to the Cit y Attorney. He inquired if Mr. Trott had received word on this defini t ion . Mr. Trot t replied th at he had received a rough draft but had not had an opportunity to go over i t, but would do so in the immedia te future. * * * * Comm. Stabler s poke to the Commission about th e Sou th west Area Planning Committee and their meeting scheduled fo r September 15th, 1967, which would be co ncerned with the subject 11SCAG11 and would be hel d at the Ha c i e nda Hotel in El Segundo. Chairman Vi au lt asked if Mr. Trott, as a perma ne nt rep res e ntative, could at tend such me eti ngs. He f elt th is nec essa ry, a s th e Commi s sioners are occ as ional ly unable to attend because o f business commitments, o r distance. Mr. Tr ot t said th at he would be glad to do so. * * * Chairman Viau lt sug gested that becau s e of t he many "post ag en da items 11 which seem to be presented at the me et ings lately, it might be feasible to forward these items to the Plannin g Cl erk in City Hall to place on the se Gd nd agenda wh ic h i s mail ed on Thursday, prior to the Mo nday meeting.
