Foreman at 8:05 p. m. ROLL CALL Present: Absent: Comm. Freese, Shiffer, Hendersen, Grimshaw, Freeland, Chmn. Foreman None Also Present: Ed King, Staff IMPROVEMENT COMMISSION ITEMS Chmn. Foreman explained the functions of the Improvement Commission. She said that in addition to sign and design review, the Commission acts as a recommending body to the City Council. She encouraged residents to contact Mr. King about anything they feel needs improvement. She explained that the Commission also looks for outstanding signs and designs which are voted on by the Contnission for awards. Chmn. Foreman noted that the Commission is currently working on trash centralization as a means of complying with the mandatory trash enclosure ordinance effective March, 1979. MARCH BEAUTIFUL MONTH Chmn. Foreman thanked Contn. Freeland for all the material he brought for the Commissioners. She explained to the audience that the Commission was considering undertaking another March Beautiful program. She added that it was done several years ago by the Commission until it was taken over by the community. ,.,,·. Freeland recommended further discusssion be continued later in the agenda under Commissioner Items. So Ordered. TRASH SUBCOMMITTEE REPORT Chmn. Foreman explained that the subcommittee, composed of members of the Improvement Commission, the City Council, the Chamber of Commerce and BFI had been meeting and working on a comprehensive plan. Mr. King reported that the subcommittee and a few representatives of the business community discussed concerns of the business people who were present. He noted progress on three accomplishments. 1. To get any legal problems solved. He pointed out that some rates may vary from those in contracts. 2. A meeting is scheduled for October 31st at 7:30 p. m. at Bank of America for the business people. He added that the Chamber of Commerce is sending out letters to announce the meeting. 3. Coordinating Public Works with BFI and confirm trash locations. Mr. King felt the process is moving forward. He said he hoped to get the businessmen's cooperation. HERMOSA IMPROVEMENT COMMISSION MINUTES -October 17, 1978 _AUTIFICATION AWARDS NOMINEE 311 -27th Street (design} Mr. King explained that this remodel had been reviewed by the Improvement Commission. Chmn. Foreman described some of the improvements that were not visable in the slide. Motion by Comm. Freese, seconded by Comm. Grimshaw to grant an award for design. Ayes: Noes: Absent: Comm. Freese, Hendersen, Grimshaw, Freeland, Chmn. Foreman Comm. Shiffer None PRESENTATION Page 2 Motion by Chmn. Foreman, seconded by Comm. Hendersen that future awards be presented by the City Council. Ayes: Noes: Absent: Comm. Freese, Shiffer, Hendersen, Grimshaw, Freeland. Chmn. Foreman None None Chmn. Foreman presented design awards to James Crowley and Raymond Kuntz for 2420 Strand. LOmm. Hendersen nominated 1831 Monterey for a beautification award. Chmn. Foreman said that it was difficult to identify some buildings for award-nominations and asked if it was mandatory to have an address on a building. Mr. King said he did not know. Chmn. Foreman added that another problem in looking for award nominations is being reported to the police by neighbors. She noted that the Commissioners once had cardboard signs issued on a number basis to put their car windows as a means of identification. Mr. King said he would try to obtain them. DESIGN REVIEW 447 Herondo Request by Richard Leonard of Sunnyglen Corp., 17422 S. Prarie, Torrance, for modification of a previously approved plan for a thirty (30) unit condominium. Mr. Leonard explained that they had complaints from perspective buyers about the original . location of the spa area. Chmn. Foreman asked if they were proposing moving the jacuzzi and spa to an open area. Mr. Leonard explained that there would be screen walls between the jacuzzi, spa and the street. Chmn. Foreman asked if the walls would be stucco. Mr. Leonard said he would agree to that stipulation. ~,mm. Shiffer asked about type of landscaping. Mr. Leonard said it would be very similar ,--.,..,1 what was originally approved. Foreman noted that she voted no because the applicant did not present the original landscaping plan as a basis for the Commissioners to see the modifications in the new landscaping plan. 2465 Silverstrand Request by Richard Cooling, Architect,for modification of a previously approved single family dwelling. Chmn. Foreman asked the applicant why he was eliminating the arches in the Spanish design. Mr. Cooling explained that the original owner had sold the property and the plans. He added that the new owner wanted the changes. Motion by Comm. Freeland, seconded by Comm. Freese to accept the request. AYes: Noes: Absent: Comm. Freese, Grimshaw, Freeland Comm. Shiffer, Hendersen, Chmn. Foreman None v~mm. Shiffer explained that he did not like the roof modification. He felt the original design with the tile roof looked better. Comm. Shiffer noted that the previously approved south elevation had three (3) windows and the archways, but only one window is being proposed in the modified plan. Chmn. Foreman also expressed concern about the windows. Chmn. Foreman and Comm. Hendersen agreed that the design was much better before. Chmn. Foreman informed Mr. Cooling that the request was denied and that the decision could be appealed to the City Council within ten (10) days. Mr. Cooling asked if the plan would be reviewed as a new design if he submitted a new application. Chmn. Foreman replied yes. Mr. Cooling said that ~ome of the windows were eliminated·becaus~-of the State energy requirements. Chmn. Foreman felt that other people still have to look at the building. She noted an example in which the Commissioners are getting static from residents over a similar situation. Chmn. Foreman said she would like to see a greater variance in design on the South elevation. Mr. Cooling asked when he could get a copy of the findings. Mr. King answered that they would be ready the first part of next week. 10 Meyer Court Request by Ted Carlson for an addition. comm. Grimshaw asked the applicant about the stucco. Freeland to approve failed to receive a second . comm. Grimshaw suggested more creativity around the windows. Chmn. Foreman suggested putting wood trim around the windows. Mr. Carlson noted that barrel tile would be used on the front. Chmn. Foreman expressed concern about the color. Mr. Carlson assured her that his contract with the stucco company specified that the building would be sandblasted and redone if the stucco did not match. Motion by Comn. Shiffer seconded by Comm. Freeland to approve the request including the barrel tile and on the condition that the color of the stucco does match. Ayes: Noes: Absent: Comm. Freese, Shiffer, Hendersen, Grimshaw, Freeland Chmn. Foreman None 843 -8th Place Request by Jim Bates, owner for a remodel and addition. Comm. Grimshaw asked about the change to a straight roof line. Mr. Bates said the architect did not want to make the sides of the front pitch. Comm. Shiffer asked about the. Spanish tile. Grimshaw asked the intention of the remodel. Mr. Mobley said they were expanding onto the West yard to give more room down stairs and to enlarge the kitthen. Motion by Comm. Freese, seconded by Comm. Shiffer to accept the request. Ayes: Noes: Absent: Comm. Freese, Shiffer, Hendersen, Grimshaw, Freeland, Chmn. Foreman None None 2005 Hillcrest Drive Request by Alexander Elder for remodel. comm. Grimshaw asked if the existing building was to be demolished,Mr. Elder answered yes. Comm Grimshaw asked about the landscaping, Mr. Elder said it would all be taken , ·t and they would put in new landscaping. comm. Shiffer asked Mr. King if it is a requirement for landscaping plans to be submitted. Mr. King explained that the Commission has suggested tftat it be required in the guidelines but it has not yet been adopted. Mr. Elder said the design of the rooms inside does not lend itself to that. Comm. Shiffer suggested that a window on the garage would help to vary the solid stucco finish. Mr. Elder noted that Italian Cypress trees were to be planted on the side elevations to achieve that effect. Motion by Comm. Shiffer, seconded by Comm. Freese to approve with stipulation that Italian Cypress be planted on both sides and vertical siding be used on the· second story. Ayes: Noes: Absent: Comm. Freese, Shiffer, Hendersen, Grimshaw, Freeland, Chmn. Foreman None None 412 Strand Request by Mr. Kline, owner for remodel and addition. comm ~ Grimshaw asked if the same type of roof would be used. Mrs. Kline said yes. In response to Comm. Grimshaw's question about the colors, Mrs. Kline said they would be beige with dark blue trim. Motion by Comm. Freese, seconded by Comm. Freeland SIGN REVIEW-29 Pier Avenue Request by John Marsh owner,for a wall sign. Mr. King advised the Corrmission that the -·.,.oject would require a variance because the sign exceeds the allowable square footage. ,"---~ added that the requested wall sign is existing because the new owner was not aware of the sign ordinance. ~~~MOSA IMPROVEMENT COMMISSION MINUTES -October 17, 1978 Page 6 Comm. Freeland asked about the banner that had been previously approved. Mr. King explained that in the past the basis for calculating the allowable sign footage included alleys. Chmn. Foreman added that it was a different Commission then and they wanted to encourage the use of banners because of the originality of the concept. Chmn. Foreman commented that she did not like the paper window sign. Mr. Marsh agreed to remove the paper sign. Comm·. Freese said he was concerned about giving a variance for twice the allowable footage. Mr. Marsh asked about the basis for calculation in reference to his window sign. Chmn. Foreman explained that when a sign does not have boundaries then Staff draws an imaginary line around it to compute the measurement. Chmn. Foreman commented that the requested signing does not make the store look cluttered. Comm. Freeland felt the banner was not in keeping with signs on other stores. He also expressed concern about the square footage. Mr. Marsh asked to what extent posters are allowable. Chmn. Foreman explained the procedure for temporary signs. Chmn. Foreman was concerned that the total signage would exceed 40% of the facia. Mr. King advised that the commission could interpret the facia as extending all the way to the roof. r· ion by Comm. It is not a granting of a special privtle~e. 2. The landscaping hides existing signing and therefore strict application of allowable signing would be a demonstrated hardship on this property. 3. Comm. Grimshaw inquired as to the color of the stucco. The applicant indicated that they would like to maintain the existing color. Motion by Comm. Freese, seconded by Corm,. Grimshaw to approve. He noted that in most cases there has been compliance in the form of abatement or administrative permits. Mr. King asked the Commissioners for feedback on two (2) types of sign violations. He pointed out that signage would be a problem to enforce at gasoline stations under strict application of the law. Secondly he anticipated a problem with flower ships and their signs, announcing specials. Chmn. Foreman suggested that flower shops be required to use marquees. Comm. Shiffer said that gas station are sometimes required under their lease to use signs provided by the gasoline companies. Chmn. Foreman commented that they have the option of applying for marquees. Mr. King reported that the City Council had denied the appeal of the fourth (4) can on the sign at Pacific Park Plaza. He noted that the appeal on the allowable sign area was· continued so that Mr. Bacon could meet with Staff to come up with a _solution. Mr. King noted that the minutes of October 3rd were not included in the Commissioner's packets and therefore action will have to be held over until the next meeting. COMMISSIONEROS ITEMS Chmn. Foreman reported that the poles were being installed in Lot C. She noted that when the Commissioners first recommended the poles, it was voted not to put chains between them. Chmn. Foreman felt that this decision shou1d be reconsidered. Comm. FrP.ese expressed ,cern for people walking into the parking area. Chmn. Foreman said that there is access. ~ .. c felt it would cost approximately $150.00. Motion by Chmn. Foreman, seconded by Comm, Hendersen to revise original recommednation and add chains on the East and West side. Ayes: Noes: Absent: Abstain: Comm. Freese, Shiffer, Hendersen, Grimshaw, Chmn. Foreman None None Comm. Freeland" Chmn. Foreman commented that the Commissioners have not been getting percentages of sign area proposed and approved. Mr. King said he would go back over them and calculate the percentages. Chmn. Foreman remarked that the City sign has a big hole in it. Mr. King said that it is scheduled to be fixed. The commissioners discussed the material presented by Comm. Freeland on March Beautiful. Comm. Freese said he liked the idea of a street sign announci~ entering Hermosa Beach. Chmn. Foreman suggested putting trash containers on the light standards along the Strand. In reference to parkway trees Comm. Freeland suggested planting them in City right of way. He felt it would be a good way to promote the March Beautiful program. Chmn. Foreman noted that nurseries might sell them at a reduced rate. She added that they could be put in wood planters and bolted to the buildings. Co11111 Freeland also suggested doing a snecial promotion in conjunction with a scheduled trash pick -up. Chmn. Foreman commented , ,t the Commission has tried to get plaques for historical sites in the past but have been unable to do so. She added that Councilman Widman is putting out fliers about it. Comm. Grimshaw offered his resignation because of a conflict with his job. Mr. King advised him to submit a letter to the City Clerk. Motion by Comm. Grimshaw, seconded by Comm1.Freeland to adjourn the meeting. So ordered. The meeting was adjourned at 10:45 p. m.
