Meeting called to order by Chmn. Foreman at 7:45 p.m. ROLL CALL Present: Comm. Freese, Fridrich, Hendersen, Schoenfeld, Chmn. Foreman Absent: Comm. Marquez (unexcused absence) Also Present: Rod Merl, Staff, and newly appointed Comm. Grimshaw APPROVAL OF MINUTES Motion by Comm. Freese, seconded by Comm. Hendersen, to approve the minutes of December 20, 1977, with the following corrections: Page 2, 302 30th Street, paragraph three to read 11That the wooden garage door with plant-on suggestion ... 11 Page 3, 934 Hermosa Avenue, paragraph six to read 11 ••• footage proposed is consider- ably less than the maximum allotment ... 11 Page 7, paragraph three should read 11 ••• of a pole sign and receives approval, with the condition that that will be the only pole and cans, and then repeatedly returns requesting additional cans, she would not approve these additional requests." Marquez SECTION II -Improvement Commission Items Beautification awards were presented to the following: Mr. Jim Allen, 700 Pacific Coast Highway, Marina Pit Stop II Nr. Mike Ludwig, accepted by Mr. Pat Brown, 1025-27 Manhattan Avenue Mr. Perry L. Herwood, 120-128 Fourth Street Awards will be mailed to recipients when they are signed by the mayor. Concerning Parking Lot C, there is no further information at this time. Mr. Merl reported that Mr. Clark said the city yard has materials for the planters and will put them up after the slurry seal of the lot. Beautification Award Nominations: Motion by Comm. Schoenfeld, seconded by Comm. Hendersen, to present a beautification award to 2040 Ava, for a residential remodel. Ayes: Noes: Absent: Comm. Freese, Fridrich, Hendersen, Schoenfeld, Chmn. Foreman None Comm. Marquez HERMOSA IMPROVEMENT COMMISSION MINUTES -January 3, 1978 page 2 Motion by Chmn. Foreman, seconded by Comm. Freese, to present a beautification award to 25 Pacific Coast Highway, for signing. Emphasis was placed on the avoidance of tall pole signs with several cans at this project. Ayes: Noes: Absent: Comm. Freese, Fridrich, Hendersen, Schoenfeld, Chmn. Foreman None Comm. Marquez Voting on an award for 7 Pacific Coast Highway was continued until further information is obtained concerning why nomination was made and legality of the signing. SECTION III -Design Review 934 HERMOSA AVENUE Modification of previously approved project was presented. The commission now is considering a wall sign and revision of garage doors. Chmn. Foreman continued the matter to later in the meeting to allow Mr. Burge to be present. 1236 THIRD STREET Mr. Michael Fife, 1236 Third Street, presented a request for facade change and garage enlargement on this property. Motion by Comm. Schoenfeld, seconded by Comm. Fridrich, to approve as submitted. Ayes: Noes: Absent: Conm. Freese, Fridrich, Hendersen, Schoenfeld, Chmn. Foreman None Comm. Marquez SECTION IV -Sign Review 1312 PACIFIC COAST HIGHWAY Mr. Ray Rodriguez, 1246 -17th Street, stated changes to the original request. Signs will be 21 x 31 with dark blue lettering on white and white lettering on dark blue. Motion by Comm. Freese, seconded by Comm. Fridrich, to approve the request, as revised. Ayes: Noes: Absent: Comm. Freese, Fridrich, Hendersen, Schoenfeld, Chmn. Foreman None Comm. Marquez 1063 AVIATION BLVD. Mr. Jim Cross, representing the Church of Christ, 1904 Rhuland Avenue, Redondo Beach, presented a request for reconsideration of the type of material to be used on pole of sign. Mr. Cross suggested planting bushes of a juniper type to conceal the pole. Chmn. Foreman discussed the 11 skirting11 of the area with Palos Verdes Stone. Mr. Cross countered with the suggestion of painting the pole dark green to match the landscaping. HERMOSA IMPROVEMENT COMMISSION MINUTES -January 3, 1978 page 3 Motion by Chmn. Foreman, seconded by Conm. Freese, to accept the proposal of a dark green paint being used to camoflauge the pole. Ayes: Noes: Absent: Comm. Freese, Fridrich, Hendersen, Schoenfeld, Chmn. Foreman None Comm. Marquez 828 PACIFIC COAST HIGHWAY Request for signing at South Bay Office Supply. Applicant not present. Chmn. Foreman reiterated the prior approval of wall sign and PIP sign and concern about existing projecting sign. Motion by Comm. Fridrich, seconded by Comm. Hendersen, to approve the request, as submitted. Ayes: Noes: Absent: Comm. Freese, fridrich, Hendersen, Schoenfeld, Chmn. Foreman None Conm. Marquez 934 HERMOSA AVENUE (continued from earlier in meeting) Chmn. Foreman co~mented on the use of wood, location of garage and signs to be approved. Motion by Chmn. Foreman, seconded by Comm. Schoenfeld, that the doors will be wood and wooden plant-ons are to be compatible with the wood used in the rest of the project. Ayes: Noes: Absent: Comm. Freese, Fridrich, Hendersen, Schoenfeld, Chmn. Foreman None Comm. Marquez Chmn. Foreman moved, seconded by Comm. Hendersen, to continue the rest of the request (signs) to the regular meeting of January 17th when the applicant is present and renderings are available. So ordered. COMMISSIONERS' ITEMS Comm. Schoenfeld commented on the angle of the Pioneer Chicken sign. Further discussion was held by members of the commission about plaing and usage of pole in Hermosa Beach. Chmn. Foreman wanted to know why a sign next to 1312 Pacific Coast Highway is leaning and staff will investigate this. Further investigation will also be made in regard to signs on the 13th and Strand property, Michael's Liquor's flashing sign, and West Pant's Factory sign coverage. Coast Drug did not have prior approval for their new sign but did remove the sign which was in need of repair. Investigation will be made concerning the legality of signs on private automobiles parked on private property, such as being used by International Deli on Pier Avenue. .. Fridrich, to adjourn the meeting at 9:15 p.m. So ordered by Chmn. Foreman.
