ROLL CALL -Present: Comm. Armer, Hamilton, Noble, Reeves, Hales, Chairman Viault; Bud M. Trott, Building & Planning Director Absent: Comm. Boice CONTINUATION OF STUDY POSSIBLE AMENDMENT TO N.S. 154, BUSINESS OPERATION LATE AT NIGHT WITHOUT ATTENDANTS Chairman Viault requested that Mr. Bud M. Trott, Building and Planning Director, read the draft of proposed amendment to N.S. 154, relating to businesses 0perating without attendants, open late at night, and conducted partially or entirely in the open. The Commission discussed the various points of said proposed· amendment. The problems which arise with drive-in and walk-in restaurants, garages which extend their operations into their parking areas, control of bars, and those businesses which would be non-conforming in relation to such an amendment were also discussed. Present to speak, was Mr, R0y Stinnett, representing the Chamber of Commerce, who expressed the opinion that business must be discouraged by too restrictive control, and the Planning Commission shoulcl keep this thought in mind. This control, Mr. Stinnett was advised, should encourage the type of business which the City would desire, and was only meant to discourage those operations detrimental to the community. Motion was made by Comm. Armer, seconded by Comm. Hamilton, to adopt P.C. Resolution No, 154-611, a Resolution of Intention of the Planning Commission of the City of Hermosa Beach to initiate action for the purpose of consideration of amendmendment of Zoning Ordinance N.S. 154 by amending paragraph (!), adding paragraph 5, 6 and 7 to Section 801 relating to issuance of Conditional Use permits for certain uses in the commercial zones, and adding Section 255 to Article 2. Before vote was taken on the above motion, a motion was made by Comm, RarafJt9n, seconded by Comm. Reeves, to include in the Resolution of Intention, the following: All Uses that will be nonconforming by the proposed amendment to the Zoning Ordinance will be required, within five (5) years of the effective date of said amendment, to secure a Conditional Use permit as set forth in said amendment to the Ordinance, and this provision to be added only if approved by the City Attorney. Boic e STUDY AND REVIEW OF THE HOUSING CODE At their regular me eting o n Mar c h 21, 1967, t he Ci t y Counci l acted to re fer a letter from Coun c ilman Quentin L. Thelen rega rding a stepped up program of upgrading hou s ing standa r ds to the Planning Commiss ion for study and rec orrmenda t ion . Mr. Th ele n had reque st ed in h i s let t er, which was addressed to the Council, th at adop tio n of the Uniform Housing Code be considered. Mr. Bud M. Trot t explained to th e Commis sio n what the Unifor m Housing Code was, and how it is put into p rac tice . Chapter 10, "Substandar d Buildi ngs," from the 1964 edition of th e Uni f orm Hou sing Cod e had been furnished to t he Co mmissioners prior t o the meeting . The Informa t ion therein wa s discussed at length, a nd whether th e insp ec tion of zoni ng vio lations could be inc orpo rat e d at the time wh e n building violations we re c hecked. Comm. Nobl e men ti oned that the California Re al Estate Committee s upported t he adoption of the Housing Code, and encourag ed local groups to form for promotion of such a plan. Mo tion wa s made by Comm. Armer, s econd ed by Comm. Hamilton, that the Pl anning Commissi on recommend to the City Counc il tha t they adopt th e Unif orm Hou s ing Code with the foll owi ng provisions, th a t in cons iderin g the Housi ng Code, a hou se to house ins pection be made by the Building Dep artme nt and that in st ructi ons be given to the Building Insp e ctors to note all b u ilding and zoning violations, so th a t appropriat e action for correction and en~orcement c an be made. These inspec t ions are t o be made by dividing the City into f our se c tions, with in­ spections to be made of all residential property within these secti o ns, whi c h a re as f o 11 ow s : l. Vote was t hen taken on the original motion t o recommend adopti0n to the Ci t y Cou nc il, a nd the moti o n c arried by unanimous vote. The Comm is s ion also wis h ed to expres s their f eelings to t he City Co uncil, t ha t their action was taken and the boundaries for i nspection e stablished in the mo st f eas ible mann e r a nd without prejudice. STUDY ANO REVIEW OF THE REDEVELO PMENT PLAN FOR THE DOWNTOWN AREA At their meeting h e l d on April 4th, 196 7 , th e City Council acted t o ,r e c eive and file the Central Busi ness Di strict Stu0y a nd Redevelopme nt Pl a n o f the Goodki n Corp o ration, and to re f e r it to th e Planning Commi s sion f o r s tudy a nd recommendation. Due to th e la te nes s of the hour, a nd the length of ti me. r e quir ed to evaluate this plan, Chairman Vi ault made a motio n to adjourn the meeting until the date of May 22 , 196 7, at 8 P.M. in the C(ncil Chamber s of Ci t y Hall, at wh i ch time thi s m~tter would be re viewed\ -~ ADJOURNMENT 10:5 0 PM -~~.\::_.
