Chmn. Foreman introduced Comm. Freeland who is a newly appointed Commissioner. She
explained that he could participate in discussions, but would not be eligible to vote.
APPROVAL OF MINUTES
Motion by Comm. Freese, seconded by Comm. Hendersen, to hold over approval of the July 18,
August l and August 15, 1978 minutes because of Comm. Grimshaw 1 s absence.

IMPROVEMENT COMMISSION ITEMS
Chmn. Foreman explained to the audience that the Commission acts as a recommending body
to the City Council. The Corrmission recommends improvements and gives awards for out-
standing building designs and signs. She encouraged the audience to participate.
, Beautification Awards
Motion by Comm. Hendersen, seconded by Comm. Fridrich, to present a beautification award
to 2420 Strand.

Comm. Hendersen nominated 2118 Loma, a new single family dwelling, for an award.
Annual Report
The annual report was discussed for the benefit of the new Commissioners.
-DESIGN REVIEW
Chmn. Foreman explained that any action the Commission takes may be appealed to the
City Council within ten days.
2954 La Carlita
Request by David McAlister of 219 Manhattan Beach Blvd., Manhattan Beach, for addition
to single family dwelling at 1954 Ca Carlita. A new garden entry at the first story

Request by Norman Allin, owner, for modification of a previously approved design.
Chmn. Foreman discussed the addition of a stairway, changes in side and changes in south-
ern elevations. The deck addition was proposed at first and second story levels.
Motion by Comm. Freese, seconded by Comm. Fridrich, to approve as submitted.

Request by Di.ck Plastino of 1121 Aviation Blvd., Hermosa Beach, for remodel.
Comm .. Freese asked the applicant about his plans for the front part of the house. Mr.
Plastino explained that the front portion will come down almost level with the existing
retaining wall. He added there would be landscaping.
Mr. Plastino commented that the siding on the front elevation would be horizontal.
Comm. Hendersen asked about the color. Mr. Plastino replied that all four elevations
would be painted, but the colors were no~ yet decided.
Chmn. Foreman asked Mr. Plastino if wood shingles would be used and if they would be
painted. Mr. Plastino said the new shingles would be stained wood. Chmn, Foreman felt
that did not conform with the existing structure and would look added-on. Mr. Plastino
commented that standards require that the front match the sides. Chmn. Foreman agreed,
but added that it could also be tied in with the upper elevations.
Mr. Plastino explained the type of paint to be used. Comm. Freese said he would like
some assurance that there would be some kind of color continuity between the new and
the existing structure. Mr. Plastino said it would be earth tone colors.
Motion by Comm. Freese, seconded by Comm. Fridrich, to accept with the understanding
that the colors tie in with the shingles and the plans be changed to indicate horizon-
tal shiplap.

Request by Hampton Hancock of 2075 Palos Verdes Drive North, designer, for construction
0 of a duplex.
Chmn. Foreman asked if landscaping was planned for the front. Mr. King said it was
planned in the corner area.

Comm. Freeland asked about the setback area. Mr. Hancock explained that there was no
retaining wall in front at the present time. He added that there would be a two car
parking area and that the proposed structure would be lowered so that the overall height
will qualify as a two story.
Comm. Fridrich asked about the frames on the sliding doors and windows. Mr. Hancock
said they would either be anodized aluminum or pa.inted. Comm. Fridrich asked about the
colors. Mr. Hancock said probably yellow, orange or brown would be used on frames, deck
railing, etc. He added that he preferred an architectural orange trim, but it would be
decided by the owners. Chmn. Foreman asked what color would be used on the building.
Mr. Hancock said white. Chmn. Fo reman felt the orange would go better with tan or a
brown tone.
Mr. Bartos, owner, said they had not decided on colors but would agree to whatever Mr.
Hancock suggested. ke added they would submit color samples if requested. Chmn. Foreman
expressed concern about the impact of such a large building painted white and orange.
Comm. Freese asked if it would be possible for the applicant to come back to'the Improve-
ment Commission when the colors are decided. Comm. Hendersen said that she would like
to see examples of white and orange combination. Comm. Fridrich commented that he was
impressed with the plans and would be willing to approve as long as the colors were con-
sistant.
Motion by Comm. Freese, seconded by Comm. Fridrich, to accept the design without the
colors.

Mr. King advised the Commissioners that they could conceptually approve the design sub-
ject to color approval and waive the fee for the applicant to come back for color approval.
Revised motion by Comm. Freese, seconded by Comm. Fridrich, to conceptually approve with
the color choices to be approved in the future.

Motion by Chmn. Foreman, seconded by Comm. Freese, to waive the fee for the applicant to
present color choices to the Commission in the future. So ordered.
The applicant assured the Commissioners that the colors would be subdued and in good
taste.
Mr. King advised Mr. Hancock that if the colors were determined within nine days, it
coul~ be put on the agenda and presented at the next meeting.

Request by John Carlson for a deck at the second level.
Comm. Fridrich asked about the color. The applicant said that a dark brown, same as
\...J existing trim would be used. He commented that there would be additional landscaping.
Motion by Comm. Freese, seconded by Comm. Fridrich, to approve the request.

SIGN REVIEW
r , Chmn. Foreman explained that approval of specific signs by the Commission
cannot be interpreted as a blanket approval for additional signing. She
noted that applicants can apply for temporary signs (e.g., grand opening)
for a 30-day period.
517 Pier Avenue
Request by Kent Campazzi for roof sign.
Mr. King commented that the side panels might not be visablewhen the front
panel is mounted. He said that if the sign was moved to the south, it
would be classified as two roof signs. He re~d the definition of a roof sign.
Chmn. Foreman asked Mr. King if the proposed sign would be classified as
two. Mr. King said the Commission would have to determine that.
Chmn. Foreman commented that the proposed sign would totally negate
the existing sign. The applicant said he wanted to capture the attention
of traffic on Pier Avenue.
Comm. Freese asked if the applicant was planning any signing on the
front. The applicant said he might use a design but was not planning
any advertising. Chmn. Foreman advised the applicant that would consti-
tute a sign which must be approved.
Comm. Freeland asked Mr. Campazzi if he felt the roof sign was needed.
Mr. Campazzi said he did not, so Comm. Freeland suggested removing
the existing sign and putting the proposed sign on the front instead.
The applicant concurred.
Comm. Freese asked what type of material would be used for the sign.
The applicant replied carved wood. Comm. Freese felt the sign would
look much better without the word "the". Chmn. Foreman agreed. Mr.
Campazzi said he would take it off.
Comm. Freeland asked if the proposed 4'x8' sign was appropriate for the
front. Mr. King advised that it would only represent about 55-65% of
the maximum allowable signing.
Chmn. Foreman requested that the sign be put up not more than four inches
off the roof. The applicant agreed.
Mr. Campazzi asked if he could put light bulbs around the sign. Chmn.
Foreman said he could as long as they did not flash. She asked if he
would put the bulbs around the border and eliminate the stripping. He
said the border would be made of solid red and the bulbs would
project straight out from the border of the sign. Chmn. Foreman asked
if there was a limitation on bulb wattage. Mr. King said he would have
to check on that and inform the applicant later. He added that if there
was a problem, he would bring it before the Commission.
Motion by Comm. Freese, seconded by Comm. Fridrich to accept the 4'x8'
sign facing south on these conditions:
1. Mounted on front of roof not more than · four inches off the roof.
2. Red and white sign with solid red border.
3. Legal amount of watt bulbs.
4. Eliminate the word •~the" .

Mr. King said that the subcommittee is working on the refuse problem.
He noted a meeting on September 14th between members of the Improvement
Commission, the City Council, the Chamber of Commerce and Browning
Ferris Industries in the City Hall Council Chambers at 9:00 A.M.
In reference to Pacific Park Plaza, Mr. King said he had sent a copy of
the minutes to the City Attorney. He added that he would have new mater-
ial on this project in the packets before the next meeting.
Mr. King noted that he had been given the citation booklets.
Mr. King said he started attending the Business License meetings. He
said this would give him the opportunity to make comments on trash
requirements, etc.
COMMISSIONER'S ITEMS
Motion by Comm. Freese, seconded by Comm. Hendersen to excuse Comm.
Shiffer's absence due to v&cation.
Motion by Comm. Freese, seconded by Comm. Hendersen ta. excuse Comm.
Grimshaw for September 5th and 19th due to conflict with job.
Comm. Freeland asked Mr. King about the citation procedure because he was
concerned about the Council's policy with regard to the issuance of
citations. Mr. King explained that there had been meetings and discussions
about mailing the citations. He said he had not yet met with the Council.
He added that the first area of concern would be signs needing maintenance.
Mr. King said the City may give a list of violators to the Chamber of
Commerce and allow them a limited period of time to solve the problem
with the business owners, after which written or verbal notice would be
given.
Chmn. Foreman commented that all Commissioners are welcome at sub-
committee meetings. She added tht all recommendations are brought back
to the Commission.
Mr. King commented that t .he minutes of several meetings had been carried
over. Chmn. Foreman said this was because Comm. Grimshaw (absent) had
corrections. She added that the Commission would have to take action
at the next meeting.
Chmn. Foreman said the Commission should take some action on reaffirm-
ing their position on cul-de-sacs and also on supporting the Council's
actions on the trash problem.

downtown committee's, Subcommittee's, Planning Commission's and Council's
position on the cul-de-sacing of 13th Street, 14th Street and 15th
Street. So ordered.

Motion by Chmn. Foreman, seconded by Comm. Fridrich, to reaffirm support
of centralized trash collection, Palm Dr. to Strand, 11th Street to 14th
,-... Street. So ordered.
