There will be solar collector pan- els on the roof. Motion by Comm. Grimshaw, seconded by Comm. Fridrich to approve as submitted. AYES: NOES: ABSENT: Comm. Schoenfeld 833 -845 Bard Street Mr. Miklos Barabas, architect, 2401 Pacific Coast Highway made request for two new duplexes on this property. It has been given environmental approval by the BZA. There is a diagonal siding and stucco enclosures. Garage doors are different but consistent with entrance ways. Staff commented that the lots front only on Bard. Project has been granted a varience to allow tandem parking and for 72% lot cover- age by the BZA. Motion by Comm. Freese, seconded by Comm. Fridrich to approve plans as submitted. Schoenfeld Naomi Valdes, 2840 Amby Place, a representative of the Pier Avenue site committee would like to meet with subcommittee regarding the future signing. Subcommittee will consist of Comms. Fridrich and Freese and joint meeting will be held on Monday, May 22, 1978 at 3:30 p.m. 920 . Pacific Coast Highway Mr. Ed Teuton, 3043 Caricia Drive, Hacienda Heights representing Dunkin Donuts, made request for new commercial structure and for signing approval. Business will be Dunkin Donuts. Mr. Teuton indicated that the design is quite different from other Dunkin Donuts (a company run operation). Pole sign is in the same location as exist- ing pole sign. Chmn. Foreman questioned applicants on landscap i ng near t he pole sign . Front l and- scaping will be increased by approximately 10 feet in l eng t h because of t he reduc- tion in size of one of the curb cuts. Ext erior i s a buff-earth t one, st ore fron t is a bronze color and roof is chocolate brown . Trash area wil l be encl osed wi th split-face block with a gate. Motion by Comm. Schoenfeld The wall signing was then discussed by Commission. Front elevation sign is 13½ x 6½ with brown, orange and pink colors. __ ., Motion by Comm. Freese, seconded by Comm. Freese commented on his ideas of pole signs looking like "highway" signs and not City signs and that lower signing is more effective to drivers and traffic. Comm. Grimshaw sug- gested that the two supports be lowered. The changeable lettering was also discussed. Applicant said he would lower the sign 4 feet arid reduce the size of the can to 6 1 x 12' 0ith a single pole. Applicant requested a continuance until the next meeting, June 6th, when a rendering of the new design will bepresented. Chmn. Foreman moved that the pole sign request be continued to th.e June 6th meeting. It was so ordered. 535 Prospect Mr. Larry Cheshire, 832 -15th Street, Hermosa Beach of Pacific States properties made a request for second story addition to a single family dwelling. Applicant was asked if the existing first story level would be color coated. Mr. Cheshire indicated that he presumed so. It was agreed upon. Motion by Comm. Freese, seconded by Comm. Schoenfeld 1100 Pacific Coast Highway Mr. Doug Partridge, Oltmans Construction, 516 Monterey Pass Road, Monterey Park, CA made request for modi fi cation for previously approved project for Security Pacific National Bank. Applicants have obtained approval of property owner for this proposed change in the elevation, and indicated that the property owner had a copy of the plans showing the proposed modification. (approval was in writing) Motion by Comm. Freese, seconded by Comm. Fridrich, to accept modification in design. AYES: NOES: ABSENT:. 310 Bayview Comm. Freese, Hendersen, Grimshaw, Fridrich, Chmn. Foreman None Comm. Schoenfeld Mr. Craig Cooper, 309 Monterey, Hermosa Beach, made request for addition of a second unit on an R-3 lot. Approval has been received from the BZA for preliminary environ- mental impact report. Motion by Chmn. Foreman, seconded by Comm. Fri dri.ch to ,approve p·l ans as submitted. The signs have already been installed. Applicant was not present. Mr. King indicated that the projecting sign appears to exceed allowable projection limits (three feet), hence, approval would require a variance. Chmn. Schoenfeld 1018 -22 Hermosa Avenue -Hermosa Comedy and Magic Club Mr. Michael Lacey, 225 Monterey, made request for a 3' projecting wedge-shape sign and a wall sign. Mr. King read portions of code regarding signing and projecting limits for clarifica- tion. It was determined that any projection would bring sign within two feet of the curb line, hence, no projection was possible, as it would be in violirtion -of the UBC • and city ordinances. Discussion followed regarding specific material ·(wood or interiorly lit) signs would be made of. · • Motion by Comm. Fr:eese, seconded by Comm. Mr. Lacey. said he was very concerned about the possibility of loss of business by dnvers who cannot see the sign in an unfamiliar area. Motion by Comm. Freese, seconded by Comm. Hendersen to accept roof sign with the following conditions: Not exceeding 8½' in height from roof to top of sign. Clearance from roof to bottom of sign is four feet. Motion by Comm. Freese, seconded by Chmn. Foreman to approve octagonal wall sign. Commission members discussed the red, green and white colors and previous exterior paint shade. AYES: NOES: ABSENT: Comm. Freese Comm. Fridrich, Hendersen, Grimshaw, Chmn. Foreman Comm. Schoenfeld Commission members discussed possible colors with applicants for repainting. Motion by Comm. Grimshaw, which was not seconded, that red, green and white stripes be tone.d a natural wood col or in line with other bui 1 dings in the area. Motion withdrawn. The proprietors indicated that they wished to create beach feeling with bright colors. Motion by Comm. Freese, seconded by Comm. Schoenfeld The next discussion was on the top sign. Motion by Comm. Freese, seconded by Comm·. Hendersen for -applicants to bring in a col or rendering· for the top sign.· Lettering is to be green and/or red on white background. Sign is to be professi~nally painted. This matter is continued for 30 days, or sooner arid applicant wi"ll appear at the June 6th mee ting withthe color rendering. Comm. Schoenfeld SECTION V -Miscellaneous Staff Reports Mr. King presented an ite.m that did not get on the agenda. for approval of copy of Century 21 real estate sign. There is a brown background with white lettering and yellow border. Sign has already been installed, prior to approval. Motion by Comm. Fridrich, seconded by Comm. Freese, to deny sign for the 11amateur 11 appearance, the discredit to the building, inconsistency with signing and ineffec- tiveness. There is also a possible height violation. Commission would like to discuss with applicant. The item was continued to the June 6th meeting. AYES: NOES: ABSENT: Hermosa Hos pital Comm. Freese, Hendersen, Grimshaw, Fridrich, Chmn. Foreman None Comm. Schoenfeld Request is for conceptual approval of proposed remodel of hospital. Arches will blend in with the medical building. Motion by Comm. Freese, seconded by Comm. Grimshaw, to approve conceptual approval of· this project. ·AYES: NOES: ABSENT: Comm. Freese, Hendersen, Grimshaw, Fridrich, Chmn, Foremctn none Comm. Schoenfeld • Council has set a date for joint meeting with H.l.C for May 30, 1978. Agenda should include changes in ordinances, code changes, refuse problems, and other discussion items. Mr. Rod Merl has submitted memos regarding the new anti-litter program. Council will also review H.I.C's request for removal of existing city sign .. Chmn. Foreman commented· on the downtown area ove·r the weekend and described it as a "battlefield" with all the trash. One suggestion for new businesses would be a ·receipt for adequate trash containers being necessary before business licenses are granted. This item will be discussed with Council at the joint meeting. A good enforcement program is mandatory. A floor plan of a house on a 30' x 80' lot was also given to Commission members by staff.
