Comm. Freeland made the following corrections to the minutes of
September 5, 1978:
1. Page 4, 517 Pier Avenue -Paragraph 6 to read Comm. Freeland
asked Mr. Campazzi if he felt the roof sign was needed. Mr.
Carnpazzi said he did not, so Comm. Freeland suggested removing
the existing sign and putting the proposed sign on the front
instead. The applicant concurred.
2. Page 5, Commissioner's Items -Paragraph 1 to read Comm.
Freeland asked Mr. King about the citation procedure because
he was concerned about the Council's policy with regard to
the issuance of citations.

IMPROVEMENT COMMISSION ITEMS
~,-. Chmn. Foreman explained that the Commission acts in three roles:
As a recommending body on anything that needs to be improved in
the City, and additionally as a sign and design review board.
She encouraged residents to bring to the attention of staff any
such needed improvements. Commission currently working on trash
study to consolidate trash. Chmn. Foreman said that anyone inter-
ested is welcome to attend the September 25, 1978 meeting at 9:00 AM.
Commissioners nominate outstanding building designs and signs
for awards which are voted on at Commission meetings. Chmnr
Foreman added that anyone currently working on a project they feel
worthy of an award should bring it to the Commissioners'
attention.
BEAUTIFICATION AWARD NOMINEE (2118 Loma)
Mr. King noted that the building was still being finalized. Chmn.
Foreman asked if it is a new structure. Mr. King replied that it is
a new single family dwelling.
Motion by Comm. Shiffer, seconded by Comm. Freese, to hold the nom-
ination until the building has been finalized. So ordered.
Chmn. Foreman nominated the remodel on 27th Street for an award (add-
ress not known) .
Chmn. Foreman nominated Cafe Hermosa at 1014 Hermosa Avenue for an
award for both the design and sign.
Staff Report
Mr. King gave a report on the trash subcommittee meeting of Comm. Freese,
Chmn. Foreman, Ed King, representatives of Browing Ferris Industries,
representatives of City Council, representatives of Chamber of Commerce.
Mr. King stated that he presented slides of Lot A, Band C (downtown)
at that meeting. He felt that it was a productive meeting. He added
that the Chamber of Commerce pointed out concerns of the businessmen
and that Browning Ferris Industries also provided some input. He said
that everyone concluded that the proposed trash consolidation rec-
ommendations are good. Mr. King noted that BFI will present data on
estimated costs and the City Engineer and a VPD representative will
also make presentations at the next subcommittee meeting on September
28, 1978.
Chmn. Foreman added that as of March 1979, trash containers will have
to be enclosed. She recommended getting agreements to trash enclosure
provisions from design review applicants. Comm. Freeland asked if
mandatory enclosed trash containers is an adopted ordinance. Mr. King
answered yes and explained the important issues are that containers
be inaccessible to children and animals and that they not intrude on
public access. Comm. Freeland asked if the ordinance would affect all
existing residences. Mr. King said it ~urrently affected residences
constructed after 1973. The March 1979 date will affect all other
structures.

DESIGN REVIEW
Chmn. Foreman asked applicants to state name and address. She also
called attention to the sign which states that all actions of the
Commission may be appealed within ten (10) days.

Request by Eric Lapeyrollerie, owner, for addition and remodel. Mr.
Lapeyrollerie explained that the roof has to be removed because the
ceiling is in bad shape. He requested a flat roof.
Comm. Shiffer asked if the section in the back was a new structure.
The applicant replied it was a remodel.
Chmnr Foreman asked about the driveway and about landscaping. Mr.
Lapeyrollerie explained that the driveway was temporarily being used
for construction materials. He said that he would landscape. He added
that something needed to be done about the street because cars were always
running into his house. Mr. King advised the applicant to contact the
Planning Commission about the problem.
Mr. Lapeyrollerie also requested to cut a deck in the roof in the rear
of the house. Chmn. Foreman asked if his request had been approved by
the Building Department. Mr. King commented that he had suggested Mr.
Lapeyrollerie show his deck plan to the Improvement Commission. Mr.
King added that the deck plan would have to be approved by the Building
Department.

for addition and remodel.

approve the deck plan pending approval by the Building Department.

Chmn. Foreman said she would also like to deal with the landscaping.
Mr. Lapeyrollerie said he would like to get some ideas before dis-
·~ cussing it. Chmn. Foreman suggested that he come back to the Improve-
ment Commission with a landscaping plan at no additional fee.

Chmn. Foreman expressed concern about all the signs in front of Mr. -
Lapeyrollerie's house. Chmn. Foreman asked Mr. King to send a letter to
r\ the Public Works Dept. recommending sign removal and relocation. The Comm-
ission concurred with Chrnn. Foreman's recommendation that the matter be sent
to the Public Works Dept. for review and correction. Comm. Freeland sugg-
ested consolidating the signs with a reflector sign. He added that the sign
could be put on the property line and placed lower. He felt a "No Left Turn"
sign was needed at the intersection.

Request by Pat McDonald for residential addition.
Chrnn. Foreman asked about the frames on the sliding door and windows. The
applicant replied they would be anodized aluminum.

Request by Miklos Barabas of 2402 Pacific Coast Hwy. for a duplex.
Chinn. Foreman asked where the trash collection area would be located. Mr.
Barabas replied it would be in the garage. Chmn. Foreman asked if that would
interfere with parking. Mr. Barabas said that there would be a separate area
(built out) for the trash.
Comm. Shiffer asked about landscaping. Mr. Barabas said that not much could
be done on the side, but that ground cover and shrubs. would be used in the
backyard, with planters, where possible, in front, on either side of the
driveway approach.

Request by Mr. Glider for 2nd story addition.
Mr. King distributed a handout showing the remaining elevations.
Comm. Freeland asked if the color of the 2nd story would match the existing
building. Mr. Glider replied that the whole building would be sand-
blasted and painted one color.

Mr. Glider asked what was the next procedure. Mr. King advised him to go
to the Building Department and get a plan check; and next get a build-

Request by Edward Skebe for remodel. Mr. King noted that the applicant
wanted to remodel the existing duplex and extend the deck.
Chrnn. Foreman expressed concern about the type of tile to be used. Comm.
Freeland asked about the Commission's policy on red tile roofs. Chrnn.
Foreman said that in the past the policy has been to encourage con-
tinuity. Chmn. Foreman added that she would like to discuss this request
with the applican~ (not present) because she felt it would substantially
change the building.
Motion by Comm. Shiffer, seconded by Comm. Hendersen, to continue this
request to the October 3rd meeting.

Request by George Xifo for an addition.
Comm. Freeland asked what was planned for the rest of the property. Mr.
Xifo said the yard would be maintained, the fence would be replaced
with a new grapestake fence and the driveway will. be made with railroad
ties and brick. He added that the brick planters will remain.
Chmn. Foreman asked if there was any way to mask the meter box and pipe
in the front. Mr. Xifo said the pipe is not visable because of a tree.
He said that the meter box could be redone.

Request by Frank Swanson, designer, and Dana Keniry, owner, for remodel
and addition. Mr. King noted that the balcony would be changed.
Chmn. Foreman asked the applicant if he would consider a facia beam
between the 1st and 2nd story, or the west side elevation. Mr. Swanson
·'=-' answered in the affirmative.
Chmn. Foreman asked what type of tile would be used. Mr. Swanson replied
a lightweight ceramic or cement tile.

Chmn. Foreman called a five minute recess. The meeting reconvened at
9:23 P.M.
SIGN REVIEW
Chmn. Foreman cautioned that no signing may be put up in addition to those
signs approved. She added that additional temporary signs may be applied
for, for a period of thirty days.

Request by Sean Carney for a projecting sign.
Comm. Fridrich asked the applicant if the sign would be centered. The
applicant said it would be placed in the right corner of the building.
Motion by Comm. Freese, seconded by Comm. Fridrich, to approve as sub-
mitted.

1100 Pacific Coast Highway
Request by Roger Bacon, developer, for a sign can.
Chmn. Foreman noted that the allowable sign area has been incorrectly de-
termined for this project. She stated that according to the City Attorney,
it is up to the Commission to clarify the basis for future determinations.
Chmn. Foreman read Section 28Al3 of the City ordinance, Items 1 and 2
which state that the sign area will be calculated according to which street
the stores front on, and Item 4 which states that no sign shall cover more
than 40% of that fascia.
Comm. Freeland asked if there would be any effect on this sign. Chmn.
Foreman assured him it would only affect future signing.
Motion by Comm. Shiffer, seconded by Chmn. Foreman, to approve the amount
of square footage based on an imaginary line that would be brought from
the property line to the corner of Aviation and Pacific Coast Highway
(from the south edge on Aviation due west until it meets Pacific Coast
Highway). This would give 1252 square feet of allowable signing.
Mr. Bacon noted a letter dated 3/3/78 from the Improvement Commission
~ advising him that he had 2600 square feet allowable signing (based on
Pacific Coast Highway, Aviation Boulevard and Aubrey Court). He added
that he had used this figure all along and it had not been questioned
before,

Mr. King read a section of the Sign Ordinance which states the formula
for computing allowable sign area, at Comm. Freeland's request.
Mr. Bacon noted that Security Pacific Bank does have exposure on
Aviation. Chmn. Foreman agreed, but said that the Sign Ordinance spec-
ifies street frontage.
Comm. Freeland felt there was a great ambiguity as to what constitutes
frontage. Chmn. Foreman said that is what the City Attorney has asked
the Commission to clarify. Chmn. Foreman said she discovered the error
when she got the comprehensive plan. She added that the Commission cannot
go on making the same error. She noted that the variance would only be
required because of the request for a fourth can on the pole sign.

Mr. King read the procedure for -granting a variance. He noted that Mr.
Bacon would like approval of the can but not the copy because of changes
in tenants.
Chmn. Foreman asked Mr. Bacon about the temporary sandwich signs. Mr.
Bacon assured her that they were all down.
Mr. Bacon explained that he did not have the copy for the sign because
he has to find out exactly how many tenants want to be included and then
get prices. Comm. Hendersen asked Mr. Bacon to give an estimate on the
number of tenants. Mr. Bacon said he did not know. Comm. Hendersen
asked Mr. King if the Commission could approve a sign without knowing how
many entities would be included. Mr. King said they could approve con-
tingent on the copy. Mr. Bacon said it would probably be about 6-8
tenants. Chmn. Foreman asked Mr. Bacon if he would object to having
copy approved later or agree to approval based on 6-8 tenants. Mr.
Bacon requested approval of the can only.
Motion by Comm. Shiffer, seconded by Comm. Freeland, to grant a vari-
ance for the fourth can on the pole sign based on the following findings:
1. A majority of the businesses in that area do have signing
along Pacific Coast Highway.
2. There is an expressed hardship, without signing along Pacific
Coast Highway. on tenants of the Shopping Center.
3. It would not adversly affect public safety.
Mr. Bacon presented a rendering of the proposed can. Chmn. Foreman
asked for a completion date on the sheathing. Mr. Bacon said he had to
get together with tenants and get an agreement on the amount of money
to spend. He added that it would also depend on the type of wood and
availability of the materials. He asked to be allowed six months. He
added that he had waited six to eight months for the Commission to give
sign approval. Chmn. Foreman corrected his statement, noting that the
delays were not due to faults of the Commission, but due to the applicant's
delay in submitting his applications.

inal motion by adding the stipulation that the sheathing be completed
within 90 days.

Mr. King stated that a list of all existing illegal signs had been sent
to the Chamber of Commerce. He said they would be given two weeks to
contact the violators. He added that letters will be going out to those
people indicating the violation and advising them that citations will be
given if the violation is not corrected.
Chrnn. Foreman commented that she felt the violators at Pacific Park
Plaza should have been cited because they had been warned about their
signs at previous Commission meetings. She added that if they put up
the sandwich signs in violation again, that she would recommend
citations be given.
COMMISSIONER'S ITEMS
Comm. Freeland asked when the improvements on Hermosa Avenue would be
completed. Mr. King said he would find out.
Comm. Freeland asked if anything had been proposed for Seaview Inn.
Mr. King replied that a 30-unit condominium, 60-unit motel and stores
have been proposed and approved.
Comm. Fridrich said goodbye (last meeting). Chrnn. Foreman thanked him
for his participation.

meeting. So ordered.
