Th e Commissio n d iscussed contiguous l ots and the study which is pr ese ntly being
made concerning the best possibl e use of such properties. Th e thought was
expressed that t he a pplicant mi ght wish to wait for the outcome of this study.
Mr. McDan iel s, Ci ty Manager, sugg es ted that b ecaus e of the impo rtan ce of t his
st udy and t he time which would be invol ved in formalizing any possible ame ndmen t
to the Zoning Ordinance, the Commission might wish t o consider t his potential
delay.
Motion was made by Comm. Reeves, seconded by Comm. Armer, t o adop t Resolution
P.C. 154-631 gran t ing the zone variance to divide t he lo t into two separ at e
pa rcels, and that permission be s ubject to the recommendations of the Bu ilding

CONDITIONAL USE PERMIT -WAYNE TEZAK
Public hearing for conditional use permit on property situated a t 1401 Her mosa
Avenue, legally described as lots 28 and 29, block 15 , Hermosa Beach tract;
ap plic ant, Wayne Patrick Teza k, requesting permission to serve beer and wine
in con jun ct ion with a bona fi de r est aurant.
The a pplica nt was pres e nt and stat e d tha t he had recently acquired the property,
that he wished to emphasize his 11dinner progra~• and felt t hat the s er ving of
beer and wine woul d encourage people to patron ize his restaura nt . Aft e r
questions by the Commission, Hr. Te zak said that his primary purpose would be
the serving of food. He explained t hat beer and wine would be served only in
t he dining room portion of th e building, and not in t he coffee shop whi c h
is located in the westerly portion of the struc tu re.
There was some concern expressed about the parki ng faci lities, and Mr. Bud Trott
advised that alt hough Mr. Tezak is not within the parking di s tric t, h&s i b u~ine ssd
is loca ted only 150 f eet away from a municipal parking lot.
Hr. Bill Keeler of 1416 Manhatta n Ave nue; and the Pastor of the Baptist Church,
A. 8 . Richie, spoke against th e applic a tion which they felt , if granted, would
be detrime n tal to the teen-agers in the commun ity.

TIME EXTENSION FOR ZONE VARIANCE -RODECKER
Mr. F . H. Rodecke r requested a time extension o f Zone Variance, P.C. 154-597,
granted November 14 , 1966 , to po stp one er ect ion of a two car garag e for an

and that he did not wish to disturb her. He assured the Commission that the
garage requirements would be met at the time his mother no longer resided in
the dwelling. He requested a year 1 s extension.
Mr. Scrivens told the Commission that there was sufficient parking space for
visitors, and the occupant did not own a car.
Motion was made by Comm. Armer, seconded by Comm. Noble, to grant a time
extension of one year. Motion carried unanimously.
SIGN REVIEW -RIDDLE AND ROSS
Riddle and Ross, Realtors, requested permission to place signs advertising the
sale of fifteen new homes currently being constructed between Gould Avenue and
Thirtieth street, just above Ardmore Avenue. Application has been made to the
Building Department to erect a triangular 11 For Sale11 sign on the rear portion
of lots 5 and 6, tract 28895, This sign wi 11 be 12 ft, wide by 10 ft. high,
top of sign 14 ft. above grade, not encroaching over public property. They
have also made application to erect a double faced billboard sign, 4 ft. by 6 ft.
with an over-all height 7 ft. above grade, to be located at the northwest corner
of 30th Street and Pacific Coast Highway, and the sign will not encroach over
public property.
After discussion, a motion was made by Comm. Noble, seconded by Comm. Reeves,
to grant the request provided that only three colors are used, and that
this permission be for a period of one year, or unti I thirty days after sale
of the houses has been completed, whichever should occur first. Motion carried
by unanimous vote.
LETTER FROM CITY CLERK RE CITY COBNCIL ACTION -GILSON
Motion made by Chairman Viault, seconded by Comm. Noble, to receive and file.
Motion carried.
SIGN REVIEW -BANK AMERICA
Neon Products has made application to the Building Department to erect a new sign
at 90 Pier Avenue, and to remove the existing roof sign which is located at the
northwest corner of the building. New sign will be double faced roof sign 13 1 511
wide by 8 1 1-7/8 11 high, and will extend above the parapet wall 17 1

sign from the parapet wall wi 11 be 9 ft., with a square footage of 108 sq. ft.
The proposed new sign will be placed in approximately the same location as the
existing sign.
Mr. Dan Revill, Manager of the Bank of America, was present and said that the
Bank wished to postpone review and decision, until such time as the proposed
sign ordinance became effective. Mr. Revill commented that the Bank management, he
felt, as a member of the business community, would not wish to have a non-conforming
sign. Mr. Wesley McDaniels, City Manager, commended Mr. Revill and the bank for
their:decision to defer this matter.

BANK OF AMERICA CONT.:
Motion was made by Comm. Noble, seconded by Comm. Reeves, to postpone review
until the proposed sign ordinance is adopted. Motion carried unanimously.
PARKING REVIEW -HANSON WILLIAMS
Because a representative for the applicant was present, and other items on the agenda
did not specifically concern anyone present, the Commission proceeded to post
agenda item 16. Hanson Williams has made application to the Building Department
to utilize the lower space within the bui ]ding presently being constructed at
518 Pier Avenue. This space will consist of approximately 880 square feet, to
be used for a barber shop and beauty shop. Mr.Williams requests permission to
locate parking facilities on the adjoining R-3 lot which faces on Cypress Avenue,
with access from Pier Avenue through the existing parking.
A plot plan was examined by the Commission, and the lessee, Mr. James McKinsey
of 421 Monterey answered questions. There was discussion about the r 1tunne]11
appearance of the property facing Pier Avenue, and whether landscaping could
al l ev i ate this.
Section 1157, paragraph A, of N.S. 154 was read, which requires that where the
buildings are situated on one lot and the parking is situated on another lot,
the owner shall file with the Building Department an affidavit recorded by
the County Recorder that these lots are to be held in common ownership for
the use specified,
Motion was made by Comm. Reeves, seconded by Comm. Armer, that the review be
continued until the next regular meeting of the Planning Commission on December
11, 1967, and that the applicant be advised that the Commission would like
some type of planting on the pr.ernises, and that it would be necessary for the
owner to file the necessary affidavit. Motion carried unanimously.
LETTER FROM RESIDENT REGARDING 46-ZlST STREET
A letter from Mrs. Elizabeth Prenter, and the Building Department communication
to the owner of the property at 46 21st Street were read, Motion by Chairman
Viault, seconded by Comm. Armer, to receive and file. Motion carried unanimously.
PRESS RELEASE MANHATTAN BEACH PLANNING -SOUTH BAY PARKWAY
Mr. Wesley McDaniels, City Manager, gave a brief summary of the meeting in
Manhattan Beach which he and Mr. John Stevens, Director of Pub I ic Works, had
attended, on November 8, 1967. Commissioner Noble mentioned a presentation
by TRW relative to traffic studies, and the Commission requested the staff
investigate the possibility of a special meeting which could be arranged with
TRW, at which time they could hear the formal presentation of this study and also,
discuss the South Bay Parkway concept.

REMINDER, OF PLANNING COMMISSION AND CITY COUNCIL JOINT MEETING
The Commission wished to submit some ideas which could be discussed at the
joint meeting with the Council on November 20, 1967, and advised Mr. Wesley
McDaniels of the following items they wished to be placed on the agenda:
l. Southbay Parkway concept.
2. Sub-standard housing
3. Implementation of the General Plan
4. Change of City image
5. Goals which the Council wishes the Planning Commission to accomplish
6. How to attract investors to the City
7, Litter and unsightly conditions in the City
REMINDER OF CONFERENCE RE UNDERGROUND UTILITIES
The Commission was reminded of the meeting November 30th and December 1st,
and that reservations must be made with the City Clerk by November 17th.
CONTINUED STUDY AND REVIEW OF CONTIGUOUS LOTS
Mr. Bud Trott, Building and Planning Director, showed diagrams of possible
utilization of contiguous lots, and diagrams were drawn on the chalk board
of various ideas. Comm. Noble described areas in New Orleans with w~lled
in ~ards for privacy, and some thoughts were expressed about allowing
fences to be built to property lines.
REVIEW AND STUDY OF POSSIBLE REGULATIONS FOR SERVICE STATIONS
Due to the late hour, it was agreed that adjournment was in order. Mr.
Wesley McDaniel asked the Commission if they wished to consider a special
meeting to discuss possible standards for service stations. It was decided
that the coming holiday season, and other meetings in the near future, would
not permit the Commission to study the subject of service station standards,
or contiguous lots, as thoroughly as they desired. Therefore, no specific
meeting dates were set for the immediate future.
