Foreman at 8:10 pm ROLL CALL Present: Absent: Also Present: Comm. Freese, Shiffer, Hendersen, Chmn. Foreman Collll1. Freeland (excused), Comm. Grimshaw Ed King, Staff Chmn. Foreman noted that Comm. Grimshaw will be submitting his letter of resignation. IMPROVEMENT COMMISSION ITEMS Chmn. Foreman explained that the Improvement CoITDTiission serves as a recommending body to the· City Council on anything that needs improvement. She encouraged the audience to contact Mr. King about suggestions for improvements. She added that all suggestions would be considered. Chmn. Foreman noted that all actions taken by the Improvement Commission may be appealed to the City Council in writing within ten (10) days. Beautification Award Nominees ' Mr. King showed slides of the three nominations made at the last meeting, which were: 602 3rd:-;Street, Remodel (award) 637 4th Street, Condominium (award) 630 3rd Street, (letter of commendation for maintenance) Motion by Comm. Freese, seconded by Comm. Shiffer, to give the awards and send the letter of commendation. Ayes; Noes: Absent: DESIGN REVIEW Comm. Freese, Shiffer, Hendersen, Chmn. Foreman None Comm. Freeland, Grimshaw 2444 Manhattan Avenue Request for approval of landscaping plan for single family dwelling. Mr. King explained that the structure had been approved subject to approval of the landscaping plan. He noted that the applicant had submitted the landscaping plans. Motion by Comm. Mr. King explained that the project was approved at one time but the ownership changed. He said the new owners submitted the plan with modifications which was denied. He added that the applicant is submitting new plans. Chmn. Foreman asked Mr. Cooling if the fascia beam could extend across the upper left and right side elevations. Mr. Cooling said yes. Comm. Shiffer explained that the Commissioners wanted something to break up the vast expanse of stucco. Motion by Comm. Shiffer, seconded by Comm. Freese, to approve the plan with the stipulation that the fascia beam be extended along the side elevations. Ayes: Noes: Absent: Comm. Freese, Shiffer, Hendersen, Chmn. Foreman None Comm. Freeland, Grimshaw 972-86 Artesia Blvd. Request for addition of cedar to existing fascia of a commercial building by Doug Pedelford of 18303 Pioneer, Artesia. Chmn. Foreman asked Mr. Pedelford if the signs would be taken down. He explained that the cedar would be put up around the signs. Mr. King noted that the applicant was also planning to do work on the planters. Mr. Pedelford explained they wanted to change from brick to concrete planters for maintenance purposes. Comm. Shiffer asked if poured concrete would be used. Mr. Pedelford said it would be standard gray poured concrete. Chmn. Foreman said she was opposed to the standard gray. Comm. Shiffer suggested using beige to blend in with the wood. Chmn. Foreman asked what color the stucco would be painted. Mr. Pedelford said he wanted to paint the stucco beige. He agreed to a1so use beige colored concrete in the planters. Motion by Comm. Shiffer, seconded by Comm. Freese, to approve the plan as corrected. Ayes: Noes: Absent: Comm. Freese, Shiffer, Hendersen, Chmn. Foreman None Comm. Freeland, Grimshaw Chmn. Foreman asked the applicant if new signs would be put up. Mr. Pedelford said no. Chmn. Foreman noted that if he did decide to put new signs up in the future, they would have to be presented to the Commission for approval first. 1534-38-50 Manhattan Avenue Request for cedar siding over stucco and new garage doors. Mr. King explained that the applicant intends to replace the garage doors, add vertical , siding on the stucco at the second story level above the garage and refurbish the L~· stairway. He noted that a new window was also to be added. IMPROVEMENT COMMISSION MINUTES -December 19, 1978 (' Page 3 Chmn. Foreman asked what type of finish would be used on the stairway. The applicant said it would be a natural finish. Motion by Comm. Freese, seconded by Comm. Shiffer, to approve as submitted. Ayes: Noes: Absent: Comm. Freese, Shiffer, Hendersen, Chmn. Foreman None Comm. Freeland, Grimshaw 1240-1253 -20th Place Request for two single family dwellings by George Krikorian. Chmn. Foreman commented on the amount of landscaping that would be lost. She asked the applicant if something more than just two planter boxes, two trees and grass could be included. Mr. Krikorian said more trees could be added, possibly one in each yard. Chmn. Foreman said she was really concerned about the amount of landscaping. Mr. Krikorian said he did not ·realize the landscaping had to be presented at this time. Chmn. Foreman said that it did not and asked if he wanted to come back with the landscaping plans later. Mr. Krikorian said yes, if it would not hold up the project. Chmn. Foreman commented that when the landscaping is well planned it usually helps the appearance and is also a good selling point. Mr. Krikorian said they did work hard on the building plan, but did not spend as much time on the landscaping. Chmn. Foreman suggested the applicant plant tall Junipers between the buildings to break up the bareness. Comm. Shiffer noted that the Commissioners are concerned about large expanses of stucco. Comm. Freese asked Mr. Krikorian if the wood plank treatment could also be used on the West side of the 1249 building. Mr. Krikorian agreed. Comm. Freese also asked that a facial beam be used on the West elevation. Mr. Krikorian said the building designer may not concur with him when he makes changes. Chmn. Foreman commented that the Commission was not asking for any structural changes. Chmn. Foreman noted the following corrections to the plan, that trim be placed around all windows, a facial beam and vertical siding be added to the West elevation and the landscaping plan be brought back for approval. Motion by Comm. Freese, seconded by Comm. Shiffer, to accept the plans with the corrections noted and with the condition that the landscaping plan be brought back to the Commission for approval. Shiffer asked what color would be used for the stucco. Ms. Parker answered tan. Chmn. Foreman asked if the shutters would remain. Ms. Parker said they would be removed for painting and possibly new ones would be put up. Motion by Comm. Shiffer, seconded by Comm. Freese, to approve as submitted. Ayes: Noes: Absent: Comm. Freese, Shiffer, Hendersen, Chmn. Foreman None Comm. Freeland, Grimshaw 2700 Manhattan Avenue Request by Rick Koenig for replacement of rock veneer with barnwood siding. Mr. King explained that the project has already been started. He said that the wood is proposed for the front and side elevations and the 5 Corner's Liquor sign is to be removed. Chmn. Foreman asked about the other signs. Mr. Koenig replied that all signs would be removed. Motion by Chmn. Foreman, seconded by Comm. Shiffer, to approve the project with the stipulation that all signs on all elevations be removed and that any future signs be brought to the Commission for approval. Ayes: Noes: Absent: Comm. Freese, Shiffer, Hendersen, Chmn. Foreman None Comm. Freeland, Grimshaw Chmn. Foreman asked the applicant if the owner was in agreement with the plan. Mr. Koenig said yes. Chmn. Foreman noted that if the owner does not agree with anything in the approved motion, he will have to come back before the Commission. SIGN REVIEW 1100 Pacific Coast Highway Request for copy for fourth pole can. Motion by Comm. Freese, seconded by Comm. Shiffer, to accept the copy as submitted. Ayes: Noes: Absent: 238 Pier Avenue Comm. Freese, Shiffer, Hendersen Chmn. Foreman Comm. Freeland, Grimshaw Request for two (2) wall signs. Mr. King explained the signs are existing. \ Motion by Comm. Shiffer, seconded by Chmn. Foreman, to approve the signs as erected. Freeland, Grimshaw 1062 Aviation Blvd. Request for three (3) wall signs by Earle Ciolli. Page 5 Mr. King explained the signs are existing and painted on the sides. He noted there were flags in front which have been removed. Motion by Comm. Shiffer, seconded by Chmn. Foreman, to approve as submitted. Ayes: Noes: Absent: Comm. Freese, Shiffer, Hendersen, Chmn. Foreman None Comm. Freeland, Grimshaw Mr. Ciolli commented that he would like to put a triangle sig~ on top of the building or have a sign that could be carried in at night. He asked for suggestions. Chmn. Foreman said the Commission could not approve signing on the public right of way. She said he could come back with a design for a sign. She suggested a corner wedge sign. Comm. Freese noted the applicant has enough footage to put up a roof sign. Chmn. Foreman felt the existing signing would not be needed if a roof sign was used. Mr. Ciolli explained he just wants something that says 11 Earl 1 s11 • He noted that clients complain about passing up his shop even thought most of them know where they are going. Mr. Ciolli came forward so the Commissioners could discuss alternatives with him and make suggestions. Comm. Shiffer asked the applicant to bring back a plan. Chmn. Foreman suggested waiving the fee and continuing the request. The Commissioners agreed. So ordered. Chmn. Foreman advised the applicant that there are sign restrictions. She suggested he contact Mr. King. Mr. King advised the applicant that the height restriction is 15 feet. - STAFF REPORTS Mr. King noted that the City Council approved all recommendations by the Improvement Commission for the March Beautiful Program except the entrance signs. He said the Council also continued discussion on the number of Commissioners. Chmn. Foreman commented that she was not at the City Council meeting and that no one else from the Improvement Commission was there either. She noted that approval was given for the Cher Ton Ton request. Mr. King noted that minutes of November 21, 1978 and December 5, 1978 had not yet ·,,__,, been approved. IMPROVEMENT COMMISSION MINUTES -December 19, 1978 A GiOrrection to the November 21, 1978 minutes was made by Chmn. ForemM. pa,ge 4, Paragraph 6, to read:" ... She said that she was concerned about ha,ving th.is item on the agenda but the City Manager wanted it on the agenda and felt it was a,ppropriate to hear the conceptual design of the building ... ". Motion by Chmn. Foreman, seconded by Comm. Shiffer, to approve the November 21, 1978 minutes as corrected. Ayes: Noes: Absent: Comm. Freese, Shiffer, Hendersen, Chmn. Foreman None Comm. Freeland, Grimsh~w The Commissioners agreed to hold over the December 5, 1978 minutes. Chmn. Foreman noted the next trash committee meeting is scheduled for Thursday, December 21, 1978 at 7:30 am. Mr. King noted that corrections to the Sign Ordinance have not yet been sent to the Chamber of Commerce. Chmn. Foreman felt that City Staff should type the recommendations for Sign Ordinance Changes. COMMISSIONER'S ITEMS Chmn. Foreman said she would like each Commissioner's address and phone number listed and distributed to each Commissioner. Chmn. Foreman commented on the project which was resubmitted and approved by the Improvement Commission after the modification request was denied. She asked if there was any other way to handle similar situations. Mr. King pointed out that it was submitted as a new request and the applicant paid a new fee. Chmn. foreman felt that if the Commission did not like the project as a remodel, they should not approve it as a new request. Mr. King stressed that it is very important for the Commissioners to see the project sites in person. He said it could be denied on the basis of design. He added that the Applicant has the right to negate his previous request and resubmit the plans. Chmn. Foreman noted that two more requests were for existing signs. Mr. King explained that this is due to notices of violations which were sent out recently. He felt the situation would improve. Comm. Shiffer commented on the sign for Cher Ton Ton. He felt that if the sign is put up differently from the way it was approved, then a citation should be issued. Chmn. Foreman asked if the Beautification awards had been presented. Mr. King said they would be soon. Comm. Hendersen nominated Middle School for an award. Comm. Shiffer felt the award should be given to the architect if approved. Motion by Comm. Shiffer, seconded by Comm. Freese, to adjourn the meeting to January 16, 1979. I IMPROVEMENT COMMISSION MINUTES -December 19, 1978 Page 7 Chmn. Foreman asked about the number of.conunission vacancies. Mr. King said he would send another memo and find out. The meeting was adjourned at 9:45 pm.
