Approval of minutes of May 9, May 23 and June 7, 1978
Mr. King stated error in agenda: approval of minutes of May 2, and May 16.
(Not May 9 and May 23).

Motion by Comm. Grimshaw, seconded by Comm. Hendersen to approve the minutes
of May 16, 1978 with correction above.

Chmn. Foreman in noting inability of Comm. Grimshaw to vote on May 2 minutes
due to his absence at that meeting will hold over the minutes of May 2 until
Comm. Fridrich arrives.
Chmn. Foreman made the following corrections on the June 7th meeting.
1 . Page 1 , approva 1 of minutes; should read, 11 It was moved that the approval
of the minutes of May 2nd and May 16 be continued to the next regular meeting.11

2. Page 1, Design Review Seminar -first sencence -11 It was suggested at the
workshop meeting of the City Council and the Hermosa Beach Improvement Comm ... 11
3. Page 2, 575 -20th Street. Paragraph should read: 11 Mr. John Miller requested
approval of plans for remodel of a single family residence. Chmn. Foreman
·a-sked if they would consider continuing the wood trim on all elevations as
the CollTllission encourages carrying the theme on all elevations. Mr. Miller
stated that the windows (west, east, and north) do not have scenery and that
nobody would be looking at the sides except the neighbors. Comm. Freese
said that the neighbors and Mr. Miller would see these elevations. Mr. Miller
agreed to the stipulation".
4. Page 3, motion ... windows in the stairwell are not included in the stipulation.
(last line of paragraph).
5. P.age 3, 316 Pier Avenue ... paragraph should read: 11 Mr. Moriyuki and
Toshimori Susuki, applicants for Cher Ton-Ton Restaurant. The Corrmission
had given prior approval to the small sign. The applicant did not bring a
rendering of the sign as requested. It was agreed that the business card
lettering was a good style for Cher Ton-Ton sign. Mr. Sanada stated that
he will order the professional painter to use white background with red let-

tering, border would be black. Large sign is 31 x 71 • Comm. Grimshaw
stated he would not approve the sign just by looking at.a card, although
it is more professional than drawing. Chmn. Foreman asked if the words
could be in a straight line instead of going up and down.11
5. Page 3, last paragraph -Commission deleted the .word has

already up). Sign on roof is non-conforming. Applicant will have to re-
move the five-foot projecting sign as it projects more than allowed by
ordinance. Applicant does not own building. Comm. Freese stated that
owner should be located and notified. Window signs will have to come down,
they cover more than 20% of the window. Applicant states that signs on
windows are used to block the afternoon sun, he does not care about the
signs and will take them down. Comm. Hendersen suggested he put up cur-
tains or something similar if he wishes to shielf from the sun rather
than paper signs. The applicant talked about removing the exterior panel-
ing to expose an additional window. As this was not part of the original
application, Chmn. Foreman stated that before the applicant cuts the third
window, he must come back to Commission for design approval.

sign and replacing it with a wedge sign which is more effective. After the

9. Page 5. 1100 Pacific Coast Highway -first paragraph, last line. 11 The
Improvement CoITTTiission asked (delete directed) that the Council be made
aware of this fact.
10. 634 Monterey Blvd. -11 Chmn. Foreman stated building is beautiful, but the
Commission has received a written complaint about the color.ing. The appli-
cant was given a copy of the letter. The applicant asked if he should use
enamel or flat paint. Chmn. Foreman suggested a flat paint. Sign will be
plastk11 • Last sentence, 11Chmn. Foreman asked (delete told) applicant not
to do any ... 11
11. Page 6, first para should read: Chmn. Foreman read an article from the South
. Bay Post urging dissolution of the Improvement Commission. Chmn. Foreman
asked if the Improvement Commission would sign a letter to the editor which
would be sent to the Post and to the City Council. She suggested the City
Council may consider a similar letter.
12. Chmn. Foreman mentioned problems of attendance. She suggested the Commis-
sion should possibly vote on whether or not an absence should be excused.

IMPROVEMENT COMMISSION ITEMS
Chmn. Foreman explained to the audience the functions of the Improvement Commis-
sion as well as the appeals systems to the City Council of decisions made by
the Commission. She invited audience participation and offered agendas to
tjpse who desired one.

Chmn. Foreman requested staff to space the awards over several meetings rather
than all in one meeting. The request was answered in the affirmative.
Next meeting date changed to July 6, 1978, due to the holiday.
Chmn. Foreman asked the Commissioners to think about turning the administrativ
approval of decks to staff. This was not on the agenda; however, she mentioned
it as an information item only.
DESIGN REVIEW
2510 STRAND
Request by John Caldwell for approval of design of a se~ond story addition.
In answer to inquiries, the applicant explained the texture of the walls to be
a very rough testure. All surfaces will be covered in this manner.
Comm. Freese asked if the applicant was eliminating both garages. The applicant
answered no, they were increasing the length of the garage to conform with the
requirements. When asked about the lot size, the applicant stated the lot
was approximately 30 1 x 100 1 or 120 1 •

Request by Mr. & Mrs. Malone, for approval of a facade change and decks.
Applicants presented a rendering to the Commissioners. Mrs. Malone stated it
had changed considerable, as this has been an on-going project.

1141 19\th Street -New Single Family Dwelling
Applicant, Mr. Gragg of 28403 Cove Ridge, Rancho P.V., was present. Chmn.
Foreman expressed the Conmission 1s desire to see whatever facade they were using
in the front to be used on all elevations, giving a better concept to the build-
ing. Applicant, in agreeing with the Chairman, noted that wood trim would be
included on the windows of all the elevations, providing consistency.
Comm. Grimshaw asked about the tile on the roof; was it just contained in the
one section? With an affirmative answer from the applicant, Comm. Grimshaw
stated he felt if the tile was carried all around in a very abbreviated form
it would give the building more continuity. Applicant was in agreement and felt
the suggestions would be an asset to the building.
Conm. Freese commended the applicant for the way in which he located the build-
ing on the lot, his feeling was that this gave applicant more benefit of the
lot size.
Applicant agreed and stated that they did not have the final survey results
but the lot was really an odd shape.

Request by the Hermosa Hospital for fi.nal approval of plans for commercial remodel.
This had received conceptual approval from the commission previ'ously.

Request by Boccato's Market for sign review. Applicant, Peter Bocatto, was
present.

Chmn. Foreman was concerned that the merchandise-was so visible, she worried
perhaps that is an invitation for a robbery. She had understood that there
would be plants behind the glass which would cover the merchandise.
Applicant explained that there would be plants, but he had arranged a good
security system to prevent theft for the present.
Comm. Freese complimented the applicant by saying he had incorporated the
signs nicely into the building concept.
Chmn. Foreman indicated s.he liked the sign; however, where does the sign
begin and the advertising concept end? This has been an on-going question.
At a certain point it stops being a sign and starts being adveritising. The
Commission has to differentiate because it would prefer a sign rather than
advertising. However, the signs appear well planned and well thought out.
Comm. Grimshaw expressed some concern at the applicants plan to use a pasted
on form of lettering rather than painted lettering for the sign.
In answer to Chmn. Foreman's question, the applicant stated the letters were
made of a sort of vinyl material. To Comm. Grimshaw's expressed concern, the
applicant stated he felt the material will not chip or peel or discolor. If
they do not work, applicant will remove the plastic and paint the sign.

Request by Joseph & Hrair Sogomanian, 20840 Hal1dale Ave., Torrance, CA, for
sign review at Lemaster's Grocery. Applicant was present and explained change
of color of sign. There had been complaints from neighbors with regard to
the red coloring so he changed it to brown on beige.
Chmn. Foreman felt the change was for the better, expecially if the neighbors
have complained about the other.
In answer to Chmn. Foreman's corrnnent that the bottom sign was not centered, the
applicant explained he was going to add another word (11candies 11 ).
Motion by Comm. Freese, seconded by Comm. Fridrich, to approve the sign as is,
with corrections:
1) 11grocery 11 sign to be repainted on side elevations
2) "candies" to be added to sign at the bottom center

STAFF REPORTS I
Based on the workshop meeting with the City Council, staff has contacted other
cities regarding design review practices. Mr. King presented a brochure from
the City of Palo Alto. He will run off copies for the commissioner~ or request
some booklets sent down from Palo Alto.
Mr. King distributed material from the City Attorney, clarifying the definition
of site.
Staff will obtain copies of the minutes of City Council meeting in regards to
the monument sign at 1100 Pacific Coast Highway.
