Foreman and staff that he will resign. Approval of Resolution H.I.C 78-3 was continued as some Connissioner's do not have a copy. SECTION II -Improvement Commission Items Presentation of beautification award to Terraco Investments for 208 -12 Manhattan Avenue/205 Second Street. Miss Kathy Anderson accepted the award from Chmn. Foreman. Grimshaw, Marquez (unexcused) Chmn~ Foreman asked staff to consider the trash problem in the downtown area. Per- haps some other method (a large bin) of collection can be used. There are special collections and bids for trash contract which will be coming in June. Chmn. Foreman commented on the extreme noise associated with the refuse trucks~ and moved that r)CJjse supressors be recommended such as are used in El Segundo and Redondo Beach as a· requirement for specs inupcoming negotiations. Recommendation to go to City Council, carbon copy to Mary Stonier. Mr. King solicited calls from members when an environmental problem occurs. H.I.C MINUTES CONTINUED MAY 2, 1978 Page 3 DESIGN REVIEW 53 Pier Avenue Mr. Hugo Capdevila, 53 Pier Avenue, presented request for bridgeway enclosure at the Casablanca Restaurant. Project has conceptual approval and this is now on agenda for final approval. Motion by Comm. Freese, seconded by Comm. Hendersen to approve request for enclosure. Ayes: Noes: Absent: 926 -18th Street Comm. Freese, Fridrich, Hendersen, Schoenfeld, Chmn. Foreman None Comm. Grimshaw, Marquez (unexcused) Plan is up for approval subject to final landscaping plan. This is also a rehearing because of erroneous posting by the City as to the last public hearing. Height of structure does meet building code specifications. Mr. Robert Wise, P.O. Box 1062, Tahoe City, 95703, owner of the property was present. Mr. Jim Carlisle, 932 -·18th Street, stated that the new structure will completely block his view and rye nearer the street than any other house on the block. After discussion with Commission and staff it was agreed that the house will be back 7 ft. beyond required setback and wi 11 not b 1 ock view. • • Motion by Comm. Freese, seconded by Chmn. Marquez (unexcused), Grimshaw, Schoenfeld (for a few mins.) Mr. Jim Rayor, 866 Manhattan Beach Boulevard, Manhattan Beach, presented plans for construction of a duplex. There will be two structures. This lot is 30' wide. Existing sturcture to be demolished. Motion by Comm. Freese, seconded by Comm. Fridrich to approve plans. Ayes: Noes: Absent: 526 Longfellow Comm. Grimshaw, Marquez ( unexcused) Mr. Jim Fiege, 427 South Catalina, Redondo Beach, requested approval of plans for remodel of single family residence. There will be an addition in the rear. The fence will be replaced.with block wall to match southern elevation wall now existing. '--._...;;f. Motion by Comm. Freese, seconded by Co11111. Fridrich to approve plans. City entrance sign should be replaced. Mr. King will investigate with Mr. Clark. Comm. Freese commented that plans feature ample parking and good land usage. Existing signs and lights will be removed. Also, 4 x 4 posts on north elevation to be removed and street sign replaced. Motion by Comm. Freese, seconded by Chmn. Foreman to approve plans with removal of all existing signing, cobra lighting, and pole signs. Ayes: Noes: Absent: Corrm. Freese, Fridrich, Hendersen, Schoenfeld, Chmn. Foreman None Comm. Grimshaw, Marquez (unexcused) SECTION IV -Sign Review 1302 Strand -Street Skates, Beach Rentals Mr. Stewart Dell, 323 Monterey Blvd., Hermosa Beach, requested signs in excess of maximum 180 sq. ft., thus requiring a variance. Comm. Freese suggested that as there are no cars and only pedestrian traffic, per- haps a smaller sign could be seen as well. Chmn. Foreman commented on the harshness of red and yellow colors in the signing. Mr. Dell agreed to change colors to a creamy yellow and burnt orange·.,-:. Sign dimensions will be reduced for the two wall signs 31 x 20 1 (rather than 41 x 24'), which will bring signing requested to maximum. Motion by Comm. Freese, seconded by Comm. Fridrich to approve signing in creamy yellow and burnt orange, with size reduced to two signs of 31 x 20' and projecting sign. Area now under maximum allowable. Grimshaw, Marquez (unexcused) SECTION V -Miscellaneous Staff Reports Mr. King was approached by Mr. Mark Buell, 1415 Prospect, of the bike shop at 1402 Pacific Coast Highway. Mr. Buell would like conceptual approval. Final ·approval will be given at the next meeting .after proper notice is goven of roof facade to atcomodate a graphic and/or sign. Motion by Comm. Hendersen, seconded by Comm. Freese for conceptual approval as submitted with final approval after proper procedures are followed. Graphic should be presented at that time. Ayes: Noes: Absent: Comm. Foreman asked staff to have the minutes of Conroy's sign application given to the City Council for consideration during upcoming appeal. Another matter is that a bond should be posted by the Christmas tree lots for all decorations and signs to be removed. Motion by Comm. Freese, seconded by Comm.
