MINUTES OF THE REGULAR MEETING OF THE HERMOSA IMPROVEMENT COMMIS"SION HELD IN THE CITY
COUNCIL CHAMBERS, CITY HALL, APRIL 18, 1978, AT 7:50 p.m.
Meeting was called to order at 7:55 p.m. by acting Chairman Hendersen.
ROLL CALL
Present: Comm. Freese, Schoenfeld, Grimshaw, Chmn. Hendersen
Absent: Comm. Fridrich, excused, Chmn. Foreman, excused, Comm. Marquez (unexcused)
Also Present: Ed King, staff
Approval of minutes of March 21, 1978 and April 4, 1978 and Resolution 78-2 were
continued until a quorum of Corrrrnissioners in attendance at the meeting of April 4,
and March 21 are present.
SECTION II -Improvement Commission Items
A beautification award for 205 Second Street (Terraco Investment) was held over
until someone is present to accept the award.
Nominees for beautification awards were held over until slides are available and
other Commissioners are present.
SECTION III -Design Review
2258 Monterey Blvd.
Mr. Robert Garsen, 2258 Monterey Blvd., presented request for a second story addition
with a deck on the western elevation. A facade roofline will be added to maintain
the character of the structure.

Mr. Mosier, 750 Monterey Blvd., Hermosa Beach represented Mr. Wise in request for
new single family dwelling. Plot plan did not indicate proposed landscaping.
Exterior will be redwood siding.
Motion by Comm. Schoenfeld, seconded by Comm. Freese to approve plans subject to
a landscaping plan being submitted prior to final approval.

Mr. Elmer Ahrendt, 16555 Gault Street Van Nuys, CA requested approval for construc-
tion of second unit on R-3 lot. Structure to be two stories in height.
Project required a preliminary environmental impact report and a variance, which
has been granted.
Motion by Comm. Freese, seconded by Comm. Grimshaw, to approve plans as submitted.

SECTION IV -Sign Review
336 Pacific Coast Hi ghway -Ticket Outlet
Mr. Doug Knittle, 204 Irena, Redondo Beach was present. Signs installed did not
coincide with renderings approved by this Commission. Applicant stated that
after they were given approval for one painted wall sign, they called the City
and were given verbal approval by an unknown employee for three cans;,Jp-novi!ded ~the
background was whiter
Mr. King stated that Commission could approve the sign as it has been modified,
or not approve it and then give applicant an appeal opportunity to the City Council.
Commission and staff discussed procedures in the City and the incorrect verbal 11 ok 11
given in this matter.
Motion by Comm. Freese, seconded by Comm. Grimshaw to accept changes made in the
signing of this establishment.

39 Pier Avenue -Two Guys Deli
Mr. Fred Hendifar, 2100 Redondo Beach Boulevard, Torrance requested two signs:
Wall sign will be 31 by 18', Projecting sign will be 2' x 12' and project.ing 2r. Red
background with yellow and green letterin9 is standard coloring for all five stores.
Motion by Comm. Grimshaw, seconded by Comm. Freese to approve proposed wall signs.

In regard to Item 6. 926 -18th Street, Ms. Edie MacFadden, 922 -18th Street was
present and wanted to know what the proposed project was. She had seen a notice
stating the meeting would be held at 8:30 p.m; She was primarily con-
cerned with set backs and height of the structure. Co111T1ission advised that an
appeal is appropriate as the City was in error in noticing the hearing.
199 Pacific Coast Highway -Vasek Polak
Mr. Greg Brovold of American Sign and Indicator Corp., 1923 Palm Drive, Hermosa
Beach, presented request for a double sided time and temperature panel. Variance
would be required as this type of project is under the definition of 11 flashing
sign". Sign as proposed would project slightly. Mr. Brovold indicated that Mr.
Polak is interested in the time and temperature panel as a public service, rather
than to attract business from the street.
Motion by Chmn. Hendersen, seconded by Comm. Freese to approve the time and temp-
erature panel as submitted, granting a variance, with the condition that it be
placed as shown on the original rendering (not projecting).

Motion by Comm. Freese, seconded by Comm. Grimshaw to adopt variance 78-3 to
allow time and temperature panel as a community service tn: that the Committee
feels it does not constitute the concept of a "flashing sign".

Mr. Brovold inquired as to the status of the City sign at the corner of Pacific
Coast Highway and Pier Avenue and presented material on electronic information
display concepts.
Motion by Comm. Freese, seconded by Corrm. Schoenfeld, to recommend that the City
remove pole sign and replace with a monument type sign and that City Council
explore the possibility of an electronic information display.

SECTION V -Misce.llaneous
Communications from City Council:
Council has adopted an ordinance permitting administrative approval of window
signs and temporary signs. Temporary sign period has been reduced from 60 to
30 days.
There were no staff reports.
Commissioners Items:
Chmn. Hendersen passed out a copy of a newspaper article about a donation of
200 trees by a private citizen, not accepted by Palos Verdes Estates. Staff
will give a copy of the memo to the City Manager and Public Works Department
about the donation. It was so ordered by Chmn. Hendersen.
Comm. Grimshaw commented on illegal signs, which have been turned into the City
for Haas Furniture, Pacific Coast Highway, and a new Japanese restaurant on Pier
Avenue. Mr. King said thet these violations had been sent to the Building Dept.
for appropriate action.
Motion by Comm. Freese, seconded by Comm. Grimshaw to adjourn the meeting.
Meeting was adjourned at 9:30 p.m.
